Statement of Work Summary

This Statement of Work (SOW) for the U.S. Customs and Border Protection (CBP) Field Operations Canine Academy (FOK9) in Front Royal, Virginia specifies the requirement for one veterinary ultrasound system to support medical care for approximately 200 canines and 60-120 students in training at the facility. The ultrasound system is required to provide real-time point-of-care imaging for detecting life-threatening conditions including internal bleeding, organ trauma, and gastric issues such as bloat, enabling faster diagnosis and recovery times for working dogs.

The required system is specifically a Samsung EVO Q10 hand-carried ultrasound system with Windows 11 operating system, responsive trackpad, integrated Wi-Fi and Bluetooth connectivity, 15.6-inch LCD monitor with 14-inch LED touchscreen, single probe port, and 512GB solid-state drive. Technical requirements include two transducers: a micro-convex transducer (4-10 MHz multi-frequency, 6 MHz center frequency, 14mm radius) and a linear array transducer (2-16 MHz multi-frequency, 7.1 MHz center frequency, 37.2mm footprint). The software package must include DICOM, LumiFlow, MV-Flow, and Panoramic+, along with additional specified features such as Voice Command, EzExam+, EzGuide, HQVision, and various imaging modes. Accessories include a compact, height and angle-adjustable cart with three transducer port connections, integrated storage tray, and additional power adaptor. The complete system will be delivered to CBP FOK9 at 828 Harmony Hollow Road, Front Royal, Virginia 22630. No substitutions or equivalent items are permitted. Payment will be made via electronic funds transfer to email addresses provided upon contract award, with electronic invoices sent simultaneously to both CBP and FOK9 payment offices. All assets must be inventoried upon receipt and entered into CBP's Systems Applications and Productions (SAP) accountability database by the Local Property Officer.

CBP CANINE PROGRAM

STATEMENT OF WORK

Field Operations Canine Academy Veterinarian Ultrasound Machine

June 29, 2026

1. BACKGROUND: U.S. Customs and Border Protection (CBP), Field Operations Canine Academy (FOK9) in Front Royal, Virginia is canine academic instructional facility. On a regular basis FOK9 has approximately 60-120 students going through various canine training courses at the facility and approximately 200 canines. A veterinary ultrasound system is needed to provide medical care to canines housed at the Field Operations Canine Academy.

This Ultrasound machine will assist in protecting high value working dogs and ensure operational readiness of the canine teams. It provides real time point of care imaging on site to instantly detect life threatening conditions such as internal bleeding, organ trauma or severe gastric issues such as Gastric Dilatation Volvulus, commonly known as bloat. It is a non-invasive diagnostic tool which does not use radiation, making it safer for veterinary personnel and repeated use. Having this diagnostic capability directly reduces anesthetic risks, potentially avoids exploratory surgeries, and accelerates recovery times to ensure the K-9 teams can quickly return to active duty.

2. SCOPE: FOK9 canine veterinary office requests one Ultrasound machine for their Front Royal clinic. The Ultrasound System encompasses three assets, Ultrasound Hardware and accessories; monitor and trackpad; and adjustable cart with associated software.
