STATEMENT OF REQUIREMENTS

Virtual FY21 USSOCOM Warrior Care Program (Care Coalition) Conference and Training

1.0 Background

USSOCOM Warrior Care Program (WCP) (Care Coalition) will be hosting its annual conference and training event from Tuesday, April 6th through Thursday, April 8, 2021. The conference/training event will provide an opportunity for attendees involved in supporting Special Operation Forces (SOF) wounded, ill, and injured (WII) to interact and share best practices—this includes personnel, nurse case managers, family readiness groups, industry personnel who provide career transition opportunities, and non-profits supporting SOF WII.

A primary intent of the WCP conference is to provide an environment where all attendees can interact and network outside of formalized presentations in order to collaborate, prevent duplicating efforts, discuss differences in service-based policies/solutions, and share best practices on how to solve problems within the field of supporting SOF WII from point of injury on.

2.0 General Requirements

Provide a custom virtual platform for the WCP Conference/Training event that will mimic an in-person conference vs. a presentation only broadcast. Conference attendees must be able to interact at every level: during presentation, during breaks, in break out rooms and many other virtual places. The virtual platform must come with a 12-month license to host any additional conferences that develop.

3.0 Minimum Requirements

3.1 Virtual Conference/Training Event

a. Standard domain and/or email address whitelisting and/or blacklisting; elevated password complexity, expiration, and lockout.

b. Standard 12 month Virtual Environment License - One Virtual Environment with a single environment domain/URL and includes:

1. Up to 10 Rooms (Rooms are defined as Lobby, Auditorium, Exhibit Hall, Help Desk, etc.).

2. Up to 50 "booths" within an Exhibit Hall. Client assumes responsibility for creating all Booths via Builder tool and uploading and management of content items.

3. Up to 2,000 concurrent (live, simultaneous) attendees. Unlimited live days/live activity within annual license terms.

4. Ability to host unlimited content assets, uploaded or linked via URL; documents, PDFs, jobs, videos, webpages, etc. Client assumes responsibility for uploading and management of content items.

5. Access to Platform Features including: social collaboration and networking event chat (public, private, moderated); broadcast messages; standard gamification with leaderboard.

6. Standard platform environment registration including up to two (2) registration sets with confirmation email and calendar reminder.

7. Reporting: real-time, 24/7 access to metrics during license term.

8. Standard domain and/or email address whitelisting and/or blacklisting (managed by client); elevated password complexity, expiration, and lockout.

9. Gamification, Hidden Image/Easter Egg Design.

3.2 Project Plan (Projected Award Date is NLT February 2, 2021/8 Wk Max)

a. Kick off call to review project requirements and expectations.

b. Creation of timeline (8 week max) and project plan. Shared Project Management workspace for tracking communication and documentation.

c. One (1) weekly, one (1) hour, project status meeting with the Project Manager to ensure project delivery within 8 weeks and before the April 6th event.

d. Onboarding/Training session (up to 2 hours): back-end overview (control panel), basic content management (loading and placement), metrics overview, and event admin/staff support overview.

e. General Settings Management to include set up of admin users, access rights and room templates.

f. Room Selection - review & selection of rooms/spaces within the virtual environment.

g. Environment Build – set up of rooms/spaces within the virtual environment.

Client/Sponsor(s) are responsible for the creation and upload/management of all content items. Content Management, Sponsor Training/Management services are available for an additional fee.

h. Collaboration and guidance on additional platform features including: social collaboration and networking, private, public or moderated chats; standard gamification with leaderboard.

i. Project Management of Live Day, up to 8 standard, US business hours support.

j. Final Environment review and thorough QC prior to event launch/live day.

k. Preparation of on-demand environment/access: access period (date/time); adjust of rooms as necessary (Help Desk in-active, recordings within the Auditorium). Client responsible for on-demand management and maintenance.

l. Post-event de-brief and monthly check-in call for duration of license term.

3.3 Webcasts

a. Up to 30 Webcasts: Live Audio, Single Webcam, Simulive, Simulive Video, OnDemand.

Broadcast Video

b. Ability to use polls, screen share, surveys, video clips

c. 1000 attendees/webcast

d. Up to 90 min duration

e. Up to 3 concurrent webcasts

f. Up to 4 full-service audio recording sessions (up to 90 mins)

g. Up to 10 hours of set-up/configuration of Webcasts (TOTAL)

h. Inclusion of webcast in Virtual Environment

i. Includes 60 mins of speaker training/webcast

j. Live Monitoring/Live Tech Support (up to 90 mins/Webcast)

k. 12 months hosting/webcast

l. 1 MP4 file/Webcast

3.4 Security

a. In accordance with Section 889 of NDAA, must not use covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation.

b. Must have, ISO-27001 (formally known as ISO/IEC 27001:2013) An ISMS is a framework of policies and procedures that includes all legal, physical and technical controls involved in an organization’s information risk management processes.

c. Reporting consistent with: FedRAMP – Moderate1, ISO 27001, SOC 1, 2, and 3 reports, and US HIPAA.
