About this file
This Statement of Work (SOW) details traffic control services for an investigatory drilling project at El Vado Dam in New Mexico. The Bureau of Reclamation requires a contractor to manage road closures on state road NM 112 from September 29th to November 25th, 2025, with a total performance period from September 1st to December 1st, 2025. The project involves full road closure for nine weeks to conduct embankment material investigations, with drilling requiring equipment staging on the roadway.
Key scope requirements include developing and implementing a Traffic Control Plan (TCP) compliant with NMDOT and MUTCD standards, providing traffic control devices like signage and barriers, and maintaining a safe work environment. The contractor must ensure emergency vehicle access, coordinate with stakeholders, and work on a ten-day-on/four-day-off schedule. The project anticipates potential variability in work duration due to underground conditions and winter weather, and contractors will be asked to provide pricing for a one-month contract extension option to cover potential schedule adjustments.

Statement of Work - El Vado Dam Traffic Control Services
1. PURPOSE
The purpose of this effort is to ensure safety while completing investigatory drilling at El Vado Dam along state road NM 112. To complete drilling, equipment will be staged on the roadway, requiring land and/or closures of both NM 112. Figure 1 reflects the locations of roadway across El Vado Dam. Closures will be required for the safety of both workers and the traveling public.

2. BACKGROUND
An investigation of El Vado Dam embankment materials is required in the fall of 2025. Drilling is required for the investigation in several locations that are only accessible from the roadway across the dam.
Drilling methods will include several inclined drill holes along NM 112 require closure of the road due to equipment and road size. Discussions with New Mexico Department of Transportation (NMDOT) have begun, and it has been requested that any road closures allow for access of emergency vehicles in the event that an emergency occurs during the work. The intent is that the roadway will be closed, and emergency vehicle access will only occur if absolutely necessary. The closure is estimated to be required 24-hours a day, seven days a week for 9 weeks.
3. SCOPE
The scope of this effort includes all services and equipment provided by the selected contractor to achieve road closure on NM 112 in a safe manner for both workers and the traveling public. It is anticipated that drilling will require traffic control along the crest road for the duration of the drilling investigation. The scope includes completion of a Traffic Control Plan (TCP) design and approval, providing labor for installation and maintenance of devices identified in the TCP, and supply of NMDOT and Manual on Uniform Traffic Control Devices (MUTCD) compliant traffic control devices such as signage, barriers, and message boards necessary for the duration of road closures. Conceptual Traffic Control Plans are attached to this document for reference, but final, stamped plans will be the responsibility of the selected contractor to provide and submit for acquisition of NMDOT permits, including any necessary revisions. Cost estimating shall be based on the Contractor’s experience and expertise and not the conceptual plans provided.
4. PERIOD OF PERFORMANCE
The period of performance for this statement of objectives is anticipated from September 1st, 2025, to December 1st, 2025. The road is expected to be closed from September 29th, 2025, to November 25th, 2025.
In addition, VMS boards will be placed 10 days prior to the commencement of work on the roadways and permits will need to be obtained prior to placement.
5. PLACE OF PERFORMANCE
The primary place of performance will be on El Vado Dam, New Mexico, along state road NM 112. El Vado Dam is located in Rio Arriba County. Placement of signage will be at locations to be determined, likely along NM 112, NM 322 and highways NM 64, and 96. Figure 2 shows the location of the dam, and configuration of adjacent highways.
Figure 2: Location of El Vado Dam and Surrounding Highways
6. PERFORMANCE OBJECTIVES
a) To ensure a safe working environment by removing traffic where and when staff is working around the drill rig along the roadways.
b) To preclude traffic on both the north and south end of the work area along NM 112 while maintaining necessary width for emergency vehicles.
c) Work and procedures to occur in accordance with New Mexico state and NMDOT highway laws.
7. OPERATING CONSTRAINTS
Coordination with stakeholders in the area will be important to the project’s success. This includes design, review, and approval of a TCP, which will be designed and submitted by the selected contractor. Public notices for closure dates and any changes to the anticipated schedule will be provided by the Bureau of Reclamation and stakeholders will be asked to share the information to their constituents. NMDOT permiting will be the responsibility of the Bureau of Reclamation.
Work is anticipated to occur on a ten-day-on / four-day-off schedule. Workers will be present approximately eight of the ten days “on” to allow for travel to and from the site. The drill rigs will not be able to be relocated/removed during “off” periods.
The nine-week roadway drilling schedule is an estimate based on best available information, however, given the unknown underground conditions, work duration is difficult to predict. In addition, winter conditions may impact the speed of activity and travel to and from the site. Contractors will be asked to provide costs for a contract Option to extend services by one month. It is unknown at this time which roadway would utilize this Option, so pricing should be estimated to cover equipment and staffing needs for either.
