Attachment-1 Crane Hoist Inspection FA9301-23-Q-0015
Statement of Work (SOW)
Dated: 04 April 2023
Annual Hoist Maintenance
B1600, 1622, B1634 and B730
1. SCOPE OF WORK:
The contractor shall furnish all materials, labor, equipment, and transportation necessary to service and perform preventative and remedial maintenance for eleven hoists located in multiple areas throughout Edwards Air Force Base.
They are listed as follows: B1600 (4 each), B1622 (1 each), B1634 (2 each) and B730 South Base (4 each).
a. The contractor shall perform annual inspections and perform unscheduled repairs on all 11-hoist listed above according to Crane Manufacturers Association of America (CMAA). The work to be accomplished includes but is not limited to the following: runways, controls, bridges, and trolley systems if equipped (See attached PPT for clarification of each hoist listed).
b. The contractor shall conduct a load test every 4 years at no less than 100 percent or more than 125 percent of the rated load, unless otherwise recommended by the manufacturer and thereafter as recommended by the manufacturer.
According to the CMAA Specification 78, Section 4.7 cites the load test requirements of OSHA 1910.179 and states a load test should be performed at a minimum of once every four years at 100% load with a pre-test and post-test inspection per periodic inspection guidelines.
c. The contractor shall perform repairs on all 11 hoist annually Not to Exceed (NTE) the agreed upon amount excluding reactive repairs. Due to the dislocation of Edwards AFB, from any service centers, it is imperative that the contractor maintain common replacement parts in order to maintain these components, with a minimum amount of downtime.
When notified of an unscheduled repair the contractor shall be so equipped as to be prepared to cover most common types of repairs.
2. WORK LOCATION / RESTRICTED AREAS:
The work to be accomplished is located on Edwards Air Force Base within the 412th Maintenance Group complexes on main base, and the conventional weapons compound at South base.
a. Base access will be coordinated for each visiting employee through the Government inspector no less than one week prior to scheduled work taking place.
b. The job site(s) will be located within a restricted area. The contractor personnel shall adhere to the assigned government inspector’s guidance while being escorted in these areas. All operations within the restricted area shall be in strict accordance with AFFTC Regulation 55-1.

3. HOURS OF WORK:
The hours of work shall be from 7:00 AM to 4:00 PM, Monday through Friday, excluding federal holidays.
4. DAMAGES:
Any government or privately owned property damaged by the contractor shall be replaced or repaired immediately by the contractor at no additional expense to the government.
5. GOVERNMENT FURNISHED ITEMS:
Water and electricity will be furnished to the contractor by the government from government existing systems outlets at no cost to the contractor.
6. CONTRACTOR FURNISHED ITEMS:
The contractor shall be required to furnish trucks, Man-lifts, ladders, tools and all related such items necessary in the performance of this contract at no additional cost to the government.
7. SAFETY:
The contractor shall comply with all fire and safety regulations at Edwards Air Force Base, in addition to Federal OSHA and Cal-OSHA.
8. QUALITY ASSURANCE:
The contractor shall be responsible for quality assurance. The assigned government inspector(s) shall evaluate and approve all work accomplished.
9. EXCESS MATERIAL:
All excess materials and waste generated by the contractor shall be removed from the job site and disposed of by the contractor off base in concurrence with all state, federal, and local laws. Removed or broken parts will be turned over to the assigned government inspector.
10. REMEDIAL REPAIR / OVER AND ABOVE:
Remedial repairs will be on an on-call basis with response time not to exceed twenty-four (24) hours (you have 24 hours to respond to us calling for repairs) after the over and above modification has been executed. Excluding weekends and federal holidays. The contractor shall carry, on-board repair vehicle or in-stock, a representative assortment of parts needed to maintain the above itemized pieces of equipment. These parts can be established from factory tech sheets. The over and above form below shall be coordinated through to the Government inspector.
