BUREAU OF LAND MANAGEMENT – Twin Falls District Performance Work Statement
Shoshone and Burley BLM Office Janitorial Services F-1
1. General: This is a non-personal services contract to provide for janitorial services. The Government shall not exercise any supervision or control over the providers performing these services. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.
1.1. Description of Services/Introduction: The Shoshone and Burley Bureau of Land Management (BLM) offices are acquiring janitorial services. The Contractor shall furnish all personnel, tools, labor, supervision, equipment, materials, cleaning compounds, supplies such as mops, brooms, dust cloths, plastic trash bags, wastebasket liners, etc (all except Government supplied items [see section3]), transportation, training, and incidentals necessary to perform the janitorial services in accordance with the specifications provided and cleaning product label(s).
1.2. Objectives: The objective of this service is to maintain the facility in such a manner as to provide a clean, sanitary, and safe environment for occupants and visitors inside and outside the facilities identified.
1.3. Background: The Shoshone and Burley BLM facilities have public facing offices and personnel working throughout the year and see an increase in personnel during Fire Season.
1.4. Scope: The work under this contract includes furnishing of supplies and equipment and perform janitorial services at Shoshone Field Office, Shoshone, Idaho, and Burley Field Office, Burley, Idaho for the Twin Falls District in accordance with this Performance Work Statement and attachments.
1.5. Period of Performance: The period of performance shall be for one (1) base award period of twelve (12) months and four (4) option years of twelve (12) months each and up to a six (6) month option to extend the term of the contract.

Start date: May 1, 2024 End date: October 31, 2029
1.6. General Information
1.6.1. Hours of Operation: Janitorial services, except as otherwise specified shall be performed outside of the Government’s regular working hours, after 4:30 pm and prior to 7:30 am Monday – Friday and on Saturday and Sunday with prior approval from the Contracting Officer Representative (COR). Work will not be permitted on Federal holidays, unless authorized by the COR.
1.6.2. Federal Observed Holidays: In addition to any holidays declared by Executive Orders, the following Federal Legal Holidays are observed: New Year’s Day, Martin Luther King Jr. Day, President’s Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day.
1.6.3. Place of Performance:
Burley BLM Offices: The area of work consists of three (3) buildings; Engine Bay Building (south building) approximately 672 square feet, Operations Building (north) approximately 5,328 square feet, and Fire Office (west) approximately 5,300 square feet (reference attached floor plan).

Shoshone BLM Offices: The area of work consists of approximately 10,000 square feet of floor space in the main office building approximately 8,400 square feet of floor space in the fire management office building, operations/shop building, and training/exercise building, (reference attached floor plans).

1.6.4. Post Award Conference: Prior to commencement of work, a meeting may be requested by the Contracting Officer to be attended by the Contractor, the Contracting Officer's Representative (COR), and the Project Inspector(s). The meeting will be held at the Shoshone Field Office at a time mutually agreeable to the Contractor and the Contracting Officer to discuss the work schedule and to familiarize both parties with the responsibilities of each under this contract. At this time the Contractor shall provide to the COR a written "work progress plan" that details dates, locations, equipment, and employees to provide for orderly completion of the work within the contract performance time. This work schedule must be acceptable to the Government. At a minimum, the schedule must reflect a work progress rate equal to the available amount of contract performance time. A familiarization walk of covered facilities may be scheduled in coordination with this post-award meeting.
1.6.4.1. Contractor Contact Information: The Contractor shall provide local telephone numbers for key personnel.
1.6.5. Notification of Schedule:
1.6.5.1. Janitorial services are provided twice (2) weekly May 1 – October 31 and once (1) weekly November 1 – April 30 of each respective performance period on the day(s) of the week coordinated with the COR.
1.6.5.2. Janitorial services are provided four times (4) weekly May 1 – April 30 of each respective performance period on the day(s) of the week coordinated with the COR.
1.6.6. Invoicing: Invoices shall be submitted through IPP for payment, after services have been performed with supporting invoice on company letterhead and referenced purchase order number.
Unit Costs offered must be “All-Inclusive” for materials, labor, transportation, surcharges, fees and services necessary and incidental to janitorial services. Invoices shall reflect only those costs indicated in the Price Schedule.
1.6.7. Personnel Requirements: The Contractor must always maintain an adequate work force to ensure timely completion of the work and is responsible for the crew knowing the requirements of the contract. The crew is also responsible for maintaining a safe working environment following OSHA standards. Contractor personnel shall meet the Government’s requirements for security clearances and access in order to have unsupervised access to government facilities. No unauthorized personnel or children will be allowed access to the government facilities during cleaning. Provide a current roster of personnel to the COR.
1.6.8. Risk and Damages: The Contractor shall assume all risks in connection with performance of the contract and shall be liable for any damages to persons or property in connection with the prosecution of the work. During execution of the work, the contractor shall take special care to protect Government property including furniture, walls, baseboards, and other surfaces. Accidental cleaning material, disinfectant, or solvent splashes shall be removed immediately. The contractor shall return areas damaged as a result of work under this contract to their original condition, at the contractor’s expense, to include painting, refinishing, or replacement, if necessary.
1.6.9. Key Control: The Contractor shall establish and implement methods of making sure all keys/keycards issued to the Contractor by the Government are not lost or misplaced and not used by unauthorized persons. No Government issued keys shall be duplicated. The Contractor shall develop procedures covering key control, such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Contractor shall immediately report any occurrences of lost or duplicate keys/keycards to the Contracting Officer (CO) or COR.
1.6.9.1. Lost Keys: Lost keys shall be reported to the COR or CO within twenty-four (24) hours of discovery. The Government, at its option, may replace the affected lock core(s) or perform re-keying. When the replacement of lock cores or re-keying is performed by the Government, the total cost of re-keying or core replacement shall be deducted from the monthly payment due to the Contractor. In the event a master key is lost or duplicated, all locks and keys for that facility shall be replaced by the Government and all cost associated with the replacement of the locks shall be charged to the Contractor.

