Contract Line Item Numbers (CLIN) have not yet been defined and will be subsequently updated, if a solicitation is subsequently issued.

Paragraph 7’s quantities are only estimates and are likely to change, if a solicitation is subsequently issued.

1. Introduction

The United States Air Force (USAF) Mission Planning Systems (MPS) is a collaborative Department of Defense (DoD) program that leverages technical solutions and practices for all DoD aerial platforms. The Mission Planning equipment is a critical component for the USAF to effectively plan and coordinate operations worldwide.

The Mission Planning equipment must be capable of operating in both connected and disconnected network environments. This flexibility is essential to support USAF missions in various locations, including areas with limited or unreliable internet connectivity.

Adherence to the specifications outlined in this Statement of Work (SOW) is crucial to guarantee the safe, timely, and reliable operation of the MPS. Consistent performance is paramount to the success of USAF operations.

The USAF’s intent is to centrally store and distribute these Mission Planning equipment items through the USAF Supply System. This centralized management will ensure efficient and coordinated logistics, enabling the USAF to deploy the necessary equipment when and where it is needed.

This SOW outlines the technical specifications and requirements for the Mission Planning Mobile Computer Procurement, "Project: BLUE OCEANS" for the USAF. The USAF requires the purchase of a best-in-class 2-in-1 Detachable Tablet Device, along with associated peripherals, packaged in a durable, cardboard box.

Prior to shipment of the First Articles to the USAF, the Contractor shall submit representative Item A and Item B for International Safe Transit Association (ISTA) evaluation to a certified ISTA laboratory for assessment. The correct ISTA assessment is primarily determined by size, weight and method of shipment. The USAF typically reships Items using Less-Than-Truckload (LTL) and/or parcel delivery methods. Test Procedure 3B is most likely the appropriate choice based on expected size and weight of these Items. ISTA certification is not required for CLINs 0001-0006 (Evaluation and Early Production Items).

A functional assessment of the devices that undergo testing shall occur immediately following ISTA assessment. Devices must be capable of immediate operation following the ISTA assessment to be considered acceptable (Pass). All physical damage, including cosmetic scratches and the like, shall be noted in the ISTA report.

The complete ISTA Report shall be provided to the Government with or before delivery of the First Articles. The ISTA.ORG website is referenced in Section 2 of this document.

The Government shall not be responsible for any damage that occurs to the First Article(s) during evaluation, such as (but not limited to) ISTA testing/evaluation.

Failure to successfully deliver (in a timely manner) an acceptable First Article within the terms of the executed Delivery Order can be used a basis for contract termination.

10. Quality Assurance Inspections The Government shall, at their discretion, conduct Quality Control or “Pre-shipment” inspection of the Item(s) supplied after First Article Acceptance in performance of this SOW. The Contractor shall coordinate with a designated Government representative to conduct a “Pre-Shipment” Inspection before any shipments are made to the Government.
