(DDSP)

04JAN2022

Prepared By:

Defense Logistics Agency

DLA Installation Management 430 Mifflin Ave, Suite 2227

DM-FDIE

New Cumberland, PA 17070-5007

1. Scope: This Statement of Work covers the repair and re-certification of multiple damaged sections of a roof-supporting rack system in the Easter Distribution Center (EDC) of DLA Distribution Susquehanna PA (DDSP). Work to be performed under this contract consists of removing and replacing damaged components with new rack components and/or additional bracing as well as re-certification of the entire rack system to the Original Engineering Manufacturer (OEM) design specifications. All materials and accessories furnished shall make the rack sections that are damaged complete and functional. Age of system, height of repairs, and the fact that it is a roof-supporting structure all combine to make this an extremely unique project.

1.1 Site: The system to be repaired is in the Distribution Bins (DB) section of the EDC located at the DLA Distribution Susquehanna, PA (DDSP) in accordance with this Statement of Work and Drawings.

The DDSP EDC is located at 2001 Mission Drive, New Cumberland PA 17070.

1.2 Type of Repairs: The contractor shall furnish all necessary labor and materials to restore to original condition the DB high bay rack system for binnable material in the EDC. Work consists of upright remediation on both the East and West face of the rack system, to include removal and replacement of uprights as necessary. Work further described in SOW paragraph 3.3.

2. Applicable Documents: The following documents of the issue in effect on the date of award form a part of this SOW to the extent specified within:

2.1 DDSP EDC DB Layout - Attachment 2

3. Requirements:

3.1 General Requirements:

3.1.1 Rack Upright Replacement (Components, Accessories, and Materials): Unless otherwise specifically stated, all items shall be new and of the most suitable grade for the intended purpose. All components shall be manufactured to such standards as will permit replacement or adjustment without modification to the installed components. The racks and components shall be capable of operating in an industrial warehouse environment impacted by extremes of temperature from 0 to 105 degrees Fahrenheit and humidity from 5 to 95 percent relative (non-condensing). The racks and components shall be designed, manufactured, and installed to meet the seismic conditions of Susquehanna, PA.

3.1.2 Dimensions and Quantities: Where required to install replacement components, dimensions shall not be taken from drawings but shall be taken in the field from measurements at the site location. All dimensions and quantities given in this specification and on the drawings are given in nominal values; therefore, the Contractor will be required to make on-site measurements.

3.2 Special Provisions and Installation Requirements:

3.2.1 Interruption of Operations: Production operations shall not be curtailed nor suspended except as absolutely essential during the upright replacement installation. Any required curtailment or suspension shall be coordinated with at least 5 days notice to the Government through the Contracting Officer’s Representative (COR) or designee.

3.2.2 Utilities available for Contractor use during installation. Electricity (120v, 15a, 60 Hz receptacles as a minimum) and nominal amounts of city water required by the Contractor will be furnished by the Government from existing sources. The Contractor shall provide compressed air and any additional power requirements.

3.2.3 Working Hours: The principal period of access to the EDC for this contract is 9 working hours per day, Monday through Friday, from 7:00 AM through 4:00 PM, excluding federal holidays and base closures. The Government observes the following federal holidays:

New Year’s Day 1 January Martin Luther King Jr. Birthday Third Monday in January Presidents Day Third Monday in February Memorial Day Last Monday in May Juneteenth 19 June Independence Day 4 July Labor Day First Monday in September Columbus Day Second Monday in October Veterans Day 11 November Thanksgiving Fourth Thursday in November Christmas 25 December

If the holiday falls on a Saturday, it will be observed on the preceding Friday. If the holiday falls on a Sunday, it will be observed on the following Monday. The Contractor shall not be required to be onsite on these days. Also, in the event an Executive Order issued by the President of the United States that declares Agencies of the Federal Government closed on a Contractor-scheduled work day, the COR will advise the Contractor on whether work should be performed for that day or it should be rescheduled.

The Contractor may be allowed, as required to minimize interruption of production operations, to perform work outside of regular hours. Where work is desired to be performed other than during regular hours, the Contractor shall request permission from the Contracting Officer or his representative at least 48 hours in advance to allow for the necessary arrangements to be made.

3.2.4 Installation Phasing Schedule:

This project is required to be completed in multiple phases due to re-warehousing and EDC Modernization (DB specific) requirements. Due to operational requirements, a row must be completely clear of material before remediation can begin. There are (32) rows total that make up DB in the EDC; to date (10) of (32) rows have been completely cleared of material and are ready for remediation. These cleared aisles must be remediated of damage and a new Automated Storage / Retrieval System (AS/RS) installed before they can be re-stocked with material. Due to this requirement of remediating rows before more re-warehousing can be accomplished, it is expected this project will be broken out into multiple phases. Re-warehousing and AS/RS installation are the responsibility of DLA.

