Installation of Audio/Visual Technical Refresh Statement of Work
Barksdale AFB, LA 71110 17 Apr 24
1.0 Background
1.1 This Statement of Work (SOW) describes the purchase and installation of an Audio/Visual (A/V) technical equipment update for 2d Operations Support Squadron (OSS).
2.0 Scope
2.1 This effort is to provide a fully operational audio/visual conference renovation. The Audio and Visual set-up shall include the capability of displaying both UNCLASSIFIED and SECRET Classification levels with proper separation of classified and unclassified lines per TEMPEST AFSSI 7700 emission security.
Some existing equipment may be reused. The final equipment list shall be approved via a coordinated effort between the contractor and the customer (2 OSS Site POC), with final approval from the Contracting Officer (CO).
3.0 Objectives
3.1 Procurement and installation of a new and approved A/V system capable of meeting or exceeding performance criteria as directed in this statement of work to obtain and disseminate information from 2d OSS at Barksdale AFB, LA.
4.0 Task & System Requirements
4.1 Task Requirement. Contractor shall provide all associated miscellaneous parts, hardware and labor to design and install an audio/visual system to meet applicable user specifications as detailed in this document.
4.2 Equipment. The equipment required to meet the needs of the Government shall be provided by the contractor. Equipment provided shall be compatible with and functional on the Barksdale AFB communications network and meet all network policies, requirements, and security protocols enforced by the 2d Communication Squadron (CS) and DISA (see para 5.0).
4.2.1 Audio System. The audio speakers will be recessed in the walls and/or ceilings and provide enough sound for the entire room to hear videos, presentations, Video Teleconferences (VTC), etc. These speakers should be able to switch between input sources to include, but not limited to, VTC, Cable TV, Blu-ray/DVD, NIPR, SIPR, podium microphone, area microphones, and laptop connection. The audio system should also consist of a microphone at the podium as well as omnidirectional area microphones available in the room ceiling. Area microphones in the ceiling must be of sufficient sensitivity and quantity that anyone in the room could be clearly “heard” by a microphone. Volume control for both the speakers and microphones shall have Power On, Power Off, mute, and incremental settings to adjust the volume. The podium and area microphone shall not cause feedback interference with each other and will have individual mute and volume controls. All these functions must be controllable via touch screen from both the podium and the admin control table.

4.2.2 Visual System. The visual system should consist of two front-facing 4K-resolution laser projectors.
We need 4K resolution due to the unique mission-critical training and combat capability performed here at the 2 Operations Support Squadron. Having this resolution quality will allow for quicker execution time-lines, higher training fidelity and ultimately increased lethality - something the SecDef has put great emphasis on. The projectors must be capable of clearly displaying intricate imagery onto two 12ft wide ceiling-recessed projector screens that are electronically actuated. The presentation will also be displayed by two 60-in monitors (with no radio frequency emissions such as Wi-Fi and Bluetooth) mounted on the rear wall to provide references for the briefer. Each display must possess the ability to individually and separately switch between 9-10 HDMI inputs including, but not limited to VTC, Cable TV, Blu-ray/DVD, NIPR, SIPR, MPE (Mission Planning Equipment), MDR (Mission Data Recorder), and external laptops. The Cable TV shall be connected from the Dining Room (Room 229) and should have channel presets configurable via the touch screen panels at the podium and admin control table.
4.2.3 Media Rack. An updated media rack shall house hardware components for the Blu-ray/DVD, NIPR, SIPR, and MPE hardware components. The capacity of the media rack shall expand the amount of supported hardware it encloses with enough space to support three new inputs. It will be sized appropriately (approximately 4ft tall x 2ft wide x 2.5ft deep) and located in Room 202A/Media Closet in the front of the auditorium. All connections between the media rack and devices shall be hidden in walls and/or ceilings to the maximum extent possible.
4.2.4 Podium. A new podium with integrated electronic power should be provided. Power plugs and laptop connectivity receptacles are to be integrated into the podium. The podium should have 2 internal shelves for storage of other hardware and equipment. The shelves should be divided such that the top shelf is narrow (5in), middle (1ft) and bottom (3ft). A microphone shall be attached or integrated into the podium with the ability to be detached as desired by the briefer. A wireless laser pointer/slide advance remote should be provided and shall work within a 50-ft radius from the podium. A touch panel (software-based control panel) shall also be integrated with the podium with the ability to select video sources, audio sources, computer sources, and match them to respective projectors, locations, microphones, speakers, etc. The touch panel is required to be capable of basic functions such as, 1) set and select various presets, 2) adjust audio volume and mute control and 3) provided capability for additions and 4) upgrades for future additions such as a VTC capability. The podium will also have a physical connection port for NIPR, SIPR, MPE systems using HDMI, Thunderbolt 4, and USB-C (DisplayPort over USB).
4.2.5 Admin Table. A station in Room 202A/Media Closet in the front of the auditorium shall be set up as an admin table where the audio/visual system can be controlled via touch screens with all the same capabilities as the podium. This station will serve as the secondary service location should the podium fail and therefore functionality and controls will be mirrored. A NIPR and SIPR computer and monitor will be provided by the 2 OSS for this station.
4.2.6 Control Devices. All functions mentioned above shall be controllable through touch screen devices.
One device must be located at the podium and one at the admin table. The software in these devices should be upgradable and customizable by the user.
4.2.7 Warranty. The Contractor shall provide the standard commercial warranty, or a minimum of a two-year warranty, on all work and equipment, whichever is greater. During the warranty period, the Contractor shall provide technical support via telephone, to troubleshoot & return the system to operational state.

