Statement of Work – Vault Toilet Septic Tank Service

This Statement of Work from the Challis Field Office, Bureau of Land Management (BLM), establishes requirements for vault pumping services at multiple campground and recreational facility locations. The contract may be split into two regional Blanket Purchase Agreements (BPAs): Challis Area (34,000 gallons maximum) and Mackay Area (20,000 gallons maximum). Services will be provided on an as-needed basis with scheduling initiated by the BLM point of contact (POC) via phone notification. Pricing shall be per gallon pumped and must include all labor, equipment, supplies, materials, supervision, and transportation/fuel necessary to complete the work. The contractor must respond to service requests within twenty-four (24) hours; emergency response times require mutual agreement between the parties.

The contractor is responsible for all aspects of vault cleaning and waste disposal, including filling vaults with water to facilitate removal, removing both sewage and debris (trash items commonly found in vaults), washing interior vault walls with high-pressure hose through the cleanout, and cleaning and disinfecting all contaminated areas outside the vault and restroom facilities as necessary. Equipment must include a septic pumper truck with a minimum four-inch suction hose capable of reaching up to 100 feet from the road to vault cleanout. The contractor bears full responsibility for waste material disposal in compliance with all Federal, State, and local regulations, including prevention of spillage and use of watertight containers. Work will be randomly inspected by the Contracting Officer's Representative (COR) on scheduled pumping dates; deficient work must be corrected within twenty-four hours or the contractor forfeits payment for that service. Invoices shall be submitted upon work completion and payment is based solely on gallons pumped as measured per vault at each work site.
