About this file

This is a qualifications workbook attachment for the California State Controller's Office (SCO) related to Request for Offer #ESPS90122 for Data Cleansing, Conversion, and Validation Services for the California State Payroll System Project. The workbook provides instructions and templates for proposers to demonstrate that key staff meet minimum and desirable qualifications. Proposers must complete all required fields to allow SCO to validate qualifications, with particular emphasis on the Description of Relevant Experience field. The document specifies that one year of experience equals 52 weeks of full-time work at 40 hours per week, and all experience must have been provided to external clients rather than internal organizational clients. Projects cannot be marked as classified, confidential, or protected by non-disclosure agreements. Proposers may create copies of the Key Staff Minimum Qualifications (KSMQs) worksheet for multiple key staff members and must provide sufficient detail to avoid having their proposal deemed nonresponsive and rejected.

The qualifications framework includes both minimum and desirable qualifications focused on IT physical security assessment services and server/networking topology experience. Minimum qualifications require proposers to provide one key staff member who has been employed with the bidder firm for at least one year as a consultant performing IT physical security assessment services, and the firm must have completed at least one IT physical security assessment for a corporation or California State Agency within the last two years. Desirable qualifications award points for additional engagements in IT physical security assessment (up to 10 points) and server/networking topology experience within the last ten years (up to 10 points). Key staff desirable qualifications include current active certifications such as Certified Protection Professional, Physical Security Professional, Industrial Security Professional, or Physical Security Certification, as well as demonstrated experience performing IT physical security assessment consulting services for government entities within the last three years. Prior to using current SCO State employees as references, proposers must contact the SCO Procurement Official to ensure the employee is not an evaluation team member.
