About this file

This is a Statement of Work for the acquisition of a High-Temperature In-Situ (HT-IS) Indenter for the National Institute of Standards and Technology (NIST) Material Measurement Laboratory. The procurement seeks to acquire an instrumented indentation device compatible with installation inside a FEI Quanta 200 FEG ESEM that can conduct mechanical testing under vacuum conditions at temperatures up to 400°C. The device must support quasi-static and dynamic indentation testing at forces up to 500 mN, high-speed indentation mapping at 30+ indents per minute, scratch testing at normal forces up to 200 mN, and scanning probe microscopy with a 10 µm by 10 µm scan range. The instrument requires active independent heating of both sample and indenter probe with temperature monitoring capabilities and must be compatible with secondary electron and backscattered electron imaging during testing. The contractor must provide two indenter probes (one Berkovich, one Cube Corner) suitable for 400°C operation, 10 sample mounts for initial testing, all necessary hardware and software components, training for up to 2 users, and complete installation and demonstration services.

The contract includes five line items: the HT-IS Indenter hardware delivery and installation (due within 30 weeks of order with installation within 21 days of delivery), Year 1 and Year 2 service contracts providing one preventive maintenance visit annually with technical assistance and online diagnostic support, and Year 1 and Year 2 extended warranty coverage matching the manufacturer's standard factory warranty terms. All equipment must be new (no used, remanufactured, experimental, or prototype items), shipped in original manufacturer packaging, and delivered F.O.B. Destination to NIST Gaithersburg, Maryland, Building 223, Lab A126. Payment is due 100% upon installation, acceptance, successful demonstration, and completion of user training. The period of performance for the hardware line item is 40 weeks from award, while service and warranty line items are 12 months from award. Contractor personnel must have minimum 2 years of experience and comply with NIST security badge and vehicle registration requirements.

STATEMENT OF WORK

Title: High-Temperature In-Situ (HT-IS) Indenter

Lab: MML/643/Group 09

I. BACKGROUND INFORMATION

The semiconductor supply chain is global, specialized, and interconnected. Chipmakers do business with thousands of individual suppliers that provide the highly complex materials and tools used to produce semiconductors. To address the lack of full visibility into the semiconductors markets supply chain and R&D ecosystem gaps NIST will conduct the measurement science, or metrology, critical to the development of new materials, packaging, and production methods in chip manufacturing.

The Material Measurement Laboratory (MML) is one of seven metrology laboratories within the National Institute of Standards and Technology (NIST). The laboratory supports the NIST mission by serving as the national reference laboratory for measurements in the material sciences. Our activities range from fundamental and applied research on the composition, structure and properties of industrial, materials and processes, to the development and dissemination of tools including reference measurement procedures, certified reference materials, critically evaluated data, and best practice guides that help assure measurement quality. Our research and measurement services support areas of national importance, such as the CHIPS Metrology Program (as part of the CHIPS and Science Act).

The CHIPS Metrology Program emphasizes the development of measurement science and instrumentation within seven grand challenges that addresses the highest metrology priorities in semiconductor manufacturing. Grand Challenge (GC) 3 focusses on enabling metrology for integrating components in advanced packaging.

Under the programmatic umbrella of GC 3, MML is aiming to study the deformation behavior and measure mechanical properties (e.g., modulus, creep, yield stress, fracture toughness) as function of temperature of materials (such as, dielectrics and metals) and structures relevant to the semiconductor industry (such as, film stacks and dies).

For this purpose, NIST is seeking to acquire an instrumented indentation device that is designed to be operated inside a scanning electron microscope (SEM) to enable the in-situ observation of deformation phenomena during mechanical testing. Further, this instrumented indentation device (also referred to as “High-Temperature In-Situ Indenter” or “HT-IS Indenter” or “Instrument”) shall be capable of conducting instrumented indentation testing at elevated temperatures up to 400 °C and under vacuum conditions to study the effect of elevated temperatures on the deformation behavior and to measure temperature-dependent mechanical properties of structures and materials used in advanced packaging.
