1. Under the Past Performance requirements, is a PPQ form intended for customer feedback, similar to the attached? We’ve used this on numerous DoD proposals.
Attachment 4 was uploaded to BetaSAM. Use this form for PPQ.
2. Section 00 10 00, paragraph 2.(a).5 states “Proposals must be submitted by 31 March 2021 1000 HST. In other areas of the solicitation, such as Section 00 21 16, paragraph 1, the proposal is stated at being due 12 April 2021 at 1000 HST. Is 12 April 2021 the correct due date for proposals?
April 12th is the Due Date.
3. The sample project (Attachment 2) and solicitation (Sub-Factor F) give no requirements for schedule constraints. Is there a specific period of performance required for the example project? Would you provide a theoretical start and contract completion dates? Finally, is MicroSoft Project, or similar, an acceptable program for developing task order schedules?
No required period of performance for the sample project. Theoretical start date September 2021. Yes, MicroSoft Project, or similar, an acceptable program for developing task order schedules.
4. Staffing: The solicitation states that the QC Manager and SSHO shall be independent from other required positions. Are these positions intended to be corporate-level? The Division 1 specifications states that the Superintendent may be QC Manager; and that the QCM or Super can also be SSHO. Historically, the size and complexity of an individual project dictates if the Superintendent would perform multi-tasking as the SSHO and/or QCM. Will this solicitation allow similar protocol?
See Solicitation Amendment
5. Proposal Submission Requirements: a. Volume I: Factor I – Technical – Project Management Capability; Sub-Factor (A) Key Personnel:
“All Key Personnel positions will be independent from other required positions.” Solicitation shall supersede Division 01 specifications. This shall be the requirement unless otherwise stated in a specific Task Order Scope of Work.
Statement of Work: 3.1 Infrastructure Development and 3.1.1 Required Technical and Administrative Staff:

* This question is not applicable as it is based off the incorrect Statement of Work on the original solicitation. The forthcoming Addendum corrects this issue. Terminology changes betweeen HI and AK SOW’s to Scope of Works and Design Build. The Sample Project is a Scope of Work Task Order.
8. The solicitation’s environmental requirements do not appear to address PFAS contamination in soils and ground water. Through our recent project work on Eielson AFB and Ft Wainwright, the installation environmental offices are working diligently with ADEC and the EPA to ensure this topic and other HAZMAT contaminants in soils and ground water are properly handled during contract execution. Will specific Task Orders address this subject matter on a case-by-case basis?
Individual Task Orders will address environmental concerns.
9. SF 1442 section 5.b (page 37/130) states, … Offerors shall complete the top portion and Part A and Part I (A) & (B) of Attachment 4… Attachment 4 was not found on SAM.gov only 4a cover letter was available.

