Statement of Work BMF Garment Laundry Service
1. Background Information
NIST-Boulder has a state-of-the-art research laboratory (the Katharine Blodgett Gebbie Building) to support the most sensitive research done at NIST. Included in this building is a Class 100 – ISO class 5 microelectronics fabrication facility, called the Boulder Micro- Fabrication Facility (BMF). NIST BMF owns special cleanroom garments which are required in order to enter the facility. The BMF requires a service to clean the cleanroom garments to semiconductor industry standards. Garments and the process to used to launder them must be in compliance with ISO 9001:2015 and ISO 14644, as befits a class 100/ISO class 5 cleanroom.
2. Scope of Work
Objectives
The BMF owns an estimated 400 cleanroom garment sets, the use of which is required for entry into the Boulder cleanroom. The goal of this contract is to provide the BMF a service to launder and perform minor repairs to these ISO class 5 cleanroom garments according to semiconductor industry standards for ISO class 5 cleanrooms. All work must be in compliance with ISO 9001:2015 and ISO 14644.
I. Requirements:
a. The contractor will maintain a cleanroom-only facility to store, launder and package the NIST cleanroom garments.
b. Contractor shall provide the Government with reusable containers in which the cleanroom garments can be shipped between the Government and the contractor.
Contractor is responsible for providing replacement/additional containers if needed. Containers must be sized such that they are able to be shipped using standard carriers’ services and shall not require a freight service.
II. Current Garment Inventory:
A cleanroom garment set consist of the following items:
a. ISO class 5 cleanroom hood
b. ISO class 5 cleanroom suit
c. ISO class 5 cleanroom boots (2)
d. ISO class 5 cleanroom garment hangar organizer
e. ISO class 7 cleanroom smock
The above is the maximum number of individual items contained in a complete garment set (hereafter referred to as ‘garments) and usage of these sets is estimated at Not To Exceed monthly usage of 100-150 sets and a weekly usage average (NTE) 25-35*.
*The actual amount of garments on any weekly pick-up/drop off may fluctuate, with some weeks having less and others having more, while remaining within the monthly usage amount of 100-150.
III. Specific Tasks:
a. Laundering of Garments
• Contractor shall launder and disinfect received garments to ISO 9001:2015 specifications for an ISO Class 5 Cleanroom.
• The Contractor shall use deionized (DI) water with a resistivity of 16 ohm-cm or greater.
Garment Pick-up and Delivery
• Pick-up and Delivery of Garments will be handled though one of two ways:
i. The preferred method of pick-up and delivery is physical pick-up and delivery. In this option, the contractor must accept the garments for cleaning on NIST Boulder campus and will deliver cleaned garments to the same location. Frequency of pick-up and delivery will be based on usage but will not exceed once a week. The Government estimates that it will require the laundering of roughly 100 – 150 garments a month with a weekly average of roughly 25 – 35. Stronger consideration will be given to offers that include physical pick-up and delivery.
ii. In the event that the physical (preferred) option is not available, NIST Boulder shall ship garments to contractor on a weekly or monthly basis, based on usage not to exceed once a week. The Government estimates that it will require the laundering of roughly 100 – 150 garments a month with a weekly average of roughly 25 – 35. A NIST provided shipping account will be provided for these shipments.
• Contractor shall receive garments at an ISO 9001:2015 certified facility for Providing Cleanroom Apparel and Other Contamination Control Products and Laundering Services for Garments Used in Controlled Environments and Industrial. Apparel and other Ancillary Products for use in Industrial Applications.
• After garment laundering has been completed, contractor shall individually package each garment item in double bags, such that they can be transferred to in ISO class 5 cleanroom without risk of contamination, per semiconductor industry standards (ISO 9001:2015)
• Garments shall be shipped in the shipping container, adhering to the following standards:
i. All garments shall be sorted by type, size and color and packaged together in a larger bag.
ii. All boots shall be paired together by same type, size and color.
iii. Any unpaired boots shall be packaged individually.
• All unique garments shall be returned to NIST, fully laundered, within 10 calendar days from when they were received by the Contractor
b. Reporting
• Contractor shall provide a report with each delivery on all services provided.
c. Tracking Garments
• Contractor shall provide a system of tracking garments, via barcode or other method of cataloging and tracking each garment and shall keep a record of all garments included in the contract. This record and tracking process shall be updated if new garments are added. Tracking system employed must not affect the garments ability to operate in the ISO class 5 cleanroom, in accordance with ISO 9001:2015 and ISO 14644.
• Contractor will scan each garment upon receipt at vendor location and shall provide NIST with a weekly report of items scanned.
d. Garment Repair services
• Included in the cost of laundering, the contractor shall be prepared to offer minor repair services for garments, such that they are suitable for use in an ISO Class 5 Cleanroom.
• Garments in need of repair shall be submitted to the Contractor for inspection and estimate. Once an estimate has been provided by the contractor, no work shall be done to repair until the Government has given its express approval.
• Repaired garments must comply with the ISO standards and the requirements of a Class 5 Cleanroom.
• Once repaired, garments are to be cleaned as detailed in the “Garment Laundering” section above.
• Repaired garments shall be separated in each return shipment and contractor shall provide information about the success or failure of each repair effort.
• Minor repairs refers to tears, holes or other damages to garments that can be covered or reaffixed, in their entirety, by patches or other reparative devices.
Repaired garments must still be compliant with all appropriate ISO specifications for entry/use in a Class 5 cleanroom.
