Railcar Mover Lease

1. PERFORMANCE OF WORK STATEMENT (PWS)

1.1 Scope. The requiring activity is Norfolk Naval Shipyard (NNSY), Portsmouth, Virginia. NNSY

Lifting & Handling Department (L&HD) requires a firm fixed price for equipment lease of one (1) railcar mover with an option to lease for a second year if required to support NNSY workload. The contractor shall be responsible for providing company certified technicians, transportation, equipment, tools, materials, supervision, technical expertise, and OEM engineering support to repair or perform life cycle maintenance on the railcar mover(s) at NNSY when required by the L&HD or the equipment life cycle maintenance intervals during the lease period.

3. REQUIREMENTS

3.1 Safety and Personnel Protective Equipment (PPE)

3.1.1 Personal Protective Equipment (PPE). The contractor is responsible for providing all their employees PPE and ensuring they utilize PPE while on NNSY property. All personnel will follow site requirements for wearing PPE at all times while in a posted area. Mandatory PPE includes a hard hat, safety glasses with side shields, steel-toed safety shoes, and hearing protection on their person in case it is needed. In addition, all personnel shall wear any additional PPE as appropriate to control hazards of the work being performed

(examples: life vests, personal fall arrest systems).

3.1.2 Fall Protection. The Contractor shall provide and utilize proper guarding around every open-sided platform and work surface edge or shall use other means of fall protection to include a fall protection safety harness and lanyard, fall restraint system, safety nets, or other appropriate protection against fall hazards meeting the requirements of 29 CFR 1910, 29 CFR 1915, and 29 CFR 1926.

3.2 Spill Control and Cleanliness

3.2.1 Spill Contingency and Control. The Contractor shall notify the shipyard Fire Division at

757-396-3333 immediately upon discovery of any spill discharge, regardless if Contractor generated or by another source. Notification shall identify when spills/discharges are Contractor caused. The Contractor shall cleanup all spills and discharges caused by any of its work operations. The Contractor shall maintain cleanup capability commensurate with the spill potential of its work operations.

3.2 Job Site Cleanliness. A “clean-as-you-go” work methodology for contractor work shall be used to maintain a level of cleanliness that will not cause a work environment to be unsafe. The level of cleanliness expected at NNSY is as follows: Surface shall be visually free of grease, oil, flux, scale, dirt, loose particles and any other contamination foreign to the base metal. Tap water residues on all metals and light superficial rust on carbon steel surfaces, caused by short-term exposure to the atmosphere, are permitted. Light dust on cleaned surfaces is not objectionable, if the quantity and size of the particle does not adversely affect system operations.

3.3 Contractor Shipyard Entry

3.3.1 Contractor Shipyard Entry. Commander, Navy Installations Command (CNIC), has established the Defense Biometric Identification System, (DBIDS), a standardized process for granting unescorted access privileges to vendors, contractors, suppliers and service providers not otherwise entitled to the issuance of a Common Access Card (CAC) who seek access to and can provide justification to enter Navy installations and facilities. The Contractor shall obtain and maintain DBIDS access for NNSY for all of its personnel for the duration of this Contract. For the requirements herein, participation in the DBIDS is mandatory. The Government will not be responsible for any cost or lost time associated with obtaining daily passes or added vehicle inspections incurred by non-participants in the DBIDS. The Contractor and sub-contractors shall obtain and maintain long-term credentials through enrollment, registration, background vetting, screening, issuance of credentials, and electronic validation of credentials. Any new contractor, vendor or supplier requesting base access will be required to obtain a DBIDS credential.

NCACS credentials will no longer be issued. Only DBIDS credentials will be issued to ALL contractors, vendors and suppliers seeking base access. Defense Biometric Identification System (DBIDS) increases installation security and communications by receiving frequent database updates on changes to personnel/credential status, law enforcement warrants, lost/stolen cards, and force protection conditions. The system provides a continuous vetting anytime the DBIDS card is scanned at an installation entry point.

If you currently have a Navy Commercial Access Control System (NCACS) card, the following is required to get a

DBIDS credential:

Present your NCACS Card and a completed copy of the SECNAV FORM 5512/1 to the base Visitor

Control Center representative.

