5. COORDINATION AND EXECUTION OF WORK
a. During the execution of the work under each task order, the A-E shall keep in close liaison with the Government Project Manager and will coordinate the work with the Using Service and other agencies. All requests made by the Using Service and other agencies shall be referred to the
Project Manager for coordination with the Contracting Officer Representative.
b. All work shall be in accordance with the engineering instructions, directives, guide specifications, drawings, technical manuals and other furnished instructions.
c. The design of each project shall be the most economical with necessary consideration being given to the most efficient utilization of all materials consistent with the design criteria including
“Green Building” design concepts for energy efficiency, use of recovered materials, waste reduction, and pollution prevention in facility design.
d. The use of critical and strategic materials not otherwise restricted shall be limited to the minimum amounts required consistent with Corps of Engineers Conversation of Materials Policies and full consideration shall be given to the use of substitute materials as permitted by the Unified
Facilities Criteria and the Unified Facilities Guide Specifications.
e. Where not expressly specified, drawing scales shall be as approved by the Government Project
Manager.
f. After submission of the contract plans and specifications and cost estimates, the A-E shall make any corrections thereto as may be necessary because of errors or omissions, including the preparation of addenda during the bidding period that may be required as a result of such deficiencies.
g. The A-E shall make all visits to the sites of work as may be required to accomplish the work under the task orders.
h. The A-E's fee shall include the cost of all engineering, special studies, consultant services, laboratory work, travel and reproduction required to accomplish the work under the task orders.
i. The Government will furnish the general siting concepts of all facilities to be designed unless in specific cases it requests the A-E to develop general siting concepts for facilities.
j. The target construction cost set forth in a task order is the amount of funds estimated for the construction of the project involved and is not to be exceeded unless directed to do so. Every effort is to be exerted to develop a design within the project criteria and instructions so that the project may be constructed within the target cost. If, as the work progresses, it is determined that the project cannot be constructed within the target construction cost or subsequently approved preliminary cost estimates, the Contracting officer shall be so advised, and the A-E will be instructed as to the action to be taken.
k. The A-E shall advise the Government of any discrepancies, ambiguities and lack of clarity noted in plans and specifications furnished for use in connection with the project.

m. Review of Progress and Technical Adequacy. At appropriate times, representatives of the
Contracting Officer may review the progress and technical adequacy of the work under this contract. Such review will not relieve the A-E from performing all contract requirements, except as may be waived by written instruction. The A-E under this contract will interpose neither objection nor restriction to the Contracting Officer's designation of another A-E for the purpose of reviewing the adequacy, coordination and correctness of the work performed under this contract.
6. DESIGN QUALITY MANAGEMENT
The A-E will maintain a quality management plan that includes overall implementation of the firm’s quality management program to include quality control and quality assurance practices and the quality management organization and processes that will be utilized for work to be performed under this contract. The A-E will outline the procedures to be used for interfacing between the prime A-E and their subcontractors. This plan should identify when key reviews occur during design development, how lessons learned are incorporated, and how design deficiencies are tracked and handled. The plan shall describe a quality control organization with names of individuals, responsibilities, and chains of authority. It shall describe who is responsible for internal quality control reporting, and the quality control reporting to the Government. The quality management plan will be submitted with the first task order issued to the A-E and resubmitted whenever revised. Upon request, the A-E will expediently provide documents/records related to execution of their internal quality management practices to include, but not limited to, review plans, quality control review comments and resolutions, review sign-off sheets, internal quality assurance documentation, etc.
The A-E will submit for evaluation and concurrence a project specific Quality Control Plan (QCP) for contract services required under each task order. The QCP must be prepared in accordance with ER
1110-1-12.The QCP will include quality objectives, organization and responsibilities, quality control processes and activities, and certifications. The QCP will reflect the firm’s existing internal processes, but the plan should include the concept of design checks, interdisciplinary checks, and independent technical review. Bidability, constructability, operability, environmental, and sustainability (BCOES) reviews will be performed for any design that would lead to a constructed project. The QCP needs to differentiate between the A-E internal quality control reviews and external reviews (e.g., customer, regulatory, etc.) and/or USACE quality assurance reviews that may occur at various design phases. The QCP will be in place before work begins on the task order.
The QCP for each task order will include, but is not limited to, the following information:
a. Background Information (e.g., project name, project location, project number/designation, customer, type (e.g., MILCON, FSRM, etc.)
b. Project Scope (e.g., project description; design, regulatory, and customer criteria; quality objectives; deliverables (e.g., plans, specifications, cost estimate, operations and maintenance plan, design documentation report); etc.)
c. Risk Assessment (e.g., assessment of anticipated or potential challenges or issues related to technical complexity, funding/cost, schedule, regulatory actions, political considerations, sensitive or high visibility items, issues/concerns requiring special attention, and associated mitigation strategies)
d. Quality Control Review Requirements (e.g., number and types of reviews, internal vs. external reviews, products to be reviewed, review schedule, etc.)
e. Project Development Team (e.g., design team and review team members, organization and responsibilities)
f. Records and Document Control (e.g., how internal/external comments will be documented and closed, how reviews will be documented; record retention; etc.)
g. Quality Control Certifications. The A-E firm shall provide certification that is signed and dated by the primary A-E firm and their consultants for each product delivery.
“The products included with this deliverable were completed in accordance with the scope-of-work, approved quality management plan and project specific quality control plan. All applicable quality control reviews have been completed as stated in the quality control plan. Our Company believes this product is in compliance with all applicable criteria and the stated scope of work. Incomplete work will be added to this product at no additional cost to the government.”
7. GOVERNMENT QUALITY ASSURANCE
The Government will review documents prepared by the A-E to ensure contract compliance and to verify that the appropriate criteria and assumptions were used. This effort should be performed to the degree necessary to satisfy the Government that it is receiving a full response to contract requirements. Government quality assurance reviews are not an extension of the A-E internal quality control processes. If, after a quality assurance review has been completed by the Government, it is determined that any portion of the design is technically deficient or otherwise not in compliance with contract requirements, the Government will require the A-E to revise and resubmit.
8. ERRORS IN DESIGN
The A-E Firm is totally responsible for the product being developed, and any review performed by the Government does not relieve the A-E from their design liability. If in the opinion of the
Contracting Officer, an error which is clearly the fault of the A-E is encountered in the design plans during the construction stage of the project, the Contracting Officer may direct the A-E to immediately contact the Area Engineer or other Government representatives at the site of the project for the purpose of rectifying the mistake. The A-E shall perform such services in the manner directed by the Contracting Officer at no additional cost to the Government and on an expedited schedule. In the event that the A-E should dispute the Contracting Officer’s decision in this regard, it shall be considered a dispute, and pending final decision of the dispute, the A-E shall proceed diligently with the work and services in accordance with the decision of the Contracting Officer.
9. PROFESSIONAL REGISTRATION
