Description/Specifications/Statement of Work (SOW)
1.0 Background
The National Science Foundation (NSF) has a distinguished history of advancing scientific progress and promoting technological innovation. Established by Congress in 1950, it was created in response to the scientific challenges and technological opportunities that arose during World War II. The NSF organization dedicated to funding basic research and nurturing scientific talent, the NSF is a pioneering federal agency uniquely focused on non-defense-related research and educational initiatives. The NSF has emphasizes inclusivity and diversity in STEM fields, aligning with broader federal goals to expand opportunities for underrepresented groups. Programs like the Graduate Research Fellowship and ADVANCE initiatives empower individuals to pursue careers in science and engineering. Today, the NSF operates under a strategic plan aimed at advancing research frontiers, fostering a dynamic workforce, and reinforcing research infrastructure and adaptability to emerging technological trends. The agency also emphasizes global partnerships, understanding that the challenges of the 21st century require international collaboration. The NSF’s impact extends beyond funding research. By investing in educational programs, research facilities, and public engagement, it has fostered a national culture of scientific exploration and evidence-based policymaking. The Unified Network for Innovative Technology and Engineering (UNITE) initiative aims to streamline procurement processes and promote innovative partnerships, exemplifying the NSF’s drive for internal efficiency while upholding high scientific standards. UNITE intends to serve as a streamlined procurement framework that empowers scientific and technical collaborations while driving innovation across multiple disciplines. By leveraging flexible ordering mechanisms, it promotes efficient resource utilization to enhance mission-critical research, data management, and technical support services. Its core objectives include fostering partnerships, optimizing project delivery, and advancing diverse research programs that meet evolving scientific, economic, and societal challenges.
The National Science Foundation (NSF) seeks to advance scientific progress by fostering innovative research, expanding STEM education, and promoting an inclusive scientific workforce. Its goal is to sustain and enhance the U.S.'s global leadership in scientific and technological innovation. To this end, the NSF funds and facilitates research across a broad spectrum of disciplines, from biology and physical sciences to engineering and computer science. Its approach prioritizes interdisciplinary collaboration, recognizing that the most pressing societal challenges require diverse fields working together.
The National Science Foundation (NSF) has three primary strategic goals guiding its actions:
· Advancing Research: The NSF aims to expand the frontiers of science and engineering through cutting-edge research funding. It emphasizes interdisciplinary collaboration to tackle complex challenges in various scientific fields.
· Developing Talent: By nurturing an innovative and inclusive workforce, the NSF strives to empower the next generation of STEM leaders.
· Strengthening Infrastructure: The foundation seeks to provide a resilient and interconnected research infrastructure to support scientific innovation and technological advancement.
2.0 Strategic Sourcing - Increasing the Share of Contract Dollars Awarded to Small Disadvantaged Businesses
This is a Strategic Sourcing effort, agency-wide (National Science Foundation), in accordance with the NSF Memorandum titled “U.S. National Science Foundation 2022-2026 Strategic Plan”, document number nsf22068, dated March 28, 2022 (replacing nsf18045), the Office of Management and Budget (OMB) Memorandum M-2203, Advancing Equity in Federal Procurement, and the Presidential Executive Order 13985, Advancing Racial Equity and Support for Underserved Communities through the Federal government, The Executive Order 13985 states, “This memorandum implements the President’s commitments to increase spending to SDBs to 15% by fiscal year (FY) 2025 and to increase baseline spending for the additional socioeconomic small businesses and traditionally underserved entrepreneurs recognized in the Small Business Act. These additional businesses include women-owned small businesses (WOSBs), service-disabled veteran owned small businesses (SDVOSBs), and small business contractors in Historically Underutilized Business Zones (HUBZones). To achieve the President’s commitment, the memorandum instructs agencies to take five management actions, which have been developed in partnership with the Small Business Administration (SBA) and Federal buying agencies. These actions will help to increase spending to underserved communities and to broaden participation from within these communities. As a result, they will strengthen the breadth and depth of the Federal Government’s small business supplier base, which has eroded significantly over the past decade.”
The National Science Foundation (NSF) has a robust strategic sourcing management objective designed to optimize the procurement of resources crucial for supporting innovative scientific and technological research. This objective is intricately aligned with the NSF's broader strategic goals and legislative mandates, as outlined in their strategic plan and reinforced by federal regulations such as the Government Performance and Results Act (GPRA) and its Modernization Act of 2010.
Key Components of NSF's 2022-2026 Strategic Plan Objectives:

· Sub-objective 1.2: Leverage technology and cross-sector partnerships to enhance the speed and scale of research deliverables, aligning procurement strategies to support the NSF Convergence Accelerator and other integrative platforms.
Strategic Objective 2: Develop a Diverse STEM Workforce
· Sub-objective 2.1: Utilize strategic sourcing to enhance educational and career opportunities across diverse communities, focusing on expanding access to STEM education and careers through targeted programs and partnerships.
· Sub-objective 2.2: Foster an inclusive procurement process that mirrors the NSF’s commitment to diversity, ensuring that vendors and contractors reflect a broad spectrum of communities and contribute to a diverse supply chain.
Strategic Objective 3: Ensure Operational Excellence and Sustainable Practices
· Sub-objective 3.1: Streamline procurement processes through the adoption of digital solutions and analytics, ensuring efficiency and transparency in sourcing decisions.
· Sub-objective 3.2: Emphasize sustainability in procurement practices, selecting suppliers who adhere to environmentally friendly practices and contribute to the NSF’s sustainability goals.
Strategic Objective 4: Strengthen Research Infrastructure
· Sub-objective 4.1: Invest in state-of-the-art facilities and infrastructure through strategic sourcing, ensuring that the NSF’s capabilities in supporting cutting-edge research are maintained and advanced.
· Sub-objective 4.2: Support the lifecycle management of research assets through effective sourcing strategies that ensure optimal utilization and longevity of equipment and resources.