The VCC will pull up your information in the computer, ensuring all information is current and correct.

Once your information is validated, a temporary DBIDS credential is provided.

Your temporary credential will have an expiration date, prior to which you will need to obtain your permanent DBIDS credential (~ 90 days).

For each additional U.S. Navy installation to which you need access, the first time you visit you only need to bring your DBIDS credential and statement of purpose for Base access when arriving at the Visitor

Control Center.

The representative will enter base access authorization and then you may proceed to work. If you do NOT have an NCACS Card, the following is required to obtain a DBIDS credential:

Present a letter or official document from my government sponsoring organization that provides the purpose for your access.

Present valid identification, such as a passport or Real ID Act-compliant state driver's license.

Present a completed copy of the SECNAV 5512/1 form to obtain your background check.

Upon completion of the background check, the Visitor Control Center representative will complete the

DBIDS enrollment process, which includes your photo, finger prints, Base restrictions, and several other assessments; after all this is done, you will be provided with your new DBIDS credential.

You may now proceed to work.

One-Day Passes. Participation in the DBIDS is not mandatory, and if the Contractor chooses to not participate, the

Contractor's personnel will have to obtain daily passes, be subject to daily mandatory vehicle inspection, and will have limited access to the installation. The Government will not be responsible for any cost or lost time associated with obtaining daily passes or added vehicle inspections incurred by non-participants in the DBIDS.

3.4 Portable Electronic Devices (PEDs)

3.4.1 Portable Electronic Devices (PEDs). COMSUBLANT/COMSUBPACINST 2075.1C, the use of PEDs while in or on Department of Navy controlled industrial areas are prohibited. A PED is defined as any non-stationary electronic apparatus with singular or multiple capabilities of, but not limited to recording, storing, and/or transmitting data, voice, video, or photo images. Cell phones, laptops, and tablets necessary to perform proprietary work in accordance with this PWS are permissible.

3.5 General Work Specifications

3.5.1 Equipment Lease. The contractor shall provide equipment lease of one (1) railcar mover with an option to lease for a second year if required to support NNSY workload. The contractor shall be responsible for providing company certified technicians, transportation, equipment, tools, materials, supervision, technical expertise, and OEM engineering support to repair or perform life cycle maintenance on the railcar mover(s) at NNSY when required by the L&HD or the equipment life cycle maintenance intervals during the lease period.

3.5.2 Contractor workmanship. Contractor workmanship shall provide a standard of quality consistent with that of OEM specifications, shop practices and the government high quality expectations. The contractor shall perform repairs or life cycle maintenance work in accordance within latest OEM publications cited in section 2 of this PWS.

3.5.3 Contractor notification. The contractor and the Contracting Officer shall receive notice from the L&HD Contracting Officer (COR) that a service (repair or life cycle maintenance) is required due to the railcar mover malfunctioning or being inoperative. The contractor shall mobilize to NNSY to troubleshoot, repair, and restore the railcar mover to an operational condition. Railcar repairs or life cycle maintenance shall be performed during normal shipyard business hours only. Normal shipyard business hours are 0730-1600 Monday through Friday, excluding federal holidays.

3.5.4 Contractor Response Time. For non-emergent service requests, the contractor shall mobilized to NNSY within 72 hours after notification from the Contracting Officer that the railcar mover is malfunctioning or is inoperative. For emergent service requests, the contractor shall mobilize to NNSY within 24 hours after notification from the Contracting Officer the railcar mover is malfunctioning or is inoperative.

Emergent service requests are deemed as conditions that jeopardize the safety of the equipment (may result in substantial damage or equipment failure) or safety of personnel (may result in injury or death), or may adversely affect the shipyard work schedule (may result in extremely large financial burden to the Government due to schedule delay).

3.6 Lease Requirements

3.6.1 Equipment Lease. The Equipment shall be leased for a minimum of twelve (12) months from the date of contract award. Exercising a second option year for lease will be determined before the twelve month lease expires. Option year leasing will be determined based on NNSY need. Transportation of the railcar mover will be performed by the contractor. The government will provide assistance as required to unload the railcar mover at NNSY. Government need date (unit on site) is no later than 1 NOV 2022. The rental unit is not required to be new manufacture but must meet factory operational standards to satisfy reliability.

