Statement of Work (SOW) Portable Less Lethal Vehicle Immobilization Device (VID)
1. BACKGROUND: The Department of Homeland Security (DHS), U.S. Customs and
Border Protection (CBP) has a new requirement for the procurement of a Portable Less Lethal Vehicle Immobilization Device (VID) to safely immobilize vehicles attempting to flee law enforcement. The selected device will be evaluated for its operational compatibility, safety, effectiveness, and reliability during CBP operations.
2. SCOPE: This statement of work delineates the required technical and performance criteria for Portable Less Lethal Vehicle Immobilization Devices (VID).
3. APPLICABLE DOCUMENTS: CBP Use of Force Policy (4500-002A); Emergency
Driving and Vehicular Pursuits by CBP Personnel, CBP Directive 4510-26.
4. TECHNICAL REQUIREMENTS:
4.1. Housing: All components shall be housed in a black, hard-sided case with carrying handle.
4.1.1. Case length: no more than 20 inches
4.1.2. Case width: no more than 16 inches
4.1.3. Case height: no more than 10 inches
4.1.4. Total weight including all components shall not exceed 35 pounds.
4.1.5. The case shall contain a minimum of 2 latches and shall be weatherproof when closed and latched.
4.1.6. The bottom of the case shall rest on grip pads that keep the device static when deployed and retracted.
4.2. Deflation Mechanism: device shall incorporate hollow spikes intended for controlled deflation of vehicle tires.
4.2.1. Spikes shall measure no less than 2 inches and no more than
2.75 inches from end to end.
4.2.2. Spikes shall have a nominal outer diameter of 4 millimeters (+/- .10 millimeters)
4.2.3. Spikes shall have a nominal inner diameter of 2.40 millimeters (+/- .06 millimeters).
4.2.4. Spikes shall have syringe tips on each end that are ground to a 25 degree angle.
4.2.5. Spikes shall be oriented to allow for multi-directional vehicle impact.
4.2.6. The device shall feature ten individual sections of reloadable spike inserts housed in polyethylene shells.
4.2.7. The spike sections shall be secured in a double layer rip-stop sleeve designed to ensure uniform spike deployment.
4.3. Operation: Device shall be remotely deployed and retracted with reusable components.
4.3.1. FCC Compliant wireless remote, powered by standard batteries in a weatherproof compartment, with operational range of no less than 200 feet.
4.3.2. Device shall be powered by a single rechargeable battery that is capable of deploying and retracting while charging. The battery must be capable of full-time charging.
4.3.3. Spike system shall be deployed by reusable launch tube that propels a two-pound (+/- one pound) drogue across the road.
4.3.4. The weighted drogue shall be launched with sufficient force to propel the spike strips across a standard two-lane (24 feet) road span.
4.3.5. Retraction cord assembly and guides shall be designed and manufactured to withstand at least 100 deployment and retraction cycles without replacement of any components.
4.3.6. Internal electrical connections and circuitry shall be capable of operation in temperatures from -10 degrees Fahrenheit to 130 degrees Fahrenheit.
4.3.7. Device must meet the Ingress Protection Code, IEC60529, IP 51 requirements for rain and dust exposure as defined by the International Electrotechnical Commission (IEC).
4.4. Device shall be offered as part of a single device kit that includes the following:
4.4.1. Portable less lethal vehicle immobilization device that meets SOW requirements 4.1.1 through 4.3.7
4.4.2. One compatible battery to power the device.
4.4.3. One compatible battery charger
4.4.4. One full set of spikes with sleeve
4.4.5. One protective weather enclosure with anchor kit
4.4.6. One wireless remote with antenna kit
4.5. Device shall be offered as part of a paired device kit that includes the following:
4.5.1. Two portable less lethal vehicle immobilization devices that meet SOW requirements 4.1.1 through 4.3.7
4.5.2. Two compatible batteries to power the device.
4.5.3. One compatible battery charger
4.5.4. Two full sets of spikes with sleeves
4.5.5. Two protective weather enclosures with anchor kits
4.5.6. One wireless remote with two antenna kits
5. ADMINISTRATIVE REQUIREMENTS
5.1. Quality Control (QC) and Quality Assurance (QA)
5.1.1. No changes in design of any device or accessory shall take place without the prior approval of the Contracting Office Representative (COR) and the Contracting Officer (CO).
5.1.2. Devices and accessories which fail any portion of the contractor’s
(including manufacturer’s) QC processes shall be rejected and not shipped. No further attempts shall be made to correct or otherwise remediate a device or accessory which has failed any portion of the QC testing, for purposes of delivery.
5.1.3. Throughout the life of the contract, the Government may conduct periodic, random Quality Assurance (QA) testing of devices and/or accessories produced, to ensure items meet performance requirements for which the contract was awarded.
5.1.4. QA may or may not be conducted by government personnel at a government-owned facility.
5.1.5. Throughout the contract period, the Contractor shall take corrective action within seven (7) calendar days of written notification of any non-conformance. Corrective action shall include shipping of replacements for all defective, deficient, or suspect devices and/or accessories. The contractor shall also provide a written failure analysis plan to the COR within 7 calendar days of written notification. A completed failure analysis report, to include preventative measures, shall be submitted to the COR within 60 calendar days of notification of non-conformance.
5.2. Warranties
5.2.1. Contractor shall provide a twelve-month warranty on all products contained in this contract to be free of defects. Contractor further warrants that the product conforms to all applicable requirements as outlined within this
SOW.
5.2.2. The contractor shall provide to the COR a single point of contact (including name, phone number, and email address) who will handle all warranty claims occurring under this contract.
5.2.3. The contractor shall utilize FEDEX, UPS overnight, or other trackable next day service for all warranty shipments to the government. Exemptions, such as ground service or freight, may be authorized by the COR on a case-by-case basis. All shipping charges associated with warranty claims (both to and from the Government) shall be the contractor’s responsibility.
5.3. Production Capacity
5.3.1. The Government reserves the right to verify the company’s ability to produce at an acceptable level in accordance with the requirements. This may include a site visit prior to the IDIQ award.
6. DELIVERABLES AND DELIVERY SCHEDULE
6.1. The contractor shall provide notice of shipping immediately upon the product leaving the contractor’s facility. Notification shall be sent to the COR, or designee, and to the local recipient for the shipping location via email. The local recipient’s name and contact information will be included on the delivery location spreadsheet that will be provided at the award of the contract/delivery order.
6.2. All items are to be shipped Free on Board (FOB) Destination.
6.3. Items are to be shipped within 45 days after receipt of order (ARO).
7. PERIOD OF PERFORMANCE
7.1.1. The ensuing contract will have a five (5) year ordering period from date of award of contract.
8. SECURITY
8.1. All work under this SOW is unclassified but may require secure handling of information designated.
