1. Description of Services: The purpose of this contract is to remove and dispose of existing gym divider curtain and install new divider curtain in gym #1, that is compliant with industries regulations and standards. The primary focus for the renovation is to upgrade the existing malfunctioning divider curtain in gym #1 which has outlived its lifespan. The contractor shall supply materials, equipment, machines, tools, appliances, services, supplies, and incidentals associated with the demolition and disposal of existing curtain and replacement on Peterson SFB, Fitness & Sports Center. In addition, the Contractor shall remain completely responsible for all deliverables in full compliance with the requirements of this contract. The Contractor shall be responsible for all conflicts that arise from coordination of removal, disposal, and installation of new curtain. 1.1 Removal: The Contractor shall remove and dispose existing gym divider curtain and all demolition debris removed from the site and off Peterson SFB. The Contractor shall be responsible for all disposal permits and regulation requirements. The Contractor shall coordinate with the Base Civil Engineer Squadron (CES) or Security Forces Squadron (SFS) to confirm proposed haul route and access gate locations and transportation of any imported/exported demolition or borrow materials within and outside the Base.Comment by IMPALLARIA, DOMINIC A CIV USSF SPOC 21 CONS/PKB: Is this a typo. 1.2 Installation: Contractor shall install one new Fold-up Gym Divider Curtain 69’-8”w x 24’h inside gym #1. Contractor must install a power source for the curtain to function. Installation, and miscellaneous repair actions include but not limited to the specific items listed, refer to specific finalized site designs for guidance. Salient characteristics of the Gym Divider Curtain requested are:

· Standard motorized gym curtain divider hung in place.

· Can be made of vinyl, net, standard mesh, flex-mesh, or a combination of these materials.

· Curtain must be square or rectangular shaped. Vinyl coated polyester material in 18 oz or 22 oz (510 g or 624 g).

· Maximum dimensions: 70’ (21.3m) wide, 25’ (7.62m) high.

· Minimum clearance recommended is 6” (152 mm) between vertical edges and all fixed objects.

· Outer edge hems are turned and welded to prevent fraying.

· Electronically welded, 1” (25 mm) wide full contact weld seams.

· Belts are flexible and cut straight and true to insure proper wrapping of belt onto drive pipe.

· Belts that guide roll up action are white polyester webbing.

· A 3’ (91.4 cm) recommended at ends of curtain for egress.

· Total hanging weight approximately ¾ lb per sq ft² (3.66 kg/m²).

· Stacking dimension is approximately 2’ (60.9 cm) from drive attachment point.

· Includes electric winch and power supply. Power already exists for current divider.

· Must match current Space Force color scheme of blue, black, or gray.

1.3 EXISTING/REUSED EQUIPMENT: There are no existing equipment items from the old divider that can be reused with this project.

1.4 EQUIPMENT DELIVERY: The contractor will be allowed to use the parking area in front of building 560. All affected areas will be cleaned, and all debris removed at the end of each workday. All equipment will be inspected by the Contractor and the Government prior to installation. All warranty issues will be annotated.

2. ACCEPTANCE CRITERIA: Contracting, Base Civil Engineering, and Fitness Management should perform a Pre/Post-Installation Inspection of the areas identified above. All project requirements should be inspected prior to installation of new equipment to help decipher between old equipment and new installation. Once new equipment is installed by contractor, Contracting, Base Civil Engineering, and Fitness Management should perform a final inspection to concur work accomplished is what was agreed upon. Contracting will be the final authority to approve project prior to being turned over to the Fitness & Sports Center.

2.1 QUALITY CONTROL: The contractor shall be responsible for quality control for all work accomplished during the performance of the task. The QCP will be considered acceptable and approved unless the contractor is notified by the Contracting Officer (CO) prior to award. The QCP shall be included in the technical proposal for evaluation and acceptance. As a minimum, the contractor shall develop quality control procedures that address the areas identified in section 2, Service Delivery Summary.
2.2 QUALITY ASSURANCE: The government will periodically evaluate the contractor’s installation in order to ensure the divider is installed correctly and without defects.

3. GENERAL INFORMATION

3.1 BASE ACCESS: The contractor shall furnish a current Contractor Employee Roster/Access List. This will include names, dates, places of birth, social security number, and a valid driver’s license.

3.2 VEHICLE PASS: The contractor shall obtain vehicle passes for all contractor and personal vehicles requiring entry onto Peterson SFB. Vehicle registration, proof of insurance, and a valid driver’s license must be presented for all vehicles to be registered in accordance with AFI 31-204. The contractor shall ensure all personnel employed in the performance of this contract, or any representative of the contractor entering the installation, abides by all applicable security regulations.

3.3 GOVERNMENT FURNISHED PROPERTY AND SERVICES: The Government will provide reasonable workspace for the contractor to perform the requested duties. There are no covered or secure storage areas available. The contractor will provide all equipment and storage media necessary to perform tasks.

3.4 HOURS OF OPERATION: Working hours for the contractor will normally be between the hours of 7:30 AM and 5:00 PM Monday through Friday excluding Saturdays, Sundays, and Federal holidays. These include New Year’s Day, Martin Luther King Day, Washington’s Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving, and Christmas. If the federal holiday falls on a Saturday or Sunday, the observed day may be a Friday or Monday as directed. If the Contractor desires to work during periods other than above, additional government inspection forces may be required. The Contractor must make his/her request to the Contracting Officer five (5) calendar days in advance of his/her intention to work during other periods to allow assignment of additional inspection forces. If such force is reasonably available, the Contracting Officer may authorize the contractor to perform work during periods other than normal duty hours/days. The contractor must provide a minimum of a 3-day notification of intent to perform work associated with this SOW. This will allow Fitness Center staff to notify patrons and adjust operations if necessary and/or possible. Work needs to be scheduled between the third and twenty-seventh of the month.

3.5 PERIOD OF PERFORMANCE: Scheduling timeframe determines on when the contract is awarded.

3.6 PHYSICAL LOCATION: The project site is the 21st Force Support Squadron Fitness & Sports Center, Building 560, 225 West Ent Avenue, Peterson SFB, Colorado 80914. Use East Gate off Marksheffel Road for deliveries.

3.7 SPECIAL REQUIREMENTS: N/A

3.7.1 Service not included in this contract:

3.7.1.1 The contractor’s service technician will prepare a legible service report for each visit and obtain a signature from the Fitness & Sports Center Manager or designee to certify that the services were completed and accepted. The report will include work accomplished, work pending, and any other recommendations regarding the gym divider curtain.

3.7.1.2 The contractor’s technician will remove all debris or residue from area around equipment serviced; this includes, but is not limited to lubricants, greases and litter or packaging. Site security to prevent damage and/or vandalism during installation and through project completion to be provided by others.
