STATEMENT OF WORK
Land Mobile Radio Subscriber Radio Maintenance for Homestead Air Reserve Base
1.0. General. Contractor shall provide the following non-personal service: All items or statements mentioned in this SOW shall be covered in the complete price of the contract. Contractor shall provide all personnel, work facilities, test equipment, transportation, tools, materials, supervision, technical manuals, service notes, computers, software, hardware, and any other items and services necessary to perform the Annual maintenance and repair of government owned Motorola Land Mobile Radio Subscriber Radios operating in Homestead Air Reserve Base. The Government shall not exercise any supervision or control over the contract service providers performing the services.
1.1. Scope of Work. The Contractor shall provide all personnel, equipment, tools, materials, supervision, and management necessary to perform Motorola XTS, XTL, APX Land Mobile Radio Subscriber Radio maintenance and repair as defined in the Statement of Work (SOW).
1.2. Objective. The Contractor shall provide Motorola XTS, XTL, APX Land Mobile Radio Subscriber Radio maintenance and repair for Homestead Air Reserve Base.
1.3. Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and four (4) 12 months option years. The Period of Performance reads as follows:

Option Year 1 01 September 2022 – 31 August 2023 Option Year 2 01 September 2023 – 31 August 2024 Option Year 3 01 September 2024 – 31 August 2025 Option Year 4 01 September 2025 – 31 August 2026
6 Month Option 01 September 2026 – 28 February 2027
1.4. General Information:
1.4.1. Contractor Requirement:
1.4.1.1. Contractor shall perform services the Motorola Radio Support Center (RSC) or Federal Technical Support Center or be certified/accredited as an “Authorized Motorola Repair Facility” and shall show proof of this by attaching documentation with the quote. Contractor shall maintain their accreditation as an “Authorized Motorola Repair Facility” during the life of the contract. The base Contracting Office and the Land Mobile Radio (LMR) office shall reserve the right to verify this information.
1.4.2. Personnel Requirement:
1.4.2.1. Contractor shall use technicians who have been factory trained and certified by the Motorola, Worldwide Learning Services (WLS). Contractor shall be current at all times on all equipment applicable to the contract.
Contractor shall provide and maintain proof of having these credentials at all times. Contractor shall possess said credentials/certifications prior to beginning work under the contract, and shall provide proof thereof throughout the performance period of the contract when requested by the Contracting Officer or the LMR Office. Contractor shall not be allowed to work on the equipment without proof of said credentials/certifications.
1.4.2.2. All contractor employees and representatives shall have in their possession a valid and current U.S.
driver’s license while on any U.S Government installation.
1.4.2.3. The Contractor shall ensure that employees have a current and valid driver’s license before allowing the employee to operate a contractor-owned vehicle on the base. The Contractor and its employees shall comply with all security requirements imposed by the local installation commander at all times while on the military installation.
Any contractor traffic violations may result in the denial of driving privileges on the installations. A copy of all licenses shall be provided to the COR or Contracting Officer within ten (10) days after contract award.
1.4.3. Quality Control Program (QCP): The Contractor shall develop and maintain an effective QCP to ensure services are performed in accordance with (IAW) this SOW. The QCP must be forwarded to and accepted by the Contracting Officer’s Representative (COR). The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of deficiencies. The Contractor’s QCP is the means by which the Contractor assures that the work complies with the requirement of the contract. A copy of the Quality Control Program shall be provided to the COR within 10 days after contract award date or no later than the post award conference.
1.4.4. The Government shall evaluate the contractor's performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
1.5. Security Requirements: The contractor and his employees must comply with all security requirements imposed by the local installation commander at all times while performing the requirements of this contract on this military installation.
1.6. Response and Repair Times.
1.6.1. The following response and repair times shall be adhered to:
PRIORITY RESPONSE TIME REPAIR TIME
Priority-1 within 24 hours from receipt of notification 72 hours
Priority-2 within 24 – 48 hours from receipt of notification 120 hours
Priority-3 within 24 – 48 hours from receipt of notification 2-3 weeks
Priority-1: Severity level response times – Repair and preventative maintenance of Fire and Security Forces dispatch console radios resources (consolettes)
Priority-2: Severity level response times – Repair and preventative maintenance of Fixed Equipment i.e. Base stations and vehicle mounted radios (consolettes and mobile radios) for First Responders (Command Post, Law Enforcement, Fire Department, Emergency Management, Mobile Command Post, and Wing Safety).
Priority-3: Routine Maintenance – Repair of Portables i.e. hand-held radios, non-first responder mobiles and consolettes, all others, as well as radio upgrades and preventative maintenance i.e. Radio alignments.