2. Definitions
2.1. Contractor: A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
2.2. Contracting Officer (CO): A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.
2.3. Contracting Officer’s Representative (COR): An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
2.4. Deliverable: Anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.
2.5. Equipment: A tangible item that is functionally complete for its intended purpose, durable, nonexpendable, and needed for the performance of a contract. Equipment is not intended for sale and does not ordinarily lose its identity or become a component part of another article when put into use.
Equipment does not include material, real property, special test equipment or special tooling.
2.6. Key Personnel: Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal. The prime contractor is responsible for performance of all subcontractors.
2.7. Quality Control: All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
2.8. Subcontractor: One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.
2.9. Clean: Clean, cleaning, or cleanup is the removal of any foreign material or matter, including but not limited to, candy and gum spots; dirt, mud, or dust; scuff marks; oil or grease spots; pet droppings; and pencil or pen marks in order to leave the surface free from dirt or impurities, unsoiled and unstained.
Furniture or other items obstructing the work shall be moved for the sake of the work being completed and returned to its location after cleaning.
2.10. Janitorial Work: Janitorial work includes but is not limited to the performance of daily and/or periodic activities of a uniform, systematic nature using suitable supplies, materials, and equipment to maintain clean, sanitary, and attractive conditions inside and outside the building.
2.11. Cleaner: A material that will remove soil, stains, and buildup without harm to the object being cleaned.
2.12. Disinfection: A material that will destroy, neutralize, or inhibit growth of harmful microorganisms.

3. Government Furnished Property and Services
3.1. The Government will furnish toilet paper, paper towels, hand soap, and cleaner for rubberized flooring (Shoshone/Burley training room).
3.1.1. Government furnished materials will be available at following locations for the respective buildings:
3.1.1.1. Shoshone BLM offices:
Main Office Building – Utility room located in restroom.
Fire Management Office Building – Utility room located in men’s locker room.
Operations and Shop Building – Bathroom located in shop area.
Training/Exercise Building – Utility room located next to the bathroom.
3.1.1.2. Burley BLM offices:
Fire Office Building-Utility room located South of building.
Operations Building-Utility room located upstairs and downstairs.
Engine Bay Building- Located in each individual bathroom.

