ATTACHMENT 1

STATEMENT OF WORK

DESCRIPTION / SPECIFICATION

1) GENERAL DESCRIPTION

U.S. Immigration and Customs Enforcement (ICE) has an immediate requirement for an MPX 9mm Submachine Gun and P365 micro-pistol, chambered in 9mm Luger, replacement parts, accessories, and components. These firearm platforms will be relied upon by non-uniformed ICE law enforcement employees to perform official duties. The submachine guns and micro pistols must function reliably in an array of harsh environmental conditions often encountered by ICE armed employees throughout the world.

2) SCOPE

The contractor shall furnish all equipment on the attached sheet in accordance with the established Indefinite Delivery Indefinite Quantity (IDIQ) and the resulting Task Orders.

3) GENERAL REQUIREMENTS

3.1 Contractor shall be an authorized Sig Sauer Government distributor/dealer for the manufacturer of the firearm platforms, parts, and accessories.

3.2 Contractor shall acquire the firearm platforms, parts, and accessories from the manufacturers at its production facility.

3.3 The contractor shall identify from the manufacture the parts comprising the firearms platforms their company manufactures in house.

3.4 The contractor shall identify the parts from the manufacturer comprising the firearms platforms their company relies upon a secondary source to manufacture.

3.5 The contractor shall not change secondary source providers without written notification and approval of he Contracting Officer (CO) and Contracting Officer Representative (COR).

3.6 The contractor shall provide proof of liability insurance in the amount of

$5,000,000.00 USD.

3.7 The firearm platforms shall operate as designed and function safely and reliably with 9mm duty ammunition.

3.8 All items shall be new manufacture and free of workmanship and material defects.

3.9 All items shall be delivered within required timeframes.

3.10 Manufacturer shall maintain an in-house quality control capability.

3.11 The Manufacturer shall maintain an in-house failure analysis and U.S.

based repair capability for all warranty claims made by the government.

4) SPECIFICATIONS

4.1 Caliber

The duty pistol shall be chambered for 9mm Luger in accordance with SAAMI standards.

4.2 Action Type

The submachineguns will be both automatic and semi-automatic and the P365 pistols shall be semi-automatic, recoil operated, magazine fed, striker-fire design. The pistol shall not have a hammer either external or internal.

4.3 Weight

The MPX submachine guns will not exceed 5 lbs and the P365 pistols shall not exceed 22.50 ounces with an unloaded standard capacity magazine.

4.4 Height

The P365 pistols shall not exceed 5.50 inches inclusive of the sights and a fully seated standard capacity magazine.

4.5 Length

The P365 pistols shall not exceed 6.60 inches.

4.6 Width

The P365 pistols shall not exceed 1.30 inches.

4.7 Trigger Pull Weight

The firearm platforms shall have a smooth consistent trigger pull with a minimum pull of 5.00 pounds and a maximum pull of 8.00 pounds.

4.8 Trigger

A. The duty pistol shall have an overall length of travel distance not to exceed 0.60 inches.

B. Shall return to the forward most position after firing or manually cycling the action.

C. When the striker/firing pin is in the ready to fire or cocked position, the trigger shall return to the forward most position, if partially pressed and released (not fired).

D. Shall be flat to prevent a finger or gloved finger from binding or obstructing the articulation of the trigger.

E. Shall not be user level adjustable.

F. Shall have a re-set distance not to exceed .40 inches.

4.9 Safety Devices

A. Shall not have a thumb or grip safety device.

B. Shall not have a thumb or grip de-cocking device.

C. Shall not have a magazine disconnect.

D. Shall not have an integrated “lock-out” as a permanent part of the pistol.

E. Shall have internal safety device which the forward movement of the firing pin/striker without articulation of the trigger.

F. Shall have an internal safety which prevents the pistol from firing when dropped.

G. Shall have internal safety device which prevents the pistol from firing out of battery.

4.10 Fire Control Unit

A. Shall be constructed primarily of steel material.

B. Shall incorporate a progressive serial number range on right side of the unit.

4.11 Grip Module

A. Shall primary constructed of polymer material and be textured to provide a positive non-slip surface when wet or dry.

B. Shall have an integrated rail section, forward of the trigger guard, designed to accept and securely mount accessories.

a. Shall incorporate a beveled magazine well (at least three sides).

C. Shall be universal for a left or right handed shooter.

a. It is desired to have a passive round count capability.

