ATTACHMENT 1 - Statement of Work Crude oil, petroleum products, and natural gas tanker data; Oil Inventories Data

1. BACKGROUND: The U.S. Energy Information Administration (EIA), Office of Energy Analysis (OEA), International Energy Analysis Team (IEA) has the requirement to procure global oil inventories data and crude oil, petroleum products, and liquefied natural gas tanker data. These data should provide insight into commodities movements and oil inventories outside of the United States and fill a current gap in data that will support and inform internal analyses and other analytic products.

2. SPECIFIC TASKS: In order to provide the data necessary to meet requirements, the data and services shall meet the following criteria:

A – Access to data that provides visibility into global oil inventory data:

· Crude oil, condensate, and petroleum product inventories by location/terminal level globally (i.e. Cushing, OK; Ras Tanura, Saudi Arabia).

· Crude oil, condensate, and petroleum product inventories should be available in regional breakouts, for example, Middle East, OPEC, Americas, Asia Pacific, and Mediterranean.

· Data coverage should include all countries/regions.

· Service should include information on confidence level and facility owner.

· Service should differentiate between refinery, commercial, or strategic/government stocks.

· Data should be updated at least once per week.

· Service should include data on floating and on-land storage, including floating-roof storage tanks and key commercial caverns globally.

B - Access to data that provides visibility into on-going (in transit) and historical tanker data, by voyage, for crude oil, petroleum products, and liquefied natural gas (LNG):

· Crude oil cargoes should be identifiable by grade.

· Petroleum products should include transportation fuels (gasoline, gasoline blendstocks, diesel/distillate, fuel oil, jet fuel), LPG, ethane, isobutene, naphtha, and bitumen/asphalt.

C – Data outlined in sections A & B must meet the following criteria:

· Inventories data should indicate the type or crude and the data should differentiate between crude oil and condensate.

· Data should be made available via a web-based, user-friendly interface, as well as APIs. EIA requires an enterprise-wide access to these data, with at least 60 user accounts, including access for other stakeholders within the Department of Energy.

· Service should include data query and access to inventory data analysts.

· Historical laden voyage data should be available at least starting in January 2018, but earlier historical data would be preferable.

· Tanker data should be updated at least once daily, including updated vessel location, discharge and load information, along with any changes and updates to cargo information.

· Service should also include analytics, a real-time vessel tracker, data query and access to cargo analysts. Analytics should cover energy flows, including, for example, coverage of historical, current and forecast energy flows, aggregated by product, route, origin, and destination. In addition, EIA requires detailed individual cargo activity, including information on multiple loads and discharges and complete coverage of ship-to-ship transfer activity and lightering.

· Service should provide ability to export tanker data into an Excel spread sheet (with xlsx and csv as acceptable formats); data queries should be savable and shareable.

· All tanker data should be vetted, for example, using bills of lading. Final tanker data should be available no later than one week after the end of a calendar month.

· Provider must allow EIA to publish aggregated tanker data in various EIA products, including Today in Energy (TIE) and Country Analysis Briefs. Aggregated and disaggregated data may be shared with other stakeholders within the Department of Energy to support the agency mission. EIA may also share aggregated data with other companies to assess the provider’s accuracy.

4. SECTION 508 COMPLIANCE:

Pursuant to Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d) as amended by P.L. 105-220 under Title IV (Rehabilitation Act Amendments of 1998) all Electronic and Information Technology (EIT) developed, procured, maintained and/or used under this contract shall be in compliance with the “Electronic and Information Technology Accessibility Standards” set forth by the Architectural and Transportation Barriers Compliance Board (also referred to as the “Access Board”) in 36 CFR Part 1194.