4. Contractor -Furnished Items and Services
4.1. Equipment Requirements: All tools, equipment and other supplies, such as mops, brooms, dust cloths, cleaning compounds, plastic trash bags, wastebasket liners, etc. necessary to accomplish the work specified herein shall be furnished by the contractor.
4.1.1. Vacuums: Must be capable, or have attachment capable, of cleaning next to baseboards, around and under furniture, and other hard-to-reach areas.
4.2. Materials: No chemicals, materials, or combination of chemicals or materials shall be used that will damage walls, floors, or fixtures in the process of cleaning to ensure the historical building integrity.
Contractor shall supply all other materials and/or supplies required to perform this contract that are not specifically identified as provided by the Government. Contractor shall utilize products made from bio-based materials (e.g., bio-based cleaners, degreasers, and toilet bowl cleaners and/or best manufacturer practice) to the maximum extent practical without jeopardizing the intended use or detracting from the overall quality delivered to the end user or potential harm to surfaces. The Contractor shall submit a list indicating the name of the manufacturer, brand name, intended use of each of the products and the SDS used in the performance of requirements of the PWS, IAW 29 CFR 1910.1200. SDS shall be provided within ten (10) calendar days from the date of award and five (5) calendar days prior to new product(s) for approval by the COR.
4.3. Janitorial Services Log: The Contractor shall keep a detailed log of services performed. The log will be legible, have the dates of the month that the restroom is cleaned, tasks performed, with a place for initial. The log shall be posted on the back of the restroom door (preferably in a protective sleeve) and initialed. Missing log sheets will be replaced with a new log the next scheduled cleaning. The Contractor shall collect the custodial work sheets on the first day of the clean schedule for each month when a new log is posted. Contractor shall keep all logs on file for one year in which time the Government may request copies of the logs.
4.4. Janitorial Services: Services to be performed under this contract shall be subject to inspection and acceptance by the Contracting Officer’s Representative (COR). Furniture or other equipment (including waste containers) moved while performing basic services shall be returned to their original position.
Performance requirements for these services include the following:
4.4.1. Daily Service: The contractor shall complete the following items on a daily basis.
i. Empty all waste containers. Any plastic liner with food wastes or that is soiled or leaking shall be replaced with a new plastic liner. Boxes, cans, bottles, and other plastic items placed adjacent to waste containers shall be removed and disposed of. Boxes, cans, bottles, and other plastic items placed adjacent to waste containers and marked “TRASH” shall be removed and disposed of. All waste collected shall be disposed of in the nearest outside trash collection point. Waste that falls on the floor and outside grounds shall be picked up and disposed of by the contractor.
ii. Carpeted areas and rugs shall be vacuumed free of all loose soil and debris. Contractor shall spot clean carpets as needed, including cleaning stained spots with spot cleaner that will not damage carpet. Each time floors are swept/dust mopped or vacuumed; walk-off mats in that area shall be cleaned. Soil and moisture underneath mats shall be removed and the floor shall be cleaned as appropriate along with the rest of the floor. Mats and Rugs shall be returned to their original location if moved for cleaning.
iii. All tile, linoleum, other hard surface floors, stairwells, and rubberized flooring in the exercise room shall be swept or dry mopped to remove surface soil, debris, or spills.
iv. Drinking fountains shall be cleaned and disinfected. All surfaces of drinking fountains shall be free of stains, smudges and scale.
v. Clean and disinfect restrooms and fixtures. Restroom fixtures, including water closets, urinals, lavatories, and sinks shall be washed inside and outside utilizing a disinfectant, and shall be free of stains and odors. All metal fixtures and hardware shall be cleaned. Pumice sticks and an approved toilet bowl cleaner shall be used to remove stains from urinals and water closets.
Brushes, sponges, and cloths that have been used to clean any other part of the restroom (including water closets, urinals, walls, floors, and partitions) shall not be used to clean lavatories or sinks. Floors shall be swept/dust mopped, free of dirt and mopped with a disinfectant.
Wainscoting, partitions, walls, and doors shall be cleaned free of dirt, strains, and graffiti.
Mirrors shall be clean and free of dirt, smudges, streaks, watermarks, spots, and grime and shall not be cloudy. All metal fixtures and hardware shall be cleaned. Shower stall rooms and locker/dressing rooms shall be considered part of the restrooms. Shower wall will be washed with a cleaner disinfectant and dried. Walls shall be free of dirt, mold, body and soap film, or all other foreign matter at all times. Walls shall be disinfected clean using a germicide cleaner and be free of urine, spots, stains, soap scum, mold, built up mineral deposits, encrustation, excess moisture, and other debris.
vi. Servicing restrooms shall include inspecting, replenishing, and cleaning supply dispensers.
