BACKGROUND
The Stewart Lee Udall Building has a Public Access Automatic External Defibrillator (AED) program with a total of twenty-eight AED units. This program is managed by the Office of Facilities and Administrative Services (OFAS). In addition, Office of the Secretary organizations manage AED programs throughout their operational areas nationwide.
PURPOSE AND OBJECTIVE
OFAS is seeking a company that can provide services to support operations of the various facility Automatic External Defibrillator (AED) programs for OFAS and other organizations within the Office of the Secretary. This effort will include:
a. administrative support through an on-line software program for AED management and tracking.
b. physician medical direction,
c. options for purchasing CPR and AED training services,
d. ability to order AED equipment, parts, and supplies.
PERFORMANCE STANDARDS
1. Medical Direction Coverage to provide:
a. Medical prescription for AEDs.
b. Analysis, post event briefing, and review when AED machine is used for a cardiac emergency within 1 week of event.
c. Tracking of post-use requirements that are relevant to a federal facility located in
Washington, DC or other nationwide locations including relevant documentation and notifications.
d. Monitoring of current requirements under federal or local legislation/mandates so that Offices remains in compliance with relevant practices for AED programs.
e. Creating an AED Program Policy and Procedure, which includes a template for period audits of the system’s compliance.
f. A schedule for medical direction/AED prescription services must be provided.
2. Comprehensive on-line AED tracking system with the following capabilities:
• Method to track each AED location, manufacturer, model number, serial number, battery expiration date, pad expiration date, readiness checks, record inspections. The system must provide notifications of all pending or overdue inspections and component replacements. In addition, the system must track the certifications of CPR trained responders, including inviting them for re-certification class and tracking a class list.
• A schedule for on-line AED program management/tracking.
• Technical and IT Security Requirements
a. System software must be accessible utilizing any current internet browser.
b. The on-line program must adapt to the unique requirements of federal government
Information Technology (IT) security requirements.
c. The system must provide access for employees with disabilities in fulfillment of
Section 508 of the Rehabilitation Act of 1973, as amended (29 U.S.C. 794d).
• Specific capabilities tailored to the OFAS Udall Building AED Program
a. The system must track any brand of AEDs. Although DOI currently has Cardiac Science PowerHeart G5 Fully Automatic units, if OFAS purchases a different type, the system must be adaptable to our new AED brand.
b. The system must monitor and comply with all manufacturers’ notices regarding devices and associated corrective actions.
c. The system’s vendor will assist with the set-up and maintenance of the database.
d. The system must allow access for multiple users.
e. The system must record changes made to the database by user.
f. The system must allow for the preservation of archived data on each AED so that if an AED is moved to another location, that AED’s servicing and inspection details will not be lost.
g. The system must allow the system administrator to classify some units as inactive, recalled, loaner, used, etc.
h. The system must be able to generate an electronic notification to the AED Program Manager, at a time that is modifiable in the system, that inspections are due.
3. Support for purchasing of AED equipment, parts, and supply components – Provide services for the easy purchasing of AED equipment, replacement parts, accessories, and supplies at the. A schedule of AED equipment, part, and supply components must be provided.
4. Provide the ability to offer CPR and AED training service – Training shall meet standards of the American Heart Association, the American Red Cross, or a similarly, nationally recognized organization for fee. A schedule of training costs must be provided.