43. Can we get a clarification that 22 – 28 AWG conductor Comm cable is acceptable?
See #41 response
44. The Sub-Factor (F) Sample Task Order indicates that the FTW430 project was an actual project that was awarded. Is the contractor that performed the work allowed to bid on this solicitation?
Contract wasn’t awarded.
45. Under FAR 52.228-1, BID GUARANTEE, sub-item c states, “The amount of the bid guarantee shall be 100% of the bid price for the sample project.” Is this correct? Typically for DoD work, our bonding company provides a letter stating our bonding capacity, which is $50+ million per project capacity, or they provide a bid bond, usually 20% of the total price per the RFP/Solicitation requirements. Since the Sample Project will not be awarded, per RFP, is an actual bid bond of any value required?
Bid Bonds for your sample project are not required; however, submit a letter from your surety on your bonding limits for aggregate and single.
46. The “MATOC Task Order Procedures” paragraph 5.2.1 states, “The Contractor shall execute the work under the direction of a Contractor Project Manager approved by the Contracting Officer. . . The full-time, on-site Project Manager shall be designated in writing.” Traditionally on MATOC style projects, the Superintendent is on-site full time along with other staff, as appropriate; however, the Project Manager is usually responsible for multiple projects at multiple locations simultaneously. Is this a topic addressed in the staffing plan?
*Question not applicable; incorrect Statement of Work attached. Issue to be corrected with the forthcoming Addendum.
47. Attachments 9 and 10 environmental references appear to minimize input of traditional hazardous materials abatement work, typical of older buildings. Is the Sample Project to include Asbestos, Lead-based Paint, mercury containing components, PCBs, etc. survey work?
Do not include asbestos, lead paint, or any other hazardous material surveying or abatement.
48. Attachment 2, Project Scope indicates a new fence and gate are to be installed to “create a Secure Parking Area.” Is the Sample Project estimate to include this? Typically, UFGS Section 32 31 13, Chainlink Fences and Gates, would be the starting point to determine what the customer would require for a fence. A dimensioned sketch/details would be beneficial if required.
No fencing required
49. What is historical and existing flooring installation?
Don’t understand the question.
50. Please confirm the sample project does not include exterior sitework or underground site electrical.
Project doesn’t include extra site work other than what is required for the building however, anything that is destroyed/damaged during the project execution will be replaced like new.
51. Please confirm Bldg 1579 is constructed slab on grade and does not include radiant slab heating system.
No radiant slab heating – slab on grade
52. Are as-built / record drawings available? i.e.: Height to roof deck, deck construction, truss construction, etc. Sht G-012 indicates “Height = 13 FT”. Sht A-601 indicate new walls are constructed to existing deck but do not specify deck elevation A.F.F. Is 13’ A.F.F. the height to bottom of deck of a flat roof? Or, is this an eave elevation and the roof is sloped at 3:12 or 4:12? This would lend to task order discussions of means and methods such as renting/using a motorized scissors lift as compared to whether a rolling baker scaffold is sufficient, pricing accordingly.
See attached available as-builts
53. Is the Sample Project Facility unoccupied for the duration of the project? Or, are Rms 142-145 going to be utilized by the customer/occupant during the project work?
The building will be completely unoccupied.
54. Is the Sample Project required to meet High Performance Sustainable Building construction criteria for renovations? USGBC compliant vs certified?
No, it isn’t required.
55. What are the heights of the new ceiling installations? These appear to be missing from Shts A-102 and A-601.
8’-0”
56. Sht A-601, Door Schedule indicates “STC 45 min and STC 50 min” in the NOTES column for some door openings. A separate column identifies fire rating for door openings, correct? In the notes column, is “min” to be deleted, yielding only the STC rating required for a sound-dampened room? For example, Door 13 (Rm 129, Vehicle Holding) is a 45-minute rated fire door; whereas, Door 16 (Rm 112 Polygraph) is not fire rated but is STC 50 for door and frame . . . please confirm.
Both will remain as they both have different meanings. Fire rating is just that and STC 45 MIN annotates a sound blocking level.
57. The Door Hardware Schedule on A-601 does not include typical smoke gaskets/seals normally utilized in Fire-rated door openings. Should these be included in the Sample Project Estimate?
Yes, include smoke gaskets/seals
58. For rooms with STC ratings where existing walls are to remain, what are the as-built conditions of these walls?
See attached
59. From the as-built mechanical drawings, the notes and equipment comments indicate the existing heat system is steam radiant-fin tube heating. The new installation (M-101) identifies glycol supply and return piping and equipment. Does the hydronic heating system to the building include a steam-to-glycol heat exchanger, circulation pumps, control valves, VFDs, sensors etc.? Is the existing steam piping to be used for glycol distribution to the new baseboard heaters?
A Steam to glycol heat exchanger in the NE mechanical room. Glycol is distributed from there to supply building heat to the terminal units.
60. Please confirms reference implies projects in the following sentence: There are no minimum or maximum number of references required; however, the offeror shall submit sufficient past performance information to demonstrate the depth and breadth to successfully satisfy all Task Areas.
Correct
61. Section 00 10 00, 52.228-1 (c), states that a bid guarantee for 100% of the bid price for the sample project is required. However, the second paragraph on pg. 47 states that the sample project will not be awarded. Could you clarify the reasoning for requiring a bid bond for a non-awarding sample project? If the intent is to show bonding capacity, could a letter of bondability from the surety be used instead?
Bid Bonds for your sample project are not required; however, submit a letter from your surety on your bonding limits for aggregate and single.
62. Section 00 21 16, A5-Proposal Submission Requirement subsection a. Volume I: factor 1-Technical The personnel requirements for Project Manager and Superintendent require bachelor's/associate's degrees and construction experience. Could alternate requirements such as PMP or ICC certifications and construction experience be added?
Multiple paths for compliance are available for the Superintendent, but the Project Manager must have a Bachelors degree in engineering or construction management.

Reference: 00 21 16, Para D, 2, Subfactor A Subfactor A states that two separate org charts must be submitted: One will reflect an organizational chart for which less than $1 million Task Orders have been awarded. The second org chart will represent project organization for greater than $1 million Task Orders.
Should the contractor assume there are differing organizational structure requirements based on Task Order Value? Will provisions exist to allow one qualified individual to perform multiple roles on a project, depending on the size? Ex. Superintendent/SSHO or SSHO/QCM. Please clarify.
Correct assumption regarding organizational structure according to Task Order Value. Current staffing requirements are outlined in Solicitation Amendment 5. Proposal Submission Requirements: a. 157. Am 1. 5.a Sub-factor (A) Key Personnel.
Recommend the Government accept X additional years’ of construction management experience for an ABET Engineering or construction management degree.
The Government will not accept experience in lieu of an engineering or construction management bachelor’s degree for the Program or Project Manager.
158. Am 1. 5.a Sub-factor (A) Key Personnel.
We respectfully request a list of degrees that are sufficient. For example, is a Bachelor of Science in Geology considered an engineering degree?
Program Manager and Project Manager must have a Bachelor’s degree from an engineering degree from an ABET accredited program. This can be determined by searching for the school and program from the ABET website. Not all programs at all schools are accredited. A bachelor’s in construction management degree is also acceptable.