In addition, a telephone help desk number shall be provided to maintain support for the life of the system.
4.3 Design Plan. Contractor shall provide a design plan that consists of project details and Red Line design plans detailing wire connectivity.
4.4 Installation. All necessary hardware, services and installation shall be provided by the contractor unless otherwise noted. If base support is required, the contractor shall provide all hardware, services, support and installation to provide a complete and usable system. Base installation should not be anticipated, and any questions shall be directed to the Contracting Officer prior to bid closing.
4.4.1 If Contractor work requires power outage/shut down of facility power, the request shall be coordinated with the 2 OSS Site POC 3 business days in advance of requested power outage to avoid interruptions of critical operations within the building areas.
4.5 Training. The Contractor shall provide initial training to the 2 OSS staff on site immediately following installation of the systems.
5.0 Information Assurance Requirements
5.1 Any equipment requiring connection, either classified or unclassified, to the DoD global information grid (GIG) shall be in compliance with Certification and Accreditation of Air Force Enclaves hosting Real Time Services guidance.

6.0 Government Furnished Property/Equipment
6.1 While on-site to support the lighting and audio/visual system installation requirements, the contractor may use power, water and restroom facilities while operating within the work areas of Building 6067.
6.1.2 The Contractor shall not store material and equipment in the work area without the approval and coordination of the 2 OSS Site POC. Material and equipment approved for storage shall be placed to provide continued facility use, neat in appearance and shall assure safety.
6.2 Facility Cleanliness. The Contractor is required to clean-up and always maintain a safe working area.
This includes leftover cardboard, plastic, scraps, etc. All debris shall be disposed of off Barksdale AFB.
7.0 Security Requirements – Base/Site Access
7.1 If using a commercial vehicle, Contractors are required to enter Barksdale AFB through the Industrial Gate (East Gate), just off Industrial Dr. This includes construction, food, supply, FedEx, and UPS deliveries, as well as contractors entering with company trucks. If utilizing a POV or a rental vehicle, main gate is accessible to Contractors once a pass is obtained from the Visitor Control Center (VCC). The

