About this file
This Statement of Work (SOW) outlines requirements for one mid-wave infrared (MWIR) camera lens for the Air Force Institute of Technology (AFIT) at Wright Patterson AFB. The lens is needed to allow greater stand-off distance when testing various engines to prevent camera damage in high thermal load environments. Currently, AFIT's Telops FAST100HD camera has 25mm and 50mm lenses that require close proximity to test engines.
The technical requirements specify a focal length between 185-200mm, f/3 or better speed, compatibility with 3-5 micron wavelength band, and mounting compatibility with the existing Telops Fast100HD camera. The contractor must deliver within 6 weeks of award to WPAFB, OH, include all shipping and insurance costs, and provide a one-year warranty. Products must comply with Buy American requirements under DFARS 252.225-7001. Past performance producing operational lenses for the Telops Fast100HD camera is required to demonstrate capability to meet performance requirements.

STATEMENT OF WORK
FOR
Mid-Wave Infrared (MWIR) Lens
5 December 2024
I. BACKGROUND: The Air Force Institute of Technology (AFIT) requires one (1) mid- wave infrared camera lens that allows for a stand-off distance that will not compromise the camera in high thermal load
-grade Telops (FAST100HD) camera is equipped with a 25mm (millimeter) and 50mm lens. This requires the camera to be placed relatively close to engines being tested, which in some instances increases the make the camera unusable. All types of engines are tested, from tiny pre-detonators, to small gas turbines, to large rotating detonation engines. The environment in which the camera is used varies quite a bit, as well as the risk of the engine walls failing in various ways changes. Another lens with a longer focal length will greatly reduce the risk to the camera itself, regardless of engine type or environment.
II. MINIMUM TECHNICAL REQUIREMENTS:
The Mid-Wave Infrared Lens shall meet the following characteristics:
1. At minimum a 185mm focal length infrared lens. At maximum a 200mm focal length infrared lens.
2. f/3 or better in speed.
3. Compatible for 3 5-micron wavelength band.
4. Mount to the existing Telops (Fast100HD)
5. Past performance history producing operational lens for Telops Fast100HD which complements and allows for full utilization of camera performance.
III. QUALIFYING COUNTRY PRODUCTS: All products proposed/delivered to satisfy these requirements shall be either domestic or qualifying country end products in accordance with DFARS 252.225-7001. Buy American and Balance of Payments Program.
IV. DELIVERY: The company shall properly ship the system to the Air Force Institute of Technology at WPAFB, OH. All shipping costs to include insurance will be included in contractor's proposal.
WPAFB approved packaging methods shall be taken. The contractor shall deliver a complete system to the following address:
SHIP TO DODAAC: F4F5AV
POC: Jamie Smith Air Force Institute of Technology 2950 Hobson Way
WPAFB, OH 45433
Jamie.smith.1@us.af.mil ranell.easterday@afit.edu
V. LEAD TIME: The contractor shall deliver a complete system no later than 6 weeks after contract award.
I. WARRANTY: The contractor shall provide a warranty free from defects in material and workmanship, under normal and proper use in accordance with the manual, for a period of time of one year after receipt.
