Parker Boiler Repair SOW

A. Background

USDA currently has 8 Parker Boilers located in Service Building. These boilers are designated as B1 thru B8. The maximum capacity of each boiler is 150 PSI. However, each boiler runs below 100 PSI, mainly at 70 PSI. The primary purpose of these boilers is to provide steam for various purposes including providing steam to Autoclaves and to heat the administrative Building. These boilers were installed approximately 8 years ago under an ESPC contract. The Location is shown in attachment.

All of these boilers are having several issues that could not be determined accurately without looking inside of each boiler thoroughly.

Currently none of these boilers are functional. USDA is continuously struggling to keep the boilers functional. Several successful attempts were made to keep these boilers functional thru professionals’ procurement by repairing each boiler. But each boiler keeps failing one after another within a month or so after its repair. During the attempts to keep the boilers running, several issues were discovered with the boilers. Some of the issues were corrected and some of them are still pending. See the following list of the some of the issues encountered:

Display system malfunction, blower issues (Perhaps VFD issue), multiple electrical problems, flame failure, wet steam, control system failure, VFD control system failure, motherboard malfunction, low pressure, side glass is leakages, steam leakage ignition issue, fault code, faulty valve, Y strainer clog, rusty water with big chunks of rust all throughout the pipes, condensation issues in the dry steam piping systems, PRV leakage, corroded and dirty equipment.

A preliminary issues noted above shall not be used as a sole information to determine cost and work activities required under this project. In no way, it should be considered a direction given to the contractor.

Contractor is responsible for any damage to adjacent equipment, fixtures, and miscellaneous objects that may become damaged during the repair. The Contractor is responsible for making repairs to meet or exceed conditions prior to damage.