D. It is desired the pistols have a replaceable grip module to accommodate different hand sizes and if so equipped;

1. Multiple replaceable grip modules sizes are acceptable.

4.12 Magazine

A. Shall have a minimum capacity of 10 and maximum of 17 rounds.

B. Shall drop free when the magazine release is fully depressed while the magazine body is in a vertical orientation.

C. Shall be matte black or grey in color and corrosion resistant.

D. Shall have witness holes corresponding to the number of rounds in the magazine.

E. Shall positively lock in the frame.

F. Shall be durable, not break and not disassemble when dropped, either empty, partially, or fully loaded.

4.13 Magazine Release

A. Shall be of a lateral push button design.

B. Shall be ambidextrous or reversible.

C. Shall be designed to release the magazine when fully depressed.

4.14 Slide

A. Shall not utilize a removable barrel bushing.

B. Shall be designed with serrations, checkering or stippling on both the left and right sides of the slide to the rear of the ejection port.

1. This gripping surface shall not be so aggressive as to cause injury to the user during manipulation of the firearm.

C. Shall incorporate a dove tail slot for the mounting of a rear sight.

D. Shall incorporate a dove tail or hole/post mount design (staking or screw) to affix the front sight firmly to the slide.

E. Shall require the use of a sight tool to adjust the rear sight for windage.

F. Shall lock to the rear, upon firing the last round in a fully seated magazine.

G. Shall lock to the rear, when manually pulled fully to the rear, with a fully seated empty magazine.

H. Shall not return to battery by the action of firmly and fully inserting a loaded or partially loaded magazine in the firearm.

4.15 Barrel

A. Shall be a minimum of 3.1 and maximum of 3.75 inches.

B. Length shall be measured with a depth gauge or dial caliper with depth gauge.

C. Measurement shall be taken in the follow manner;

1. The action shall be closed and the pistol in battery.

2. A depth gauge or dial caliper with depth gauge shall be inserted into the muzzle until it makes contact with the breach face.

3. The gauge shall be read at the furthest point of the muzzle.

D. Shall be chambered for 9mm Luger.

E. Shall be matte black in color.

F. Shall have a corrosion resistant bore and exterior finish.

G. Shall be rifled.

4.16 Slide Lock/Release

A. Shall be articulable with one shooting hand finger while maintaining positive grip of the pistol.

B. Shall lock the slide to the rear upon firing the last round in a magazine.

C. Shall be designed to prevent inadvertent movement or function by the shooter.

D. Shall, when the slide is locked to the rear, allow the slide to return to battery when depressed.

E. Shall allow the slide to return to battery from the slide locked open position when:

1. The user then pulls the slide fully to the rear (without touching the slide lock /release lever).

2. The user then releases the slide.

F. It is desired to have an optional extended slide lock/release.

4.17 Overall Finish

A. Frame, Slide and Barrel.

1. Shall be matte black or dark grey.

2. Shall be non-reflective.

3. Shall be durable and abrasion resistant.

4. Shall be corrosion resistant.

B. Internal components.

1. Shall be durable and abrasion resistant.

2. Shall be corrosion resistant.

3. Shall not be reflective or shinny.

4.18 Sights

A. Shall be metallic design.

B. Shall be durable.

C. Shall be matte black in color.

D. Shall be non-reflective.

E. Shall be corrosion resistant.

1. Shall not be damaged by commonly used and commercially available firearms solvents and lubricants.

F. Shall have a windage adjustable rear sight.

G. Shall be elevation adjustable by the replacement of the rear sight.

H. Shall be of a 3-dot tritium night sight design.

1. Shall be green or yellow in color.

2. Shall allow be designed for horizontal alignment.

3. The front sight shall have photo luminescent paint.

I. Shall be designed to allow the user to rapidly acquire a proper sight alignment.

J. Shall be Trijicon HD or equivalent.

K. Shall be included in the pistol warranty.

4.19 User Level Disassembly and Reassembly

A. Shall not require the use of any tools.

B. Shall be designed to prevent improper or incorrect user level re-assembly after cleaning.

C. It is desired that trigger articulation is not part of the disassembly sequence.

4.20 Bore Axis

A. It is desired the firearm be designed with a low bore axis.

B. Bore axis height shall be specifically stated in a COC provided by the contractor.

C. The bore axis height shall be verified by measuring from the centerline of the bore to the lowest point in the grip back strap from the highpoint on the grip where the web of the firing hand rests.

5) REPLACEMENT PARTS

Duty pistol parts shall be 100% interchangeable between duty pistols without additional fitting or alteration with the exception of the frame, slide and barrel.

