Statement of Work – Back Bay NWR Remove and Replace Boardwalk Trail/Overlook/Platform Solicitation # 140F0520R0025
STATEMENT OF WORK
Back Bay National Wildlife Refuge, VA
Boardwalk, Overlook and Platform Replacement
1. Introduction
Back Bay National Wildlife Refuge, located in Virginia Beach, VA, was established in 1938 as a wintering and feeding/resting area for migratory birds. Currently encompassing over 9,200 acres, the refuge provides numerous habitats to migratory birds and resident wildlife including wetland/marsh, upland forest, scrub/shrub and beach/dune. The refuge offers wildlife-oriented public use opportunities including hiking, biking, interpretation, wildlife observation, photography, environmental education, and fishing to over 75,000 visitors annually.
2. Scope The intent of this contract is to remove and replace an aged boardwalk trail, overlook with stairs and a pond platform/ramp.
3. Background The existing boardwalk trail was constructed in 1973 and has undergone numerous repairs throughout the years. The boardwalk is now showing signs of severe deterioration and has become a safety concern. Additionally, it has been deemed necessary to raise the height of the existing boardwalk and overlook due to the decades of growth surrounding the site, shifting dunes and rising water levels in a portion of the site.
The Pond Platform has similarly deteriorated over time and has become a safety hazard for visiting school groups. Water levels have also risen, requiring us to raising this platform to the height of the ramp.
4. Deliverables:
• Contractor must provide submittals for all materials to be approval by FWS.
• Contractor shall provide design drawings/plan for the boardwalks and platforms being replaced, prepared by a professional engineer for use in its construction.
• Contractor will remove and dispose of existing boardwalk (including section not being replaced), overlook and pond platform (all materials).
• Contractor will furnish and construct new ADA compliant boardwalk, overlook, stairs and pond platform/ramp.

All measurements are approximate and should be verified by Contractor.

The stairs and ramp are not drawn, but shall be constructed as described in the statement of work. The Contractor shall work closely with the onsite Government representative during construction, and construct the boardwalk and platform to suit existing field conditions.

There are two boardwalk sections to be removed and replaced, Section I (400’) and II (150’). Both sections will be 6 feet wide and decking used will be 2”x 6” treated decking (composite decking for Alternate Line 6) and fixed using stainless steel screws. Posts are to be constructed of 4”x4” CCA at 0.80 treated posts. The posts will be placed every 6 feet with 2”x6” cross members (treated) on both sides of posts and through bolted with 3/8” galvanized bolts. There will be five 2”x6” stringers (treated) equally placed on top of cross members. The outside members will also be through bolted as well to the posts.
The Boardwalk sections (approximately 150 linear feet) with height greater than 30 inches above grade requiring ADA compliance guard railing will be constructed out of 2”x4”, 42” tall, with a 2” x 4” mid rail. All other sections of boardwalk will have 2”x4” curbing installed (this is for approximately 400 linear feet of boardwalk).
Overlook The 12’x16’ overlook will be constructed of 6”x6”x16’ CCA at 0.80 (treated posts). It will be elevated 6 feet above ground. The posts will be 8 feet apart and 6 feet apart. The cross members will be 2”x10” (treated) and will be fixed to both sides of the post and through bolted using 3/8” galvanized bolts. The stringers will be 2”x8” (treated) and be spaced 16” on center with the outside stringers through bolted to the posts. The decking will be treated 2”x6” (composite decking for Alternate Line 6) fixed with stainless steel screws. 42 inch high railing is required for all 4 sides of the overlook platform, with one opening for the stairway.
There is one boardwalk section to be removed, 6’ wide and approximately 215’ long. It is located between the existing Overlook and the beach/primary dune. This section will be replaced with stairs to the sand. The stairs from the overlook will be 6 feet wide and the height from the ground will determine the length. It will be constructed of treated 12”x12” stringers with 12” treated treads (composite treads for Alternate Line 6) and treated 2”x4” handrails.

The platform will be 16'x20', elevated 6 feet off the ground (bottom of pond). The 8 inch diameter wood poles for the dock will be CCA treated and consist of 9 or more poles. The cross members will be treated 2"x12" through bolted using two 1/2" galvanized bolts. The stringers will be treated 2"x10" spaced 16" on center. 42 inch high railing will be constructed of 4"x4" posts and 2"x4" rails. The deck boards will be treated 2"x6" (composite decking for Alternate Line 6) fixed with stainless steel screws.

Ramp (6’x20') The ramp (with 42 inch high railing) will be constructed with six treated poles. The 2"x6" cross members will be bolted using galvanized through bolts and 2x 6" Stringers. Deck boards will be 2"x6" treated lumber (composite decking for Alternate Line 6) fastened with stainless steel screws.
Contractor is responsible for removing and disposing of all existing structures.
If composite decking is selected for any Alternate Line item, the polymer composite decking shall be made of high-density polyethylene (HDPE) made from post consumer plastic waste, resulting in a finished product containing up to 90% recycled plastic by weight.
In the unlikely event an inadvertent discovery of cultural material is discovered during the project all work in the vicinity will cease and Greg Owens, Facility Manager, will be contacted immediately. Refuge staff will take appropriate action to identify and determine significance of find before work in the area can continue. Work outside the immediate area can continue as planned. Cultural material includes but not limited to; glass, ceramic, bone, brick etc.
6. Delivery/Work Site U.S. Fish & Wildlife Service, Back Bay National Wildlife Refuge 4005 Sandpiper Road, Virginia Beach, VA 23456.
Work shall be performed during daylight hours (Preferred 8 AM - 4PM) during the workweek, Monday thru Friday excluding Federal Holidays. Work shall be coordinated and scheduled at least 48 hours in advance for days planned to work onsite with Facilities Manager, Greg Owens.
The Contractor shall be responsible for strict compliance with all provisions of Occupational Safety and Health Administration (OSHA) requirements 29 CFR 1910 and 29 CFR 1926 during the performance of the work.
7. Period of Performance Work shall be completed within 180 days of issuance of Notice to Proceed.

9. Important Dates & Site Visit Information:
a) Site Inspection:
Prospective Contractors are highly encouraged to inspect the site prior to submitting a quote.
The inspection date will be scheduled by the Contracting Officer to meet at the Refuge Visitor Center, 4005 Sandpiper Road in Virginia Beach, VA 23456.
b) Question Submission:
All questions regarding this Solicitation must be submitted in writing to the Contracting Officer via e-mail to todd_annes@fws.gov.
c) Quote Submission:
Quotes must be transmitted via e-mail to the Contracting Officer. The point of contact regarding this solicitation is the Contracting Officer.
