About this file

This is a Statement of Objectives for a GSA commercial supply delivery order issued by the United States Department of Agriculture (USDA) Animal Plant Health Inspection Service (APHIS) National Bio and Agro Defense Facility (NBAF) Veterinary Services division. The acquisition supports African Swine Fever (ASF) and High Pathogenic Avian Influenza (HPAI) outbreak response efforts. The government seeks to procure PrimeStore® MTM (molecular transport media) manufactured by Longhorn Vaccines and Diagnostics LLC. The product is specifically designed to safely inactivate pathogenic samples while preserving and stabilizing DNA and RNA for molecular testing and sequencing without requiring cold chain transportation. The molecular transport media disrupts lipid membranes, destroys proteins and enzymes, inactivates nucleases and proteases, and inactivates infectious biological pathogens including viruses, making it essential for detecting active ASF and HPAI infections.

The requirement is for 50,000 individual tubes (nomenclature: LH-PSMTM-05) containing 1.5mL of solution in 5mL tubes, to be received in bags of 50 and master cartons of 1,000. The contract is firm fixed price with all shipping and handling costs inclusive in the pricing. Delivery must be made within 14 days after award to USDA-APHIS-VS-NVSL, 1920 Dayton Ave, Ames IA 50010, Attn: Warehouse Supervisor. Contractor invoices must be submitted electronically through the Invoice Processing Platform (IPP) at https://ipp.gov. The Contract Specialist is Julia Lackey at julia.lackey@usda.gov, (202)-619-8577. Contractors will require facility escort and accompaniment at all times while on-site.

1.0 BACKGROUND

This requirement is in support of the African Swine Fever (ASF) and High Path Avian Influenza outbreaks.

2.0 OBJECTIVE

The objective of this acquisition is to purchase Item Prime Store MTM (molecular transport media) is specifically designed to safely inactivate pathogenic samples whilst preserving and stabilizing the released DNA and RNA. It was designed to rapidly inactivate viruses including high consequence veterinary pathogens (including ASF and CSFv,) within the sample and stabilize the RNA and DNA to provide safer and more efficient workflow for molecular testing and sequencing. Additionally, benefit is that cold chain is not needed for transportation from collection to the laboratory. It disrupts/lyses lipid membranes, destroys proteins and enzymes, inactivates nucleases and proteases, inactivates infectious biological pathogens including viruses, and preserves and stabilizes ‘naked’ RNA/DNA at elevated temperatures which is extremely important for molecular diagnostics which we currently employ for the current ASF outbreak/testing n Puerto Rico and Dominican Republic., This kit is needed and is the primary sample collection tube for HPAI and this kit will help detection of active infections with ASFV isolates of varying virulence.
