Structural Dynamics Engineering - Ground Test Support and Analytical Services for Flight Vehicles

1.0 Background
The Structural Dynamics group in the Aerostructures 560 branch plays a critical role in determining the airworthiness of flight test aircraft and flight test articles at National Aeronautics and Space Administration (NASA) Armstrong Flight Research Center (AFRC). AFRC’s airworthiness process evaluates the project’s design, testing, analysis, and flight test plan to ensure all safety-of-flight requirements are being met. Each aircraft / test article needs to show a safe, flutter-free flight envelope 15% greater than the expected project flight envelope to demonstrate aeroelastic airworthiness. This can require extensive ground testing and analysis methods prior to flight to support the demonstration of sufficient flutter margins for the aeroelastic airworthiness assessment. Practical aeroelastic knowledge and experience with flight research vehicles and associated ground testing systems is required.
2.0 Objectives
The purpose of this statement of work (SOW) is to setup a 5-year Blanket Purchase Agreement (BPA) which describes the possible future Contractor’s tasks that NASA AFRC’s Structural Dynamics group could require as related to aeroelastic ground tests and various types of structural dynamics analysis work.
Future tasks requested by AFRC will have their own SOW. These Contractor tasks are not anticipated to be day-to-day project activities but could be needed as requested by AFRC for certain flight projects.
These future SOW tasks will assist the AFRC’s Structural Dynamics group with the aeroelastic airworthiness process to evaluate a project’s design, testing, analysis, and flight test plan are meeting all safety-of-flight requirements and are flutter-free. For a project to show a safe, flutter-free flight envelope and be granted an aeroelastic airworthy clearance, each aircraft / test article needs to have at least a 15% flutter margin past the expected flight envelope. This flutter requirement can involve extensive ground testing and numerous analyses prior to flight to support the demonstration of sufficient flutter margins for the aeroelastic airworthiness assessment.
The aeroelastic tasks are broken down into three main areas: ground test support, software, and analysis.
The aeroelastic ground test support area could request tasks related to, but not limited to tasks such as:
Ground Vibration Test (GVT), Dynamic Inertia Measurement (DIM) test, Structural Coupling Test (SCT) or Structural Mode Interaction (SMI) test, flutter flight test, GVT instrumentation calibration and/or instrumentation/GVT hardware repair, test consultation, test training, and a research aspect of aeroelastic structural testing. The aeroelastic software support area could request tasks related to, but not limited to tasks such as: purchasing a contractor’s software, software installations, updates, and maintenance, and software training. Lastly, the aeroelastic analysis support area could request tasks related to, but not limited to tasks such as: Finite Element Model (FEM), flutter aerodynamic model, modal and flutter analysis, ground pre-test analysis, FEM updating/correlation and a research aspect of aeroelastic analysis.
The Contractor is required to use compatible hardware and software with AFRC’s existing GVT hardware (Brüel & Kjær LAN-XI data acquisition system and a variety of accelerometers and force transducers) and software (BK Connect, IMAT, Test for I-deas, MSC.NASTRAN and ZAero) for ground tests and structural analyses. This will enable the Contractor to efficiently work with AFRC personnel while using AFRC’s own equipment and software packages.
3.0 Scope
AFRC expects to setup a 5-year BPA with interested Contractors to support future aeroelastic work.
4.0 Requirements
The future SOW duties for which NASA AFRC could request support in to evaluate a project’s aeroelastic airworthiness assessment include, but are not limited to tasks such as:
A) Ground Test A.1 - Ground Vibration Tests (GVTs): Contractor shall conduct or assist in GVTs.
A.2 - Dynamic Inertia Measurement (DIM) Tests: Contractor shall conduct or assist in DIM tests.
A.3 - Structural Coupling Test (SCT) or Structural Mode Interaction (SMI) Tests:
Contractor shall conduct or assist in SCT or SMI tests.
A.4 - Flutter Flight Tests: Contractor shall conduct or assist in flutter flight tests.
A.5 - Instrumentation Calibration: Contractor shall perform calibration of AFRC’s
Structural Dynamics GVT hardware when necessary. The hardware may consist of items such as: accelerometers, impedance heads, force transducers, impact hammers, LAN-XI data acquisition systems, filters, amplifiers, other testing hardware, etc.
A.6 - Instrumentation/GVT Hardware Repair: Contractor shall repair or provide repair services for damaged AFRC’s Structural Dynamics GVT hardware when necessary as requested by AFRC.
A.7 - Test Consultation: Contractor shall provide test consultation as requested by AFRC.