Restroom dispensers shall include, but are not limited to, paper towels, toilet tissue, female sanitary napkin receptacles, and soap. The contractor shall stock restrooms with sufficient supplies to ensure that the supplies will last until the next scheduled service. If dispensers become empty before the next scheduled servicing, the contractor shall replenish them at no additional cost to the Government.
vii. Clean, disinfect and remove any stains from sink, table, and counter top in all break rooms.
4.4.2. Monthly Service: The contractor shall complete the following items on a monthly basis.
i. Waste containers shall be washed monthly inside and outside utilizing a disinfectant and shall be free of odors. After washing, containers shall be wiped dry and new plastic liners installed.
ii. Complete dusting and general surface cleaning. All furniture, partitions, radiators, equipment, hand railings in stairways, grills, horizontal ledges, and sills shall be dusted and cleaned.
Desktops shall not be disturbed unless prepared for dusting. Computers are not to be touched.
Walls, doors, and partitions shall be wiped clean (including glass in partitions and doors).
Corridor, lobby, and entrance walls and doors shall be cleaned. Miscellaneous hardware and fixtures shall be wiped clean.
iii. All tile, linoleum, or other hard surface floors and stairwells shall be wet mopped with a disinfectant cleaning solution and shall remove dirt, streaks, smears, and stains. Rubberized flooring in the exercise room shall be cleaned with disinfectant cleaning solution which is approved for use on rubberized flooring.
iv. Tiled walls and floors in the shower and bathroom areas shall be cleaned with disinfectant. All vertical shower and toilet partitions shall be cleaned with disinfectant.
i. The contractor shall thoroughly clean all interior glass surfaces and associated window frames, sills, and sashes.
ii. The contractor shall sweep out and wipe down the accessibility elevators located in the Fire Management Office Building.
4.4.3. Quarterly Service: The contractor shall complete the following items on a quarterly basis (four times yearly). Quarterly items shall be completed once in the month of February, May, August, November.
i. The contractor shall thoroughly clean all interior glass surfaces and associated window frames, sills, and sashes quarterly.
4.4.4. Semi-annual Service: The contractor shall complete the following items on a semi-annual basis (twice yearly). Semi-annual items shall be completed once in the month of October and once in the month of April.
i. Complete dusting and thorough surface cleaning for all surfaces including horizontal and vertical surfaces from floor level to ceiling including all overhead piping and ceiling areas, baseboards, sills, doors, fixtures, and trim. All dust, lint, litter, and soil shall be removed from all surfaces.
Walls shall be free of dirt, smudges, and markings. Ceilings are to be free of cobwebs and loose dirt.
ii. The contractor shall thoroughly clean all exterior glass surfaces, window frames, sills, and sashes, from the ground line up to and including the second floor. All glass surfaces shall be cleaned and left free of streaks and stains, and shall be wiped dry. All paint, putty, film, and foreign matter found on glass surfaces shall be removed. Where storm windows exist, exterior window cleaning shall include both sides of the storm window and the outside of the inner glass.
iii. Clean all light fixtures both inside and out. After cleaning and reassembling, light fixtures shall be free of bugs, dirt, dust, grease, and other foreign matter.
iv. High Dusting/Cleaning: High cleaning includes cleaning horizontal and vertical surfaces above 7’0” from floor level including all overhead piping and ceiling areas. All dust, lint, litter, and soil shall be removed from all surfaces. Walls shall be free of dirt, smudges, and markings. Ceilings are to be free of cobwebs and loose dirt.
v. All interior glass surfaces shall be cleaned and left free of streaks and stains, and all adjacent surfaces wiped dry. All paint, putty, film, and foreign matter found on glass surfaces shall be removed.
vi. Resilient flooring shall be swept/dust mopped and stripped to remove all built-up wax and imbedded dirt prior to re-waxing. After application of wax, areas shall be buffed (if required) sufficiently for maximum gloss and uniform sheen from wall to wall, including corners. The re-waxed floor shall present a clean appearance free from scuff marks or dirt smears. Furniture or other equipment moved during floor stripping and re-waxing shall be returned to their original positions. Stripping and waxing shall be performed in the Burley BLM office facilities as listed:
Operations Building (north) one time during the month of October. Stripping and re-waxing in the Fire Office (west) shall be performed two times per year once in October and once in April.

5. Specific Tasks
5.1. Janitorial Services: Provide janitorial services at each of the facilities specified in PWS 1.6.3 in accordance with the specifications at the following frequencies:
5.1.1. Once per week Service –Provide janitorial service once (1) weekly at the Burley BLM Facilities, November 1 – April 30 of each respective performance period on the day(s) of the week coordinated with the COR.
5.1.2. Twice per week Service - Janitorial services are provided twice (2) weekly at the Burley BLM Facilities, May 1 – October 31 of each respective performance period on the day(s) of the week coordinated with the COR.
5.1.3. Four times per week Service - Janitorial services are provided four times (4) weekly at the Shoshone BLM Facilities, May 1 – April 30 of each respective performance period on the day(s) of the week coordinated with the COR.
