About this file

This document contains evaluation criteria and submission instructions for a Financial Auditor task order solicitation issued by the FMCS Office of Procurement and Operational Support. The Government will award a firm fixed price task order to the responsible quoter whose quote represents the best value, with award anticipated without discussions. Evaluation factors include Technical Capability (weighted more heavily than Past Performance), Past Performance, and Price, with non-price factors combined being more important than price.

Technical Capability evaluation encompasses four elements: Technical Understanding (weighted more heavily than the others), Corporate Experience, Key Personnel and Professional Staff, and Management Approach. Quoters must demonstrate a minimum of five years of experience performing work similar in scope to the requirements in the Statement of Work (SOW), with the option to substitute relevant experience from predecessor companies, key personnel, or subcontractors. The prime contractor must perform more than 50 percent of total labor hours. Past Performance will be evaluated using Past Performance Questionnaires (PPQs) for three references with relevant work performed within the past five years, assessed on both relevance and quality using a two-step process. Price will be evaluated for reasonableness and completeness based on the total firm fixed price for the base period and all option periods. Quotations must be submitted through GSA eBuy by Thursday, March 12, 2026, at 12:00 p.m. Eastern Time, with three separate PDF volumes containing Technical Capability (not exceeding 30 pages total excluding resumes), Past Performance Questionnaires, and pricing information. Questions must be submitted by Friday, March 6, 2026, at 5:00 p.m. Eastern Time, and completed PPQs from references must be received by Tuesday, March 17, 2026, at 12:00 p.m. Eastern Time.

Evaluation Criteria and Submission Instructions For Financial Auditor

EVALUATION FACTORS AND BASIS FOR AWARD

The FMCS Office of Procurement and Operational Support anticipates award of a firm fixed price task order resulting from this solicitation to the responsible quoter whose quote, conforming to the solicitation, is determined to represent the best value to the Government.

Evaluation factors include Technical Capability, Past Performance, and Price.

Technical Capability is more important than Past Performance. Non-price factors, when combined, are more important than Price.

For purposes of Technical Capability, the Government will evaluate Technical Understanding, Corporate Experience, Key Personnel and Professional Staff, and Management Approach. Technical Understanding is more important than the other technical elements, which are considered of equal importance.

Past Performance: Past performance information will be evaluated to assess the quoter’s ability to successfully perform the requirements of this contract and the degree of performance risk associated with the quoter. Past performance information, including Past Performance Questionnaires (PPQs), will be evaluated by the Contracting Officer.

TECHNICAL CAPABILITY RATINGS

Rating Standard

Exceptional

Quote contains significant strengths and no weaknesses. The quote exceeds the performance and technical capability requirements defined in the Statement of Work (SOW) and offers value-added methodologies that benefit the Government. Risk of unsuccessful performance is very low.

Acceptable

Quote meets the performance and technical capability requirements defined in the SOW. Strengths outweigh any weaknesses and any identified weaknesses are minor and do not materially impact performance. Risk of unsuccessful performance is moderate.

Marginal

Quote does not clearly meet all performance and technical capability requirements.

Weaknesses reduce the Government’s confidence in the quoter’s ability to successfully perform the requirements. Risk of unsuccessful performance is high.

Unacceptable Quote fails to meet one or more material requirements of the SOW. Deficiencies indicate the quoter is unlikely to successfully perform the required work. The quote is unawardable.

Past performance information will primarily be evaluated using PPQs submitted in accordance with the solicitation instructions. The Government may also consider other relevant past performance information obtained from references provided by the quoter, the Government’s knowledge of quoter performance, other Government agencies or commercial entities, and available Government performance records, if accessible.

Past performance will be evaluated using a two-step process.

First, the Government will assess the relevance of the quoter’s past performance to determine how similar a recent effort is to the effort described in the SOW. Recent efforts are defined as contracts or task orders performed within the past five years. Relevance will be evaluated based on similarity in scope, size, and complexity. More relevant past performance will be considered more important than less relevant past performance.

The four levels of relevance are:

• Very Relevant

• Relevant

• Somewhat Relevant

• Not Relevant

Second, the Government will evaluate the quality of the quoter’s past performance using the adjectival ratings identified below.

PAST PERFORMANCE RATINGS

Rating Standard

Exceptional

Based on the quoter’s record of performance on relevant contracts, the Government has a high level of confidence that the quoter will successfully perform the required effort. Performance exceeded contractual requirements and demonstrated effective management, responsiveness, and quality of service.

Acceptable Based on the quoter’s record of performance on relevant contracts, the Government has a reasonable expectation that the quoter will successfully perform the required effort. Performance met contractual requirements with no significant weaknesses.

Marginal

Based on the quoter’s record of performance on relevant contracts, the Government has a low level of confidence that the quoter will successfully perform the required effort. Performance reflected problems or weaknesses that increase the risk of unsuccessful performance.

Price: Price will be evaluated for reasonableness and completeness. The evaluated price will be the total firm fixed price for the base period and all option periods as submitted on the Vendor Quote Sheet.

Evaluation of option periods does not obligate the Government to exercise any option.

Unacceptable Based on the quoter’s record of performance on relevant contracts, the Government has no reasonable expectation that the quoter will successfully perform the required effort. Performance demonstrated serious deficiencies or repeated problems.

Neutral No relevant past performance information is available for evaluation. A Neutral rating will not be considered either favorable or unfavorable.
