About this file
This document is Attachment 1—Terms and Conditions for a Department of Homeland Security (DHS) acquisition of commercial items for the U.S. Coast Guard (USCG), effective November 28, 2025. The solicitation applies to orders for products that will ultimately touch USCG aircraft, with delivery to the USCG Aviation Logistics Center (ALC) in Elizabeth City, North Carolina. The contractor must provide a Certificate of Conformance (COC) per FAR 52.246-15 for all items, including National Stock Number, Part Number, Serial Number, and Purchase Order Number. Full and clear traceability must accompany each delivery, and if not provided, the ALC will not accept the delivery and invoicing will not be approved for payment. Packaging must prevent damage during shipment, handling, and storage for a one-year warehouse storage period, with internal packing material sufficient to prevent corrosion, deterioration, or decay. Items shall be shipped F.O.B. Destination to the ALC Receiving Section, Building 63, 1664 Weeksville Road, Elizabeth City, NC 27909.
The contractor must maintain quality control procedures addressing risk management, testing, inspection, non-conforming product, and counterfeit/suspect parts processes, and immediately notify the Contracting Officer of any supply changes, material changes, supply malfunction, counterfeit/suspect parts, defects, or non-airworthy conditions. The contractor shall flow down all requirements to their supply chain, including all subcontractors and suppliers. Invoicing requires a fully executed purchase order with active System for Award Management (SAM) status; contractors are highly encouraged to email invoices to ALC-Fiscal@uscg.mil. The contract incorporates numerous FAR clauses and deviations related to security prohibitions and exclusions (52.240-90 and 52.240-91), addressing covered telecommunications equipment, FASCSA orders, Iran sanctions, Sudan restrictions, and Office of Foreign Assets Control (OFAC) restrictions. Additional provisions include clauses on sustainable products and services, contractor employee whistleblower rights, addressing DEI discrimination, and various labor standards and socioeconomic compliance requirements. At time of award, the USCG intends to place an order for ten (10) items with an option for an additional five (5) items for a maximum of fifteen (15) items at the same price and lead time, with modifications issued unilaterally to the contractor.
