Statement of Work
1.0 Scope: Contractor shall provide all labor, equipment, materials, and transportation to pick up soiled shop towels and return clean shop towels to inventory points on the Anniston Army Depot where an inventory of towels is maintained for distribution by Depot personnel. The Contractor shall pickup soiled towels on a predetermined basis, clean them to the cleanliness standards of this SOW and return them to designated locations to ensure an adequate supply.
1.1 Period of Performance: Service is to be provided for one year with options for 4 more years.
1.2 Soiled Towel Definition: is one that has been used for its intended purposed such as:
Towels that contain residue from petroleum products
Incidental amounts of metal shavings and hardware.
Petroleum products consist of high temperature mineral grease/oil, hydraulic fluids, turbine engine oil, and assorted automotive/machine shop lubricants.
2.0 Contractor Requirements: The contractor shall provide the services as defined in this section.
2.1 Replacement Towel: A new towel meeting the requirements of 2.1.1 of this SOW shall be used to replace lost/unaccounted for, torn, ripped, and ragged towels with new towels at each service location weekly. Replacement towels are not to be provided in lieu of cleaned towels in an amount exceeding 10% of towels cleaned without authorization from the Contracting Officer.
2.1.1 Salient Features of New Towels: Towels shall be made of cotton or cotton blend fabric that will absorb grease, oils, lubricants, and water.3.2 Towels shall measure a minimum of 18" by 18" in size when new, it shall be not less than 15" by 15" in size when laundered, and be fit for its intended purpose. Industry standard shrinkage caused by laundering will be allowed, but laundered towels shall not measure less than 15" by 15". All edges of towels shall be hemmed.
2.2 Documentation of Delivery: Contractor shall provide a formal document (invoice) which reflects the transfer of towels to and from the Depot by Contractor. As a minimum, the invoice shall include an invoice number, the date of service, contract line item number, number of cleaned and/or replacement towels left by location, unit/total charges, and signature of delivery person. The original and three copies must be furnished to the Contracting Officer
Representative (COR) for processing of payment.
2.3 Servicing Soiled Towels: Previously soiled towels shall be laundered until free from prior contamination as a result of previous use. Towels are not considered clean if, after laundering, the feel or smell of oils or grease is present. The removal of soiled towels and replacement with cleaned and/or replacement towels shall occur at an inventory location on a weekly basis.
2.4 Laundering of Towels: Towels shall be washed using industrial type laundry equipment capable of providing proper cleaning requirements for the type of contaminants soiling the towels. The industrial equipment should be able to utilize the high silicate alkali detergents needed to properly clean the towels. In addition, the equipment shall have a flush
(presoak) cycle, a minimum of three (3) break (wash) cycles, and three (3) rinse cycles using water heated to a minimum of 180 degrees Fahrenheit.
2.5 Petroleum contaminated towels: Petroleum contaminated towels require dry cleaning type equipment. Certain petroleum products (high temperature mineral grease/oil, hydraulic fluids, and turbine engine oil) can only be removed from cotton fabrics by degreasing agents (dry cleaning solvents) prior to water washing. Degreasing agents must be contained in a closed loop system to protect the environment.
2.6 Service Interval: Delivery of cleaned towels and pickup of soiled towels will occur at a minimum of every seven (7) days at each inventory location.
2.7 Towel Inventory: The number of cleaned towels available for use shall be maintained at the levels required for each specified location. (See inventory sites/locations in chart below). This number does not include soiled and unaccounted for towels. Any increase in quantity shall be approved by the Contracting Officer.

2.9 Disposition of Towels: At the end of the contract period, the contractor shall collect all towels. Ownership of the towels remains with the Contractor.
3.0 Acceptance Requirement: Laundered towels may be subjected to an absorbency sink test. Subject test will consist of ten towels randomly selected from a laundered load. Each towel will be folded twice, rolled into a cylinder, and secured with a rubber band. Each towel will be timed to determine how long it takes to sink completely beneath the surface of cold or softened tap water. The sinking time of the ten towels will be averaged. The acceptable average sinking time shall not exceed 60 seconds.
4.0 Environmental Compliance: Compliance with all environmental requirements for the laundering of shop towels is the responsibility of the Contractor as stated in the solicitation; the depot will not soil the towels with any hazardous materials. The Contractor shall not use any substances to launder shop towels that are known to have a detrimental effect on the ozone or the environment as a whole.