VCC is located at Wilbur Wright Dr, Barksdale AFB, LA 71110. Hours of operation for the West Gate are 24/7. The Contractor shall be responsible for obtaining all necessary passes, or other items required for access to the areas in which work will be performed. The Contractor shall request contractor passes through the CO by providing the full name, social security number, date of birth, work phone, home phone, and driver’s license state/number of employees requiring passes no later than 10 days after contract award. Personnel must adhere to the REAL ID Act of 2005 to ensure access to base is granted.
Pass requests will be forwarded by the CO to the 2d Security Forces Squadron Visitor’s Control Center for approval and issuance. Upon completion or termination of the contract, or an individual’s release from employment, the Contractor shall retrieve the identification issued above and surrender it to the 2d Security Forces Squadron Pass and Registration Section located in the VCC. 3.4. Causes for Barment and Installation Pass Denial:
3.4.1. Objective Rules. Although barment decisions are made on a case-by-case basis, barment action should be considered whenever the offenses in table 1 are committed. NOTE: The list of cited offenses is not all-inclusive nor is it meant to exclude other offenses that raise concerns about security, safety, good order and discipline.
3.4.2. Base Pass Denial. Personnel will be denied base access if;
3.5.2.1. Is known to be or reasonably suspected of being a terrorist or belongs to an organization with known terrorism links/support.
3.4.2.2. Is individual’s name appears on any Federal or State agency’s watch list or hit list for criminal behavior or terrorist activity.
3.4.2.3. The individual has knowingly and willfully engaged in acts or activities designed to overthrow the U.S. Government by force.
3.4.2.4. The individual has an active warrant
3.4.2.5. The individual is barred by another DoD Installation/Activity
3.4.2.6. The individual has any conviction for espionage, sabotage, treason, terrorism, or murder.
3.4.2.7. The individual has been convicted of a firearms or explosive violation.
3.4.2.8. The individual has been convicted of sexual assault, armed robbery, rape, child molestation, child pornography, trafficking in humans, drug possession with intent to sell, or drug distribution.
3.4.2.9. Has a felony conviction within the last 10 years.
3.4.2.10. Persons with an arrest for the above offenses, but where no disposition is listed on the criminal history report, will be required to provide legal documents showing disposition. If the disposition or severity is dismissed, not filed or adjudicated; the pass may be issued. If the disposition or severity is guilty or not provided the pass will be denied.
3.4.2.11. Any situation not covered in paragraphs 3.4.2.1. – 3.4.210. that is deemed to have a potential detrimental impact on good order or discipline may be grounds for pass denial.
7.2 Contractor personnel shall present a neat appearance. Contractor personnel shall be easily recognizable while on the installation in conjunction with this contract. This shall be accomplished through the wear of distinctive clothing, overcoats, or hats, bearing the company name or logo. The coloring or design of the items selected should be such that identifies personnel easily and quickly for reasons of safety and personal protection. The Government is authorized to restrict the employment under the contract of any contractor employee or prospective contractor employee, who is identified as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.

7.3 Reporting Requirements. Contractor personnel shall report to security forces any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor's employees shall be briefed by their immediate supervisor upon initial on-base assignment.
7.4 Physical Security. The Contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment and material shall be secured.
7.5 Compliance with Laws and Regulations. The Contractor shall be knowledgeable of and comply with all applicable federal, state and requirements regarding environmental protection. In the event environmental laws/regulation/requirements change during the term of this contract, the contractor shall comply federal/state/Department of Defense (DoD)/USAF regulations.
7.6 The Contractor and their employees are subject to all base regulations.
7.7 Traffic Laws. The Contractor and its employees shall comply with base traffic regulations.
7.8 Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms or ammunition on themselves or within their contractor-owned or privately owned vehicle while on Barksdale Air Force Base.
7.9 Damage to Government Property. The Contractor shall notify the government when damage to government property is discovered. Any damage to government property caused by the Contractor shall be repaired or replaced by the Contractor at the Contractor’s expense. The Contractor shall annotate on the inspection report, the damage, the cause of damage (if known) and a proposal for repair.
7.10 Fire and Emergency Reporting. Dial 911 from a standard phone. Dial 318-453-2551 from a cellular phone.
7.11 Access to Building 6067 and Room 202. Access will be granted to Building 6067 and Room 202 by the Facility Manager or designated representative.

9.0 Period of Performance
9.1 The Contractor will have 60 calendar days to complete all work stated in this SOW from award date.
The tentative schedule projected by the Contractor shall be coordinated between with the CO and the 2 OSS Site POC will be required 10 days after contract award to establish the start date in order to de-conflict any known mission events or complete any other required site preparations.
10.0 Hours of Operation

10.1 Normal work hours are 7:30 am to 4:30 pm (CST), Monday through Friday. Exclusions are Saturday, Sunday, Federal Holidays and the workdays Federal Holidays are observed. The Contractor may request and be authorized to work outside of these normal work hours by submitting a request in writing to the CO with coordination from the Facility Managers and approval from the CO at no additional cost to the Government. Work shall be performed in a manner to create minimum disturbance and inconvenience to the use of the facility. Contactor personnel will be limited to work areas.

10.2 It should be noted that the Contractor's performance may be interrupted because of high priority mission schedules or no-notice events. Adjustments to the schedule/period of performance if the Contractor’s performance is interrupted shall be coordinated with the CO.
