About this file

This statement of work outlines mechanical fuel treatment services required by the Fish and Wildlife Service on the Britton Ford Unit of the Tennessee National Wildlife Refuge. The contractor will utilize tracked mulching machines and excavators to remove downed woody material and undergrowth within designated fire lines in two areas totaling approximately 37 acres. The first area encompasses 13 acres along Sunset Bay and Antioch Harbor. The second covers 24 acres along West Sandy Creek and Broadview. Work will create a 12-foot mineral soil line next to private property, followed by 66 feet of vegetation removal. Large oak trees will remain unless deemed hazardous. The base year of performance is April 30, 2024 through April 30, 2025. Two optional years may extend work through April 30, 2026. The contractor will bid a per acre price including fuel, labor, equipment maintenance, and mobilization to all sites. This supports solicitation 140FS323R0004 for mechanical fuel treatment services on the Tennessee NWR.

Mechanical Fuel Treatment Britton Ford Unit of Tennessee NWR

Scope of work

The proposed project is to mechanically remove all the downed fuel and ground cover in these two areas to prevent spread of a potential wildfire onto private property. The fire lines will start with a 12-foot-wide mineral soil line immediately adjacent to the property boundary with another chain wide (66 feet) removal of all downed woody material and undergrowth. The Service would like the large, standing oak trees to remain unless they are deemed a potential hazard tree that may impact private property. All downed woody material and brushy undergrowth is to be removed to mineral soil within the designated fire lines

The project areas would be 1.31 miles for the Sunset Bay/Antioch Harbor area and approximately 2.5 miles for the West Sandy Creek/West Sandy Creek Southeast/Broadview area. These areas are on the Big Sandy/Britton Ford Unit of the refuge in Henry County, TN

This proposed work should provide an effective fire line for protection of the residents and private structures adjacent to the refuge in these two areas.

The Sunset Bay/Antioch Harbor project area is 1.31 miles long, with the total area of the project involving approximately 13 acres. The second area (West Sandy Creek/West Sandy Creek Southeast to Broadview area) is 2.5 miles long with a total area of approximately 24 acres to be treated.

Mechanical fuel treatments are a critical component for restoring habitats damaged by natural events such as wind or ice storms and removing invasive/exotic species. Removing vegetation and opening the understory back up won't only reduce potential fire behavior in the event of a wildland fire it can also help to restore habitats.

Performance Schedule: This project is currently focused on the areas described above but will likely be expanded upon. Up to two (2) option years may be added to this Refuge to expand the current project to additional areas. Option year projects are subject to availability of funds and may not be exercised.

Base Year- Contract award- April 30, 2024

Option year 1- May 1, 2024- April 30, 2025

Option Year 2- May 1, 2025- April 30, 2026

The contractor will utilize a low ground pressure tracked mulching machine (such as a Lamtrac 300 HP or comparable machine), a 4 wheeled specialty excavator (Menzi Muck A 91F 4x4 Sensor or comparable machine) with attachments as required, and an operator. Work to be included shall be mulching to grade all trees 6- 8" and smaller within the work zone.