1.7. Conservation of Utilities. Not Applicable
1.8. Environmental Controls. Not Applicable
1.9. Government Observations. At any time deemed appropriate by the COR, he or she may inspect the Contractor’s facilities for compliance with this contract, however, the COR may set up dates and times with the Contractor for routine inspections and quality assurance visits. The Contractor will be notified at least 24 hours in advance of any other civilian or military personnel associated with the Homestead Air Reserve Base desiring to view the Contractor’s facilities and or operations.
2.0. Safety Requirements. The Contractor will comply with all U.S. Occupational Safety & Health Administration (OSHA) regulations and is subject to the 482nd Safety Officer's inspections.
2.1. Definitions. None.
2.1.1. Contracting Officer. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.
2.1.2. Contracting Officer’s Representative (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
2.1.3. Defective Service. A service output that does not meet the standard of performance associated with the Statement of Work.
2.1.4. Physical Security. Actions that prevent the loss or damage of Government property.
2.1.5. Quality Assurance. The Government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
2.1.6. Quality Assurance Surveillance Plan. An organized document written by the Government specifying the surveillance methodology used for surveillance of contractor performance.
2.1.7. Quality Control. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
2.1.8. Wide Area Work Flow (WAWF): A secure web based system for electronic invoicing, receipt, and acceptance. WAWF allows Government vendors to submit and track invoices and receipt/acceptance documents over the web and allows Government personnel to process those invoices in a real-time, paperless environment.
2.2 Acronyms:

3.0. Government Furnished Property and Services. Not applicable.
4.0. Specific Tasks. The contractor shall comply with the following:
4.1. Contractor shall only use Motorola authorized technical manuals and service repair notes to maintain, repair, and service of radios, infrastructure and related equipment. Contractor shall provide and maintain proof of such.
Deviations shall not be made without the expressed written proof from Motorola that deviation is safe for the equipment and also does not negate or void any warranty.
4.2. Contractor shall use only Motorola Original Equipment Manufacturer (OEM) parts to repair and maintain radios, infrastructure, and equipment. The Contractor shall provide a parts list IAW Attachment 5-List of Equipment with pricing of repair parts necessary for TLMR system. The parts/price list shall be a stand alone document. This list will be used to verify repair parts if needed.
4.3. Contractor shall have access to any Motorola proprietary software and hardware required to maintain the radios, infrastructure, and related equipment prior to beginning of contract. Contractor shall maintain a current version of all Motorola proprietary software and hardware when required to maintain the radios, Infrastructure, and related equipment.
4.4. Contractor shall be certified and comply with all International Standard Organization 9001 & 9002 (ISO9001 & ISO9002) standards. Contractor shall possess said credentials/certifications prior to beginning work under the contract, and shall provide proof thereof throughout the performance period when requested by the Contracting Officer and the Land Mobile Radio Office. Contractor shall not be allowed to work on the equipment without proof of said credentials/certifications.
4.5. Contractor shall provide Intrinsically Safe (IS) inspections and re-certifications on all IS Land Mobile Radios ISLMR as required.
4.6. Contractor shall only permit or allow persons with the proper security clearances to work on, repair, maintain, and service all LMR equipment.
4.7. Contractor shall be properly trained on the repair, maintenance, and servicing on radios and other related equipment designated as having Data Encryption Standard (DES) and/or Advance Encryption Standard (AES).
Contractor shall hold and maintain proper security clearances and credentials (recognized/approved by the National Security Agency and Department of Defense) as required to handle COMSEC material and equipment. Contractor shall posses these credentials/certifications prior to beginning work under the contract. Contractor shall provide proof thereof throughout the performance period when requested by the Contracting Officer and LMR Office.
4.8. Contractor shall provide overnight door-to-door pickup and delivery of radios sent in for repair and maintenance.
Contractor is responsible for loss or damages that occur to radios during transportation.
4.9. Contractor shall provide maintenance coverage for batteries and antennas per radio as needed or required.
4.10. Contractor shall provide disposal of excess batteries specific to the use of the radios mentioned in this contract should the need arise. Disposal shall mean to include shipment of batteries from Homestead to the disposal location.
Contractor shall ensure and assume all responsibility for proper disposal of battery material in accordance with federal, state, and local laws wherever batteries are disposed.
4.11. Contractor shall be responsible for any damages or loss of use of radios, infrastructure, or related equipment do to negligence, sabotage, or any other action cause by an employee or service provider hired by the contractor.
4.12. Contractor shall be responsible for any Motorola warranty made void by any action caused by an employee or service provider hired by the contractor.
4.13. Contractor shall maintain, as a minimum, the same quality assurance standards set forth by the Motorola Quality Assurance Program to maintain the integrity of the radios, infrastructure, and related equipment.
