Government Requirements Document Telecommunication Facility EOL/EOS Battery Replacement
The Midwest Region Network Enterprise Center telecommunication facilities battery plant batteries are at or nearing end of life cycle(s) and need to be replaced in order to maintain safe, stable, and reliable DC power to telephony and Network critical services.
Vendor requirements:
1. Provide compatible VRLA AGM battery replacement for the following: Quantity: 192; Make
Deka Unigy II; Model: 3AVR 2/95-33S in accordance with the following specifications:
a. 20 Year design life @ 77ºF/25ºC (Float)
b. Float Voltage: 2.25 VPC +/- .01 volts per cell United States
c. Approximant Cell Dimensions: 24.25” L x 12.5” W x 6.25“H
d. Use existing rack and framework
e. 3 Year Free Replacement Warranty
f. Epoxy-sealed posts eliminate leaks
g. Vent: Self-sealing (minimizes gassing)
h. Provide cost of all travel, parts and labor to remove and replace existing batteries to include costs required to dispose of removed batteries.
i. Perform requisite EPA reporting as mandated.
2. Replace 192 Deka Unigy II VRLA AGM batteries with compatible batteries at the following locations:
a. Remove and replace five (5) strings, twenty-four (24) batteries per string, for a total of one hundred and twenty (120) batteries at telecommunication facility 6421.
b. Remove and replace three (3) strings, twenty- four (24) batteries per string, for a total of seventy-two (72) batteries at telecommunication facility 213.
3. The vendor must ensure:
a. All measurements made shall use test equipment in current calibration with traceability to
NIST standards.
b. The battery enclosure must be cleaned after the old batteries are removed and before the new batteries are installed. If battery acid has leaked into the cabinet, the acid will be removed, neutralized and the enclosure metal finish will be treated.
c. The existing cable jumpers are to be resistance tested, using a micro-ohm meter prior to installation. The measurements will be taken from each terminal post to the bare cable to measure the lug connection resistance. The readings should be less than 50 micro-ohms.
If the cables do not meet this reading, new jumpers are to be installed and tested again.
The resistance testing of the cable connections will be documented and provided to NEC personnel.
d. Verify inter-cell connection integrity: The resistance of all inter-cell connections should be measured and recorded using a digital low-resistance ohmmeter (DLRO). The readings must be within the manufacturer’s specifications.
e. Verify proper polarity connection of cells. Verify the open circuit terminal voltage of each series connected bank of batteries. This value should be greater than 48V.
f. The battery connections are to be torqued to the battery manufacturer’s specifications.
g. Initial commissioning is to be performed on the new batteries.
h. Each cell voltage measured, internal ohmic test performed and negative terminal temperature test performed. This testing is to be documented and provided to NEC personnel.
i. The batteries are to be load tested after the battery has been fully charged by equalizing.
j. The NEC is to witness the battery installation and testing.
k. The vendor is responsible for the removal of the old batteries and the proper disposal of batteries in accordance with EPA regulatory requirements.
4. Work Hours:
Battery installation must be performed during regular business hours, Mon-Fri, 8:00 a.m. – 4:00 p.m.
