Statement of Work (SOW)

Alarm Bypass and Defeat Training

GENERAL INFORMATION

1.0 Scope of Work: Provide 5 days of advanced technical skills training covering techniques used to bypass / defeat various alarm systems in support of surreptitious building entry operations. Instructional topics will include commercial and industrial system function and design, component recognition, sensor defeats, panel code extraction, selective sabotage techniques and interdicting lines of communication.

Practical exercises against actual operating alarm systems will be incorporated into the training. The assumption is that each student may have had no previous training in alarm system bypass, however, the pace of the instruction can easily be adjusted to accommodate the experience level of the class. Instructional techniques will include classroom presentation, instructor demonstration, hands-on skill development in the classroom and local area practical exercise work.

2.0 Background: Alarm bypass and defeat is an integral skill needed to provide professional support to all customers and agencies within the Joint Ember Immune Team’s mission set. The skills learned at this training will be taught and passed to future Joint Ember Immune Team Operators to provide a solid foundation for advance level training.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks:

o Classroom instruction and practical application exercises will be given every day beginning at 0900 on Monday, the 17th of July and end on the 21st of July 2023. Instruction will start NET 0900 and end NLT 1700 for every day of training. A 1 hour lunch break will be given every day of training. All instruction and practical exercises will be complete NLT 1700 on Friday, the 21st of July 2023.

o The contracted company will provide the following for every day of training:

o enough seating and tables for 8 students o any training aides that will be used to demonstrate training and techniques o a clean bathroom accessible to all students o kitchen/break area with a microwave o all tools that are specific to the training being conducted for 8 students o Study materials for all the lessons given o Visual and verbal instructions for every lesson taught

4.0 Government Furnished: All training will be conducted at an offsite training facility. No government land, buildings, equipment or data will be used.

5.0 Deliverables / Schedule: Contracted company shall provide every day from 17 to

21 July 2023 both the information and the hands-on training necessary to ensure individual proficiency. This will be accomplished with an abundance of training materials and tools, practical exercises and realistic scenarios. All required tools and equipment are provided for use in class.

6.0 Travel: All travel related costs, to include airfare, hotels, per diem, rental cars, fuel, parking and toll fees will be paid with the Joint Ember Immune Team’s P11 funds.

7.0 Contractor’s Key Personnel: Instructors will have backgrounds in military, government, law enforcement, and private security sectors. They must represent a high level of expertise in their particular area of instruction. Instructors must have extensive on-the-ground experience doing what they teach, both in the United States and overseas.

8.0 Security Requirements: All training will be conducted at an unclassified level.

9.0 Data Rights: No data is being generated or acquired during the execution of this training.

10.0 Section 508 – Electronic and Information Technology Standards: No information technology will be acquired during this training.
