STATEMENT OF WORK
Hammermill Paper
1.0 GENERAL SCOPE
The United States Department of Agriculture (USDA), National Agricultural Statistics Service (NASS), National Operations Division (NOD) operates a Print Mail Center (PMC) at 9700 Page Ave., St. Louis, MO 63132. The PMC is responsible for printing, folding, inserting and mailing hundreds of thousands of reports, communications, and survey forms each year. Various machines are utilized to complete these processes including multiple high-speed printers and document finishing units. Data collected from survey forms and respondent communications are used to produce hundreds of agricultural reports including Principle Federal Economic Indicator reports.
Currently, NASS places paper orders for the PMC once or twice a year. This is impractical as NASS must designate a large area for paper storage. Additionally, paper stored for long periods of time can become damage due to humidity and temperature fluctuations. This provokes paper jams that can potentially cause missing pages in the reports. Staggering of deliveries will reduce storage area needed.
