Phase 6 Painting – Boise VAMC (Statement of Work)

This Statement of Work outlines the exterior painting and coating requirements for three buildings at the Boise VA Medical Center, 500 West Fort Street, Boise, ID 83702. The contractor must furnish all labor, materials, equipment, supervision, and incidentals necessary to prepare and paint designated exterior building elements in accordance with manufacturer specifications and applicable VA standards. All work shall be coordinated with the Contracting Officer's Representative (COR) and Facility Engineering Service regarding work hours, site access, equipment staging, and safety/security measures. Color matching to existing finishes is required unless otherwise directed in writing by the COR.

Surface preparation is a critical requirement across all areas and includes cleaning to remove dirt, mildew, loose coatings, rust, grease, and other contaminants using approved methods such as hand tools, power washing, detergent, or solvent cleaning. The contractor must scrape and sand loose or peeling paint, repair minor surface defects with compatible materials, spot-prime bare and patched areas, and mask unscheduled surfaces. Building-specific scopes include: Building 4 (exterior window frames, sashes, trim, soffits, fascia, rear walkway framing, front patio cover and deck structure with associated components); Building 124 (designated exterior stucco surfaces, clear-coated wood soffits, previously coated soffits, fascia, doors, frames, and trim); and Building 120 (previously coated soffits, fascia, doors, frames, trim, and metal coating systems for handrails, guardrails, posts, and brackets). The contractor must also address all other previously painted exterior elements within project limits not specifically listed. Quality assurance requirements include compliance with VA, OSHA, and local safety standards; use of low-VOC or VA-approved coatings; daily site cleanup; and participation in COR inspections at key milestones with all deficiencies corrected at no additional cost to the Government.
