About this file

This is a Statement of Work (SOW) for the acquisition of a Bond Strength Tester system for NIST's Physical Measurements Laboratory Device Fabrication Group in Boulder, Colorado. The government seeks a single commercial bond tester machine capable of conducting multiple types of force testing to support the development of new bond strength standards for the semiconductor industry. The equipment must be new (not used, remanufactured, experimental, or prototype), shipped in original manufacturer packaging with all documentation and software included.

The bond tester must meet specific technical requirements including a maximum footprint of 32 inches by 32 inches by 32 inches and weight of 200 pounds or less, with the ability to operate on standard 120V single-phase 60Hz 20-amp electrical service plus compressed air (75 psi) and vacuum (20 inch mercury) supplies. The system requires motorized X-Y-Z stage motion with 100mm x 100mm range in X-Y and 40mm in Z, with 1-micrometer resolution, and must support multiple testing modes: wire pull (100 gram-force), pull testing (10 kilogram-force), die shear (10 and 100 kilogram-force), and stud pull (100 kilogram-force), all with better than 1% accuracy. Additional requirements include configurable fixturing for chips 5-50mm and wafers up to 150mm, operator stereoscope and video camera for viewing, module exchange capability in under 5 minutes without recalibration, force versus distance profile recording, video monitoring and recording, and compliance with MIL-STD-883 test methods. Deliverables include machine drawings and installation documents within 2 weeks of order, system delivery within 15 weeks, and installation/testing/training within 4 weeks of delivery. Payment is structured at 35% upon receipt of documentation, 50% upon delivery, and 15% upon successful installation and training completion. The contractor must provide a minimum 12-month warranty, conduct onsite installation and training for up to three users at NIST's Boulder campus, and comply with NIST security and access requirements including site badging and vehicle registration for contractor personnel.

STATEMENT OF WORK

Title: Bond Strength Tester Lab: Physical Measurements Laboratory

I. BACKGROUND INFORMATION

The semiconductor supply chain is global, specialized, and interconnected. Chipmakers do business with thousands of individual suppliers that provide the highly complex materials and tools used to produce semiconductors. To address the lack of full visibility into the semiconductors markets supply chain and R&D ecosystem gaps NIST will conduct the measurement science, or metrology, critical to the development of new materials, packaging, and production methods in chip manufacturing.

The Physical Measurements Laboratory (PML) Device Fabrication Group (DFG) in the Quantum Sensors Division is part of a project to develop bond strength measurements and bond strength standards for dielectric, metal to metal, and hybrid bonding. As part of this program, the DFG intends to acquire and demonstrate the use of a commercial bond tester for these measurements and potential standards. The available lab spaces necessitate the acquisition of a bench top unit which can operate with minimal utility requirements. DGF micro-fabricate our own bond test structures that can be tested in shear or pull test mode depending on the fixturing. DFG will require the ability to design, produce, and install custom fixturing as we survey the possible measurement types.

II. PURPOSE

A bond tester machine that can conduct multiple types of force testing is requested. This machine will permit the goal of the development of new bond strength standards. New bond strength standards will better meet Semiconductor industry requirements for standards that are more repeatable and are more efficient requiring less time to implement.
