STATEMENT OF WORK
Cable Subscription Services
July 1, 2025
1.0 Purpose:
The United States Central Command (USCENTCOM) requires 24-hour news television subscription services for U.S. and coalition partners stationed at USCENTCOM for the purpose of monitoring world events.
2.0 Scope: The television subscription will provide service for all USCENTCOM locations on MacDill Air Force Base, Florida (Buildings 565, 570, 571, 3070, 3072, 3541, 847, 529 and 1047) for over 1000 LCDs, LED, Plasmas, and CRTs. The Middle Eastern news channels and The Israel Channel, along with major U.S. news agencies (CNN, Fox news, CNBC) are mandatory news channels required for USCENTCOM and the Coalition partners. Customer currently receives subscription services from Dish Network. USCENTCOM has purchased all the hardware necessary to receive the requested channels from Dish Network. Customer requires consolidated billing for television accounts and services listed in this SOW.
3.0 Requirements: This requirement is for a base year plus four (4) option years.
Base Year – One year Period of Performance will be from 1 July 2025 – 30 June 2026.
Option Year One – One year Period of Performance will be from 1 July 2026 - 30 June 2027.
Option Year Two – One year Period of Performance will be from 1 July 2027 - 30 June 2028.
Option Year Three – One year Period of Performance will be from 1 July 2028 - 30 June 2029.
Option Year Four – One year Period of Performance will be from 1 July 2029 - 30 June 2030.
CLIN Description Quantity Unit of Issue
Provide television services according to the SOW. Provide necessary maintenance, parts, tools, and labor for equipment used to provide television services for equipment required in CLIN 0001.

Switch over costs. This CLIN is to be used by contractors quoting a different television subscription carrier for the purpose of identifying any associated cost with purchasing equipment (hardware and/or software, e.g.; cable boxes, remotes, etc.)
required to provide service under a different carrier. This CLIN is a onetime cost and will only be applied to the base year if necessary.

Provide television services according to the SOW. Provide necessary maintenance, parts, tools, and labor for equipment used to provide television services for equipment required in CLIN 2001.

4.2 Required Channels: Customer is currently receiving and requires continued service for the channels listed in attachment # 1. Please note the Middle Eastern news channels (ie., The Arabic Elite package), and the major U.S.
news agencies (CNN, Fox News, CNBC, etc.) listed below are mandatory channels required for USCENTCOM television subscription.
5.0 Equipment:
Contractor shall either provide the necessary equipment or sell the necessary equipment to the Government to provide the required television subscription services. The Government currently owns the following equipment that can be used to provide satellite programming:
Dish Network Smartbox Dish Network VIP211K Satellite Receivers Manhattan DJ-1997 Free to Air Satellite Receivers Supporting, LEDs, LCDs, Plasmas, and CRTs

6.0 Satellite Infrastructure
Satellite Infrastructure includes but is not limited to:
a. Multiple satellite receivers from multiple dishes
b. Satellite distribution (Dish Network Smartbox) system for these satellite receivers.
7.0 System Specification:

5. All-Inclusive Maintenance: The vendor is required to provide maintenance for all USCENTCOM TV Systems. Vendor is to provide an all-inclusive maintenance price to include the following:
a) Provide routine preventative maintenance.
b) Periodic checks on equipment performance and documented signal strengths.
c) Ensure that all satellite receivers receive satellite transponders at signal strength high enough to receive all required television subscription services.
d) 24-hour repair turnaround in case of equipment breakdown after notification by USCENTCOM personnel.
e) Vendor will provide firm fixed price for New Satellite receiver, Smartbox card and labor rate for install.
f) Vendor must notify USCENTCOM of any network/channel lineup changes 30 days in advance verbally and written.
