This document is a Service Contract Act Wage Determination (WD #2015-4047, Revision 34) issued by the U.S. Department of Labor that establishes prevailing wage rates for service contracts in Massachusetts counties including Essex, Middlesex, Norfolk, Plymouth, and Suffolk. The determination applies to Standard (Area-Wide) Wage Determination and was last revised on June 25, 2026.

The wage determination covers over 200 occupation classifications across multiple categories including administrative support, automotive service, food preparation and service, furniture maintenance and repair, general services and support, health occupations, information and arts, information technology, instructional occupations, laundry and dry-cleaning, machine tool operation, materials handling and packing, mechanics and maintenance and repair, personal needs, plant and system operations, protective service, recreation, stevedoring, technical, and transportation/mobile equipment operations. All listed occupations receive a minimum health and welfare benefit of $5.55 per hour (up to 40 hours per week or $962.00 per month), with an alternative rate of $5.09 per hour under Executive Order 13706 for paid sick leave purposes ($882.27 per month). Additionally, employees are entitled to two weeks paid vacation after one year of service, three weeks after five years, and four weeks after ten years, plus a minimum of eleven paid holidays annually. The determination includes special provisions for hazardous duty pay differentials (8 percent and 4 percent based on hazard levels), uniform allowance reimbursement at $3.35 per week, computer employee exemptions under FLSA regulations, and air traffic controllers/weather observers who receive a 10 percent night differential and 25 percent Sunday premium pay. A conformance process is required for occupations not listed, involving contractor classification and Department of Labor approval prior to work performance.
