STATEMENT OF WORK (SERVICES)

(SOW)

GENERAL INFORMATION

Title of Project:

MEG System Service and Helium Recycler Contract

Statement of Need and Purpose:

The Magnetoencephalography (MEG) Core Facility operates a 275 channel whole head CTF MEG system as a shared resource for the Intramural Research Program of NIMH as well as other institutes. MEG, magnetoencephalography, is a sophisticated technique allowing high resolution recording of brain activity and as such forms a vital part of the neuroimaging research program.

The instrument is in full time use by over 40 investigators as part of the program mission of the institutes. In order to ensure the availability of the system and reliability of patient data a full-time maintenance contract is essential.

The Helium Recycler System contains liquid helium, a necessary cryogen for maintaining the MEG sensors in a superconductive (operational) state. The helium in the MEG system boils off at a rate of approximately 12 liters a day and must be replenished at regular intervals. This is accomplished by an integrated helium reclamation system, which captures and compresses escaped gas to a liquid state before being transferred back into the MEG dewar (reservoir). The Helium Recycler System (HRS) is in constant operation managing the helium reclamation cycle, and therefore requires regular maintenance, as provided in an annual maintenance contract.

Background Information and Objective:

The CTF MEG system has been under a full-service maintenance contract since 2002, and the integrated Helium Recycler System (HRS) has been under a service contract since its purchase in 2018 and installation in 2020. CTF MEG Neuro Innovations Inc. holds all the proprietary rights to the CTF MEG system and integrated HRS.

Period of Performance:

MEG Helium Recycler System service: August 15, 2024, to August 14, 2025 MEG System Service: September 16, 2024, to September 15, 2025

SCOPE OF WORK

General Requirements:

Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the specific requirements below.

Specific Requirements:

NIH requires a Recycler Services Addendum to the CTF MEG International Services “All-inclusive” technical service agreement to maintain the operational integrity of the NIMH Core Facility CTF MEG Helium Recycler System. The contractor shall provide all resources necessary to accomplish the tasks and deliverables described in the attached Recycler Services Addendum to the MEG Technical Service Agreement document.

In addition, NIH requires a CTF MEG International Services “All-inclusive” service agreement to maintain the operational integrity of the NIMH Core Facility CTF MEG System. The contractor shall provide all resources necessary to accomplish the tasks and deliverables described in the attached MEG Service Agreement document.

LEVEL OF EFFORT:

The level of effort shall be that necessary to meet the requirements and scope as described in the attached Recycler Services Addendum to the MEG Technical Service Agreement document.

GOVERNMENT RESPONSIBILITIES

The NIMH will provide full access to the MEG Facility as required for service.

DELIVERY OR DELIVERABLES

Service and deliverables shall be as described in the Recycler Services Addendum to the Technical Service Agreement/CTF Meg International All-inclusive service agreement.

REPORTING REQUIREMENTS

The contractor is required to provide written reports for all service visits covering all work completed during the specified period and shall present the work to be accomplished during the subsequent period. This report shall also identify any problems that arose and a statement explaining how the problem was resolved. This report shall also identify any problems that have arisen but have not been completely resolved and provide an explanation.

Travel shall be at the contractor’s expense except as indicated in the Technical Service Agreement