3.6.2 Equipment Use. Contract shall include unlimited hourly use of leased equipment.

Contractor is to supply an equipment life cycle schedule to the Government and intervals based on equipment hourly use. NNSY will notify the contractor when life cycle item intervals will be reached and need to be scheduled.

For contractor life cycle tracking purposes, worse case hourly use is not expected to exceed the following rate: eight

(8) hour work days, or forty (40) hours a week, or one hundred seventy-six (176) hours a month.

3.6.3 Life Cycle Maintenance and Repair Location. All contractor repairs and life cycle work shall be performed at NNSY unless the contractor deems it necessary to remove the equipment. Removed equipment shall be at contractor expense as the Government expects an operational equipment on site during the contracted period of performance.

3.6.4 Assumption of Customer Risk. The Government (customer) assumes use risk after

Government personnel are trained by the awarded contractor to operate the equipment safely and within OEM guidelines. Government assumes all risk of and responsibility for injury to Government personnel or damage to leased equipment caused by Government neglect, error, or miss-use up to and including full replacement cost of the leased equipment.

3.6.5 Equipment Operation Manuals. The contractor shall provide a copy of all equipment operation manuals.

3.7 Equipment Requirements

3.7.1 Specifications.

3.7.1.1 The Contractor shall provide a quantity of one (1) diesel-engine railcar mover. The railcar mover shall, as a minimum, be in accordance with the requirements of this specification and shall be the manufacturer’s standard commercial product with the allowance of minor modifications to meet the specifications herein. When specific requirements are not stated herein all items listed as standard equipment in the contractor’s published specification brochures and catalogs, or normally furnished to commercial customers as standard equipment, shall be furnished. The railcar mover shall be equipped with all components necessary to enable it to function reliably and efficiently in sustained operation. The railcar mover shall conform to all Federal laws and regulations applicable to the manufacturing, safety, and pollution standards that are in effect for this type of equipment at the time of manufacture. Railcar mover minimum requirements include:

a. The railcar mover shall be a commercially available model previously tested and approved with minor modifications as required to meet the requirements of this work statement.

b. The railcar mover shall be designed to operate on North American standard rail gage (56.5 inches) and shall be capable of lowering and raising the flanged guide wheels for rail-to road and road-to-rail transfer from the operator’s seat. The rail at Norfolk Naval Shipyard is embedded.

c. The railcar mover shall be capable of crossing over semi-exposed rails, and transferring from road-to-rail and rail-to-road operation with no sign of instability and no loss of control including places where the running surface of the railroad track is above the adjacent surface 2-inches or less.

d. The railcar mover shall be capable of providing maximum tractive effort without the use of a weight transfer type coupler system. No weight transfer of any kind shall be permitted.

e. The railcar mover shall offer a starting tractive effort of 60,000 lbs.

f. The railcar mover shall be capable of efficiently maneuvering railway rolling stock through a 125-foot radius curve from a stopped position when coupled at either end in forward and reverse directions. This may be accomplished using alternative coupler designs, such as pivot couplers or extended couplers. The railcar mover shall be equipped with longer than standard-length train-air air hoses if necessary to maneuver the railway cars though the curves. The railcar mover under normal operation shall successfully maneuver up to seven (7) loaded 80-ton flat cars up a 3-percent grade from a stopped position when coupled at either end in forward and reverse directions.

g. The railcar mover shall conform to the requirements of AAR “Plate-F” clearances in addition to more stringent clearance requirements specified herein.

h. Provision shall be made to determine from the operator’s seat when the rail guide wheels can be safely lowered to transfer the railcar mover from road-to-rail use.

i. The railcar mover shall be designed to provide rubber tire traction for on-rail use and on-road use.

j. The railcar mover shall be powered by a properly sized diesel engine meeting the current EPA Tier regulations at the time of equipment manufacture.

k. In addition, the following equipment shall be included with each railcar mover leased by the Government:

l. Air bell or electronic air bell – quantity one (1) per unit

m. Air horn – quantity one (1) per unit

n. Air conditioners and cabin heaters of sufficient size to provide operator comfort in ambient air temperature extremes.