A.8 - Test Training: Contractor shall perform training on-site or off-site on standard practices of different structural ground test execution.
A.9 - Researching Test Aspects: Contractor shall provide testing expertise to a specific research topic as requested by AFRC.
B) Software
B.1 - Contractor’s Software Purchase: When AFRC makes a purchase of the Contractor software they shall provide license(s) and all necessary related software material as requested by AFRC.
B.2 - Software Installations, Updates and Maintenance: Contractor shall perform software installations, updates and maintenance on AFRC-owned computers either on-site or off-site as requested by AFRC.
B.3 - Software Training: Contractor shall perform on-site or off-site for software training as needed.
C) Analysis
C.1 - Finite Element Models (FEMs): Contractor shall create FEM(s) with model requirements and model format requested by AFRC for each specific case.
C.2 - Flutter Aero Model: Contractor shall create flutter aero model(s) as requested by AFRC for each specific case.
C.3 - Modal and Flutter Analysis: Contractor shall preform modal and flutter analyses with requirement and in the format requested for each specific case.
C.4 - Ground Pre-Test Analysis: Contractor shall preform pre-test analysis as requested by AFRC for each specific case.
C.5 - FEM Updating: Contractor shall preform a structural dynamics model(s) update to match the FEM to GVT data to within requirements set for each model as requested by
AFRC.
C.6 - Researching Analysis Aspects: Contractor shall provide structural dynamics analytical expertise to a specific research topic as requested by AFRC.
5.0 Deliverables
The future SOW deliverables that will be required from the Contractor will depend on the call order(s) requested, and can include but are not limited to:
A) Ground Test
A.1 - Testing: Contractor shall send the appropriate number of test engineers to conduct/assist in the GVT, DIM, SCT, SMI testing and/or flutter flight tests as requested by AFRC.
A.2 - Instrumentation Calibration: Contractor shall provide calibration certificate(s) to AFRC’s desired calibration standards as needed for each component.
A.3 - Instrumentation and GVT Hardware Repair: Contractor shall provide repaired test equipment.
A.4 - Test Consultation: Contractor shall provide consultation services on-site or off-site and verbal or in writing as needed.
A.5 - Test Training: Contractor shall send test engineer(s) to provide on-site or off-site training as needed.
A.6 - Researching Test Aspects: Contractor shall provide testing results to a specific research topic as requested by AFRC.
B) Software
B.1 - Contractor’s Software Purchase: For Contractor’s software purchases the Contractor shall send software and all necessary related software material as requested by AFRC.
B.2 - Software Installations, Updates and Maintenance: Contractor shall provide software installations, updates and maintenance on AFRC-owned computers either on-site or off-site as requested by AFRC.
B.3 - Software Training: Contractor shall send test engineer(s) to provide on-site or off-site for software training as needed.
C) Analysis
C.1 - FEM: Contractor shall provide FEM files meeting model requirements in format requested by AFRC for each specific case.
C.2 - Flutter Aero Model: Contractor shall provide the aero model files for flutter analysis in format requested by AFRC for each specific case.
C.3 - Modal and Flutter Analysis: Contractor shall provide results from analyses in format requested for each specific case.
C.4 - Ground Pre-Test Analysis: Contractor shall provide results from pre-test analysis as requested by AFRC for each specific case.
C.5 - FEM Updating: Contractor shall provide a structural dynamics model(s) correlated and updated to match GVT data with desired design variables to within requirements set for each model as requested by AFRC.
C.6 - Researching Analysis Aspects: Contractor shall provide results of structural dynamics analysis to a specific research topic as requested by AFRC.
6.0 Government-Furnished Property, Material, Equipment, or Information (GFP, GFM, GFE, or
GFI)
If any Government-furnished property needs to be provided to the Contractor to support a future call order(s), they will be specified in the future SOW.
7.0 Security
If unique security requirements are needed to support a future call order(s), they will be specified in the future SOW.
8.0 Travel
If travel requirements are needed to support a future call order(s), they will be specified in the future
SOW.
9.0 Special Material Requirements
If any special material requirements are needed to support a future call order(s), they will be specified in the future SOW.
10.0 Other Unique Requirements
If any other unique requirements are needed to support a future call order(s), they will be specified in the future SOW.
11.0 Place of Performance
The place of performance could be at a variety of locations (ex: onsite at AFRC, offsite of AFRC or Contractor’s facility), however each future SOW will identify a place of performance.
12.0 Period of Performance
The Period of Performance for this Blanket Purchases Agreements (BPAs) SOW is 5 years from date of award, however each specific call order(s) requested will have its own SOW and specified period of performance.
