Statement of Need Summary
This Statement of Need, dated 3 June 2026, describes consolidated cleaning equipment requirements for McConnell Air Force Base, Kansas, specifically for the 22 MXG, 22 LRS, and 22 FSS organizations. The procurement includes four equipment categories: automotive parts washers (2 units), a paint gun cleaner (1 unit), wheel and tire overhaul parts washers (2 units), and wheel and tire agitators (3 units). All equipment must be solvent-based and include a minimum 1-year warranty covering defects not caused by government misuse. The contractor is responsible for complete physical installation, including uncrating, leveling, connecting to existing electrical utilities, removing packaging debris, and coordinating plug/receptacle types with the government Point of Contact prior to delivery.
Delivery timelines vary by organization: FSS requires delivery within 60 days of award, LRS within 30 days, and MXG within 180 days. The FSS parts washer (Building 424) must feature a minimum 210 GPH flow rate, stainless steel construction, 115V power, and fit within a 3-foot-wide space. The LRS parts washer (Building 952) requires 115V power with no dimensional constraints. The paint gun cleaner must be air-operated, stainless steel, and fit within 32"W × 18"D × 61"H space. MXG equipment requires insulated, standard steel construction with 80-gallon minimum fluid capacity, 460V/60Hz/3PH power (parts washers) or 115V/230V single-phase power (agitators), specific dimensional constraints, and add-on components including bag filters, programmable heaters, and oil-water coalescers. The contractor must provide operator training (recordable video for MXG; in-person or manual-based for LRS/FSS), replace fluids quarterly for 12 months on MXG equipment, and complete environmental compliance including EPA hazardous waste manifests and Safety Data Sheets submission 30 days prior to delivery. All contractors must comply with base security requirements, NCI background checks, and elimination of Class I ozone-depleting substances.