o. The railcar mover shall be equipped with visibility cameras and cab-mounted monitor. Cameras shall provide a clear view (to the operator in the cab) of the front and rear of the railcar mover, couplings, and clear view of the movement of the track wheels as they engage and disengage the rail. Cameras shall not have the ability to record, store or broadcast video or still images, and shall provide a live video feed only to the cab located video monitor(s).

p. Battery tender unit utilizing standard NEMA 5-20 connections. The battery tender unit shall be permanently mounted to the railcar mover.

q. Handholds, platforms, and railings shall be provided for the safety of operating personnel and shall conform to the requirements of 49 CFR part 229 and 231, and AAR regulations to the greatest extent practicable.

Any deviations from requirements of 49 CFR part 229, 49 CFR 231, and AAR regulations required to meet clearances shall be identified in the response to the solicitation.

r. Lubrication system, Single Point High Pressure. This function shall lubricate all locations requiring lubrication to the maximum extent possible. Any remaining lubrication points requiring regular attention shall be easily accessible without the use of special tools or ladders.

s. Mirrors, Heated (Left and Right Front).

t. Emergency Stop Control – The railcar mover shall be equipped with Wireless Remote Handheld Emergency

Stop Control. The railcar mover shall not be equipped with any other wireless remote control operation except for Emergency Stop Control.

u. The railcar mover shall not be equipped with cellular or GPS based equipment monitoring systems. If this equipment is part of the base model, it must be removed prior to delivery.

v. Remotely (from cab) activated decoupling of cars.

w. Automatic sanders that can be engaged from the cab. Sand reservoirs shall be accessible and fill-able without special equipment or ladders.

x. Each railcar mover shall be provided with an auxiliary compressed air line and hose reel of sufficient length to provide air to all pneumatic tires.

y. Each railcar mover shall be equipped with a portable fire extinguisher (10 lb. or larger BC type).

z. Manuals: The Offerors shall supply one complete set of commercial manuals for each unit, including operation, maintenance, and parts with each railway railcar mover. The parts manuals shall list the contractor’s part numbers, as well as the component and equipment manufacturer’s part number, as applicable. A recommended itemized spare parts list with costs shall be provided.

3.8 Training

3.8.1 Training Type. The contractor shall provide two days of combined classroom and hands-on training for 6-8 operators on-site at the delivery location within fourteen days following delivery of the railcar mover and in cooperation with the government. The contractor shall also provide a video training course on DVD within this timeframe. The video shall verbally and visually provide the users with all the information required for maintenance and operation of the railcar mover and its components using the provided commercial manual as a baseline.

3.8.1.1 Classroom Training

3.9 Deliverables and Schedule

3.9.1 The railcar mover, including necessary tools, and publications/manuals, shall be preserved and packed in accordance with the contractor’s standard commercial practice and shall assure acceptance by common carrier and provide product protection against deterioration, loss, and damage during shipment, handling, and storage. The Government will review if acceptable upon delivery.

3.10 Quality Assurance

3.10.1 Quality provision. The railcar mover shall be operational after completion of each contractor service call (repair or maintenance). Prior to leaving the site, the contractor will demonstrate to the

Government representative that the serviced railcar mover is operating correctly.

3.10.2 Contractor evaluation. The Government shall evaluate the contractor’s performance under this contract using the below contractor review standards. Contractor performance issues that do not meet these standards will be tracked in the Lifting & Handling Department surveillance program. Copies of submitted surveillances will be given to the Contracting Officer and the contractor.

Performance (is the service performed in a reasonable amount of time)

Cleanliness (does the contractor perform clean-as-you-go)

Is the railcar mover reliable

3.11 Disputes. Any disputes between the L&HD COR or designated representative and the contractor technician regarding contractor performance will be immediately referred to the Contracting Officer.

4 PERIOD OF PERFORMANCE (POP)

4.1 The contract POP shall be equipment leased for a minimum of twelve (12) months from

September 26, 2022 - September 25, 2023 for the base year, with the option of September 26, 2023 – September

25, 2024. Option year leasing will be determined based on NNSY need.
