Section C: Justification for Soliciting from a Single Source or Brand Name

Turbine Controls Incorporated TCI is the only approved source that has the necessary manufacturing data, processes, and parts needed to re-manufacture this part. The government does not have Government purpose rights to the necessary detailed manufacturing or process data to procure the item described in section B from any source other than the approved facility. The rights to use the data needed to purchase this part from additional sources are not owned by the Government and cannot be purchased, developed or otherwise obtained. Development of additional sources to produce this part is not feasible within allowable time frames. The 762 identified 2 approved sources, P&W and TCI. P&W confirmed in a telecom they will not submit a proposal in a competitive environment. Therefore TCI is currently the only approved source capable and willing to fulfill this requirement. Delays in procurement have the potential of disrupting the availability of TF33 engines and thus B-52/E-3/E-8 aircraft, thereby leaving the Air Force unable to meet critical mission requirements and hampering the Air Force's ability to execute it's global mission.

Section D: Efforts to Obtain Competition

In accordance with FAR 5.2001, this requirement shall be synopsized and the Request for Proposal will be posted to Beta.SAM.gov website. A Sources Sought Synopsis was posted on Beta.Sam.gov on 9/3/2020 and no responsible sources were found due to the unavailability of the necessary technical data. The approved facility is the only entity capable of meeting this requirement, at this time. SARs will be accepted and reviewed if submitted.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The 421 SCMS/GUME will continue to monitor the marketplace in an attempt to find additional sources. The Government will continue to synopsizes requirements for potential sources and periodically screen the item for changes in data and source availability and attempt to acquire the necessary data to qualify additional sources.