Additional phasing/repair plans would be considered by the government if the rows being repaired will be able to maintain full government operation on 1st and 2nd shift (0600-

2330) with all work related to this project occurring on 3rd shift (2330-0600). The existing catwalks on the East Face of DB are required to remain in-place with any plan that does not completely re-warehouse an aisle before damage remediation begins in that aisle.

3.2.5 Contractor Equipment and Material: The Contractor shall furnish the necessary personnel and special equipment (MHE, cranes, etc.) and shall be responsible for unloading of all Contractor furnished equipment and material delivered to the site. The Contractor shall give the Contracting Officer Representative 48 hours advanced notice of all Contractor material and equipment deliveries to work site.

The contractor will be able to use the existing man-aboard cranes in the DB area due to height of the repairs, if required. The contractor will be required to complete operational and safety training for use of the cranes, as well as wear the appropriate PPE. The contractor will be responsible for all damage created by their use of the man-aboard cranes.

3.2.6 Safety Requirements: It is the responsibility of the Contractor to be aware of the safety requirements of personnel, equipment and products during the installation. All necessary protective coverings, shields, protective barriers, warning signs, etc., shall be furnished and installed by the Contractor where a hazard or potential hazard exists. The Contractor shall coordinate with the Government Inspector prior to installing protective coverings, shields, barriers, signs and barricades for concurrence and approval. The Contractor shall comply with all pertinent provisions of OSHA standards 29 CFR 1910 and 29 CFR 1926 when applicable. The Contractor will not be excused from requirements of all generally accepted safety standards, practices, rules and regulations as well as those established by this Statement of Work and/or the Contracting Officer. The Safety and Health office personnel may inspect the worksite at any time for compliance.

3.2.6.1 Hot Work Permit: Any work that has the potential to create heat or sparks requires a hot work permit to be issued by DLA and is required to be coordinated through the local fire department.

3.2.7 Personnel Protection. Personal protective equipment such as hard hats, safety shoes, safety glasses, fall protection harness etc., shall be worn in all areas and on all jobs as required by the Safety and Health Office. All hard hat areas shall be indicated by Contractor furnished signs.

3.2.8 Contractor Material. Housekeeping shall be maintained at a high level at all times. Scrap, waste and spoil material shall be removed on a daily basis.

3.2.9 Smoking is prohibited except in designated areas.

3.3. Work to be performed: The EDC DB high-bay is a roof-supporting rack system approximately 70 feet tall used as storage for smaller binnable material. There is varying degrees of damage to the DB rack, primarily from metal wings on the current Material Handling Equipment (MHE) man-aboard cranes that are used for safely entering and exiting the vehicle; these wings strike the uprights when not adjusted after entering the vehicle. All (32) aisles of DB are damaged and require remediation; because of similarity of damage in certain areas, remediation can be grouped into (2) general sections: East Face and West Face. The contractor shall supply all necessary labor and equipment to perform the rack repairs to restore the rack system to OEM design specifications.

3.3.1 East Face: The most severe damage is located on the East face of the rack system, where operators initially enter the MHE at start of shift. Reference Figure 1, below. The normal routine for entering and exiting the MHE for each aisle is via a catwalk connected to a mezzanine level, approximately 35 feet above ground level. For this reason, the damage is concentrated to the lower half of the first uprights on the East face, approximately 40 feet and below.

Work shall include the removal and replacement of damaged sections of uprights to each of the (32) rows of DB. Due to the amount and severity of damage to this face, it is required to replace the upright up to the highest point of significant damage. Being a roof-supporting system, any aisle being remediated will also require a supplementary support structure to account for the roof load until the upright replacement is completed. If necessary, it is the contractor’s responsibility for un-installing and re-installing affected crossmembers and/or bracing of uprights requiring remediation. Unloading of the bays being remediated is responsibility of DLA.

3.3.2 West Face: The West face of the DB rack system is considered a maintenance area and can be used for entering and exiting the MHE at ground-level. Reference Figure 1, below. The damage to this face of the rack is less severe and concentrated low to the ground.

Work shall include the installation of extra bracing to damaged sections of uprights to each of the (32) rows of DB. If necessary, it is the contractor’s responsibility for un-installing and re-installing affected crossmembers and/or bracing of uprights as required. Unloading of the bays being remediated is responsibility of DLA.

4.2. Partial Acceptance & Government Occupancy: Government warehousing and this contracted project work will co-exist within this building.