5.1 The contractor shall provide a complete list and exploded diagram with nomenclature description of all parts, including optional parts, which comprise the duty pistol.

6) ACCESSORIES and COMPONENTS

The contractor shall provide a list to the government of all accessories and or components the contractor sells or offer which may be used as part of or in conjunction with the duty pistol. This list shall be incorporated and become part of the contract. Items may include but are not limited to: lock boxes, cleaning supplies, sight adjustment tools, holsters, magazine pouches, dummy rounds, etc.

7) AUTHORIZED BUYERS

ICE shall limit the U.S. Department of Defense and any U.S. federal law enforcement or national security agency to purchase any and all contracted items after written request and subsequent approval.

8) GOVERNMENT ACCESS OF CONTRACTOR’s

FACILITY

8.1 The contractor shall permit the government to conduct quality control inspections of the contractor’s facility to ensure consistency of manufacture and quality of products ordered and delivered.

A. The authorized inspection team shall be identified in writing by the

COR or CO.

B. The minimum advance notice of inspection shall be three business days.

C. Inspection shall be permitted within three business days of notice.

D. Inspection shall include all aspects of manufacturing, testing, quality control, packaging and delivery.

9) SECURITY AND ACCESS CONTROL

9.1 Due to the security requirements of Government facilities, the Offeror is required to complete a SF86 (and related forms) and submit fingerprint cards for all personnel participating in on-site visits, at least thirty (30) days prior to visits. Offeror personnel, with Government clearance or interim access approval, will be allowed on Government property.

9.2 All required security forms and fingerprint cards will be provided by the

COR, upon request.

9.3 All on-site visits require a minimum of 24 hours advance notice, unless an exigent circumstance exists, which will require prior COR approval.

9.4 All contractor employees participating in solicitation testing or training.

shall provide proof of no felony convictions and or restriction prohibiting.

the possession of firearms and or ammunition.

10) REPORTING REQUIREMENTS

10.1 The contractor shall submit a monthly (30) day report to the CO and COR providing the status of all open orders. The report shall include the following:

A. Contract number.

B. Year of contract.

C. Delivery order number.

D. Deliver order date.

E. Quantity for each contract line-item number (CLIN) F. Total delivery order obligation amount.

G. Total delivery order amount cumulative for the life of the contract broken down into individual years.

H. Delivery order due date.

10.2 The contractor shall submit a bi-weekly report to the CO and the COR for any past due order signed by the principal of the company. At a minimum the report shall contain:

A. Delivery order number.

B. Deliver order date.

C. Quantity for each contract line-item number (CLIN) past due.

D. Total delivery order obligation amount.

E. Total delivery order amount outstanding.

F. Delivery order due date.

G. Anticipated due date.

H. Detailed description of the problem encountered causing the past due deficiency.

I. Detailed description the contractor has taken to prevent the problem from occurring in future potential delivery orders.

11) PACKING AND IDENTIFICATION

11.1 The Offeror shall possess the capability of tracking all weapons, parts, and accessories sold and shipped under this contract. Upon request, the Offeror shall supply this information to the COR.

11.2 Weapons, parts, and accessories shall be shipped in a sealed clear plastic bag, with a label on the exterior of the plastic bag, which lists the name of recipient, DHS ICE order number, size, and serial number. All items shall be secured shall be secured inside a sturdy cardboard box.

11.3 For security purposes, there shall be no Offeror markings, references to the contents or the name of Government personnel on the exterior of any boxes used for shipping weapons, parts, and accessories.

12) DELIVERY

12.1 The Offeror shall deliver weapons, parts, and accessories within one-hundred eighty (180) days after receipt of order. If timeframe cannot be met, the Offeror shall notify COR of the reason for the delay and anticipated delivery date.

12.2 Delivery of weapons, parts, and accessories shall be FOB “Destination” within the United States and its territories.

12.3 All weapons, parts, and accessories shall be delivered to Armory Operations Unit at 320 E. Chestnut Avenue, Altoona, PA 16640.

13) QUALITY CONTROL/QUALITY ASSURANCE

PROGRAM

13.1 Offeror shall maintain a Quality Control Plan (QCP) with sufficient testing measures that are applied to all weapons delivered to the Government.

13.2 During Government testing, failures shall be treated as warranty violations and will require replacement of the weapon, part, or accessory.

13.3 The Offeror shall ensure adequate corrective action is taken, within twenty (2) ) business days of written notification, to prevent future repeat defects or deficiencies. Corrective action shall include replacement of all defective or deficient weapons, parts, or accessories and submission of a failure analysis report to the COR.
