About this file
This Statement of Work (SOW) outlines the procurement of a benchtop spectroradiometer system with flexible microscope probes and a Software Development Kit (SDK) for the FDA's Center for Devices and Radiological Health (CDRH), Office of Science and Engineering Laboratories (OSEL), under contract CDRH-OSEL-26-C-D718. The system is intended for developing color performance evaluation methods and regulatory science tools in digital pathology applications.
Item 1 specifies a spectroradiometer with a wavelength range of 380-780 nm, back-thinned and cooled CCD detector with at least 512 elements, spectral resolution less than 5 nm with variable resolution capability, 16-bit digital resolution, wavelength accuracy below 0.5 nm, luminance accuracy within ±3%, and integration time ranging from 10 milliseconds to 60 seconds. Additional requirements include stray light below 0.06%, polarization error under 2%, variable internal aperture diameters of 2 degrees, 1 degree, and 0.1-0.25 degrees, sensitivity of at least 5×10⁻⁵ cd/m², color accuracy (x,y) within ±0.002, color repeatability within ±0.0005, an integrated neutral density filter (ND1 or ND2), USB communication, physical dimensions under 20 cm × 36 cm × 36 cm, and weight under 10 kg. Item 2 requires flexible probes at least 4 feet long with 0.125-inch diameter tips designed for luminance and radiance measurements. Item 3 calls for a fully documented SDK capable of controlling the spectroradiometer, displaying and analyzing measurements, exporting data in Excel or ASCII format, providing command-line support for third-party software integration (Python, MATLAB), and compatibility with Windows 10 Operating System or later.
General requirements mandate new, non-refurbished equipment with calibration prior to delivery, including calibration certificates or test reports, and support for recalibration at the supplier's facility or on-site at the FDA facility in Silver Spring, Maryland (10903 New Hampshire Ave, WO62-3133). The contractor must provide a minimum one-year warranty, software support during normal business hours, and include all shipping and handling costs in quotes. Delivery is required within 60 days of contract award, with all deliverables packaged, marked, and shipped according to government specifications, including the contract number and contractor name. The work is expected to be completed in the first year.
