About this file
This is a cost sheet attachment for an Invitation for Bid (IFB) issued by a state entity (referenced as "Home Department") for energy and public utilities industry training services. The solicitation encompasses 34 distinct training courses spanning fundamental and advanced topics in utility regulation, infrastructure management, renewable energy, and emerging technologies. The training topics range from accounting and finance basics for rate determination to specialized courses on artificial intelligence for utilities, distributed energy resources, electrification of transportation, energy storage, and wildfire mitigation. Bidders are not required to submit proposals for all listed courses; instead, each training class will be evaluated independently, allowing contractors to bid only on the specific courses they can provide. The cost sheet requires bidders to enter per-attendee costs for Year 1, Year 2, and Year 3 of the agreement, with the submission of this attachment being mandatory for bid consideration.
Pricing is to be quoted on a per-attendee basis and must include all books and training materials. Bidders should indicate "N/A" for any courses they do not intend to supply, and the state has indicated it makes no guarantee on the actual volume of services required, which may vary based on departmental needs. However, all rates quoted by bidders will remain binding for the entire term of the agreement. Additional fees for cancellation processing and substitution processing per attendee may also be included in the bid. The cost sheet must be completed with the company name and representative's printed name and transmitted via email in accordance with the solicitation's submission instructions. Award will be determined based on the lowest responsible bid using the basis of award criteria specified elsewhere in the solicitation documents.
