Statement of Work
Use this document to detail the Statement of Work.
TITLE: Absorber Replacement for VESDA Pipe Install Enter
Requesting Laboratory / Division / Group:
Communications Technology Laboratory RF Technology Division Electromagnetic Fields Group 672.02
Scope of Work:
The Electromagnetic Fields Group is in need of the replacement of radio-frequency (RF) absorber on the ceiling of an anechoic chamber, in conjunction with an install of a new VESDA pipe. This scope of work includes the removal of existing absorber, allowing a VESDA pipe to be installed on the ceiling of the chamber, then installing new absorber over top of the VESDA pipe. This includes modifying the absorber on-site to accommodate the VESDA pipe. This work must be coordinated with the contractor installing the VESDA pipe to minimize down-time.
Objective(s):
Existing RF absorber in the Wing 6 anechoic chamber will be replaced with new absorber, in conjunction with the install of a new VESDA pipe. This will be coordinated with the VESDA contractor to minimize down-time of the chamber. The outcome of this work will allow a VESDA air sampling pipe to be installed to fix the fire suppression system, and to restore the anechoic chamber to its previous performance.

General Requirements:
New RF absorber will be provided by the contractor and be ready at the time of the VESDA pipe install. The RF absorber will be certified to meet NRL 8093 Tests 1, 2, and 3, as detailed in Special Material Requirements below. Contractor will coordinate with the VESDA pipe contractor so that the install will be scheduled to coincide with the VESDA pipe install.
Contractor will remove existing absorber according to the VESDA pipe path provided by VESDA pipe contractor in advance of the VESDA pipe install. Contractor will provide disposal of existing absorber. Contractor must provide all supplies necessary to permanently attach RF absorber to ceiling.

Place of Performance:
This work will take place in the anechoic chamber located on the Boulder campus of NIST, 325 Broadway, Boulder, CO 80305, in Building 1, Wing 6, room 1-4611.
Period of Performance/Delivery Date:
3 Months ARO. The install will be coordinated with the VESDA pipe install contractor and must take place when they are able to perform their work.

Security:
(1) NIST is a restricted campus. An identification badge is required for access into buildings and must be presented to the armed Security Police when entering the campus.
(2) Regular Business Hours: Regular business hours are Monday through Friday, 8:00 am to 5:00 pm Local Time.
(3) Identification Badges: Contractor employees shall comply with NIST identification and access requirements. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office.
(4) Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued. The pass shall be displayed on the vehicle in accordance with NIST Security Office instructions.

Special Material Requirements:
RF Absorber must be pyramidal foam absorber, tested using Naval Research Lab (NRL) test method, with normal incidence reflectivities of:
1 GHz < -40 dB 3 GHz < -40 dB 5 GHz < -50 dB 10 GHz < -50 dB 18 GHz < -50 dB 30 GHz < -50 dB
All RF absorber in Task 1 must be fire retardant and self-extinguishing. It must meet NRL 8093 Tests 1, 2, and 3.
