STATEMENT OF WORK

I. GENERAL INFORMATION

A. The U S Geological Survey’s Eastern Ecologic Science Center (formally Leetown Science Center) has a need to complete various control work through out several of their buildings.

B. Background

The U.S. Geological Survey’s Ecological Science Center, located at 11649 Leetown Road, Kearneysville, WV 25430. Research conducted at this facility includes study of infectious and noninfectious diseases of fishes and other aquatic organisms. The facility also conducts research on invasive fish species with the intent of better understanding the adaptations these fish are applying in these new, nonnative habitats and developing ways to stop their spread and potentially eradicate them.

C. Scope:

Fish Health Lab

Provide building automation system monitoring of the factory alarm contacts for (30) -80 low temperature freezers. The field controller shall seamlessly integrate to the existing Schneider Electric EcoStruxure building automation system. The BAS alarm point shall be capable of sending alarm messages through the existing DDC system.

Administration Building

Provide direct digital control for (26) CUV’s and (3) Unit heaters. Provide necessary temperature sensors, relays, current sensors, and control valves that will enable the complete control of the units. The field controller shall seamlessly integrate to the existing Schneider Electric EcoStruxure building automation system. Provide necessary alarming and monitoring. Provide graphical representation via a web browser interface.

UV Building

Provide wireless communication from the existing Schneider Electric Automation Server located in the UV Building to the stream lab building network. Integrate the Automation Server to the existing Schneider Electric EcoStruxure Enterprise Server. Provide necessary alarming and monitoring. Provide graphical representation via a web browser interface.

The object of this RFQ is to obtain proposals to install devices compatible to existing control / monitoring equipment that will help reduce energy cost, alarm notifications, and maintain the building in comfort.

II. WORK REQUIRMENTS

A. Technical Requirements

1. The contractor is to furnish all equipment, supplies and labor to install the fan units and other items associated with the fan system. Contractor shall obtain all permits required by federal, state and local regulations prior to commencement of work. All required paperwork and calculations required to obtain any permits shall be provided to the Contracting Officer’s Representative and Facility Manager (FM) at time of submission as well as the permits themselves upon receipt of the documents from the permitting agencies. All demolished materials shall be disposed of in an environmentally friendly manner, recycling wherever possible.

2. Criteria for acceptance of product or service

Qualification of Bidders

1. All bidders shall be staffed with certified technicians and engineers of the automation system manufacturer. The technicians shall be fully capable of providing instruction and routine emergency maintenance service on all automation system components.

2. All bidders must be authorized distributors of the automation system manufacturer.

3. All bidders shall be able to provide upgrades issued by the automation system manufacturer.

B. Deliverables

1. Bid information: One reference for work previously performed in the local area will be supplied. Government references are preferred.

2. Timeline: Work may not begin without the approval of the timeline by the FM.

The project schedule shall be a chart which graphically depicts the proposed sequence to accomplish each work feature or operation. It shall show start dates and completion dates for each event on a horizontal time scale. The progress schedule time scale shall begin with the Notice to Proceed and indicate the number of days to completion. The schedule will be the reference to which the contractor’s progress and efforts are compared. Three paper copies or one soft copy shall be submitted to the FM.

Pre-Construction Meeting:

The contractor shall schedule and conduct a pre-construction meeting on-site with the FM and COTR to review the requirements and conditions of this contract. The contractor shall have the project manager, field superintendent, and all subcontractors on site, or available by conference call, for the pre-construction meeting with Government officials prior to the commencement of work for this project.

C. Other Requirements Contractor shall be licensed to perform work in WV.

Outages and Interruptions:

The contractor is advised that the Science Center will continue to perform research functions during the contract. Work shall be conducted as to minimize interruption to service. Contractor shall notify FM at least 3 days prior to any and all outages and interruptions. Contractor shall not proceed with work without approvals from the FM.

Changes to the schedule require the submission of a new schedule to the FM for review

Normal working hours for the construction work at the Science Center shall be 7:30am- 4:00pm, Monday - Friday. The contractor and sub-contractors (if required) shall not work Saturdays, Sundays, legal holidays, or non-normal working hours, unless otherwise authorized by the COTR or FM. Request to work other than the normal hours shall be made, and approved, in writing through the COTR or FM. Work performed during “other than the normal hours” shall not change the total cost to the government.

Changes / Clarifications:

All work must be completed as shown in the contract documents. If ‘no cost’ change orders are to be made, a written request to the COTR must be made detailing why the work can not be completed as shown, as well as the corrective action suggested by the contractor. For change orders which will alter the price or requirements of the contract, the Contracting Officer’s approval must be given in writing before beginning the work described.

Disposal and Transporting of Debris and Material:

All materials and construction debris shall be removed from the work area and placed in an approved dumpster or removed from the site daily by the contractor.

Organization and storage of contractor(s) items at the site:

The FM shall designate areas where the contractor can store or place materials and equipment for short-term storage in preparation for installation. There is limited space on site for the storage of contractor equipment. There is no inside storage space available.

Storage and security of materials and equipment as required for the performance of the contract requirements are the responsibility of the contractor. The contractor shall be responsible for making all arrangements for the receipt of materials and supplies at the job site. Government personnel are not permitted to receive or sign for items delivered to the site. Upon completion of the contract, the contractor shall remove all equipment and excess materials, and shall restore the site to its original condition, as approved by the FM, at no additional cost to the government.

Site Cleanliness:

The contractor shall maintain the site free of construction debris outside of approved containers (dumpsters). The contractor shall provide dust protection and shall maintain cleanliness of the work site by promptly removing debris, tools, and excess material.

Contractor Parking, Security, and Smoking Regulations:

The contractor shall maintain a daily log of all contractor and subcontractor employees (date, name, arrival time, departure time) and provide a copy of the log to the COTR at least weekly. The FM or COTR will designate a parking area (or areas) for the contractor to park vehicles. There shall be no smoking in any buildings at any time. All personnel that smoke will have to do so outside in designated smoking areas.

Environmental Protection:

The contractor and subcontractors shall perform all work and activities in accordance with local, state, and Federal environmental regulations.

Safety:

The contractor and subcontractors shall perform all work and activities in accordance with local, state, and Federal safety regulations, including OSHA, NEC, and USGS policy.

Notice to the Government of Delays:

In the event the contractor encounters difficulty in meeting performance requirements, or when it anticipates difficulty in complying with the contract delivery schedule or date, or whenever the contractor has knowledge that any actual or potential situation is delaying or threatens to delay the timely performance of this contract, the contractor shall immediately notify the COTR in writing, giving pertinent details. This data shall be informational only in character. Notice under this provision shall not be construed as a waiver by the Government of any delivery schedule or date or any rights or remedies provided by law or under this contract

III. SUPPORTING INFORMATION

A. Work is to be performed at Leetown Science Center, Kearneysville, WV.

B. Period of performance is 90 days after receipt of award

C. There is no Government Furnished Property involved in this procurement.

D. A site visit will be important and useful.
