October 2022 Fleet Week, San Francisco, CA
Statement of Work
1.0 Background:
Coast Guard Sector San Francisco is tasked by CG District 11 to coordinate and enforce maritime safety zones during San Francisco 2022 Fleet Week, specifically in support of the US Navy Blue Angels air show (practice and performance) under US Code Title 14 § 701. Because Sector San Francisco lacks the capacity to maintain the safety of maritime traffic for this event, both in personnel and waterborne assets, the Coast Guard engages assistance from multiple state and local agencies under US Code Title 14 § 717; to facilitate the agreements for this mission and partner agency asset travel to and from the operational area, Coast Guard Sector San Francisco pays for fuel for the participating agencies.
2.0 Objectives:
Vendor to provide fuel for up to fifty (50) authorized local Law Enforcement and Agency vessels during 2022 San Francisco Fleet Week. The vendor must have a fueling pier/dock to accommodate jet skis, and boats between 23 and 50 feet in length.
Vessels will require approximately between one (1) gallon and two-hundred (200) gallons of fuel per fueling evolution, as determined by the Captain of each vessel at the time of fueling, not to exceed the vessel’s maximum installed fuel tank capacity.
3.0 Scope:
3.1 The vendor is intended to accommodate fueling of authorized vessels (Enclosure 1) in the San Francisco Bay, from within the operational area (Diagram 1), and within San Francisco city limits (Diagram 2).
3.2 Based on previous year’s San Francisco Fleet Week evolutions, the estimated total for the entire period of performance is three-thousand (3,000) gallons Regular Unleaded Gasoline, and, three-thousand (3,000) gallons of Marine Diesel.
3.3 Vendor must be registered in System for Award Management (SAM) and accept government purchase order for payment.
3.4 Vendor shall maintain and provide written detailed record of all purchases for Contracting Officer’s review.
4.0 Requirements:
4.1 The fuel is required to be Regular Unleaded Gasoline and/or Marine Diesel Fuel, as determined by the Captain of each vessel.
4.2 Deliveries will take place at 10 Marina Blvd, San Francisco, CA 94123, during normal marina operating hours (0900 to 1700 local) between 04 October 2021 and 07 October 2021.
