FL Multiple Award BPAs
Attachment 1 FL Reforestation/NNIS BPA
PERFORMANCE STATEMENT OF WORK
The contractor will provide any and all labor, equipment, supplies, services, permits and licensing necessary to perform reforestation support services to include, but not limited to, chemical site preparation, tree and grass/forb planting, manual and mechanical site preparation, pre-commercial thinning, timber stand improvement, and non-native invasive species (NNIS) treatments. This work will be performed on various Forest Service locations throughout the National Forests in Florida. Individual tasks to be performed will be assigned by individual calls against the BPA.
Reforestation and Timber Stand Improvement
1.1 – Chemical Site Preparation or Release Requirements:
Chemical site preparation/release will take place in recently harvested timber stands, this is sometimes in stands up to 25 years old. Herbicide will be applied to the target species only. The contractor must be able to identify the plant species to be sprayed. Manual methods of applications will be used (such as backpack directed foliar spray, cut stump, stem injection, basal bark injection, hack and squirt, etc.). Contractor will furnish all supplies unless otherwise specified in the blanket purchase agreement (BPA) call. The specific method, timing, mixture, and other specifics will be provided on each BPA call.
Chemical site preparation with the use of mechanical equipment may be the preferred method in some instances and will be specified in the statement of work. Application would occur on recently harvested or fire damaged stands. The herbicide mixture and broadcast band maximum for a site will be determined by the district that is requesting the work.
1.2 – Mechanical Site Preparation Requirements:
Drum Chopping – all trees, stumps, and/or logging slash meeting specifications provided in each BPA call will be cut off at ground level and chopped with a roller drum chopper. Stems simply knocked over will not be considered chopped. Area must be completely covered by the roller drum chopper; each row of chopping must overlap the previous row. Equipment capability must be 270 horsepower at engine flywheel or equivalent. Rolling drum chopper must be at least 8 feet wide; drum chopper blades must be at least 6” wide. Specific type of treatment and other work requirements will be provided on each BPA call.
Mowing or mastication may also be used in mechanical site preparation with specifications provided in each BPA call, or other mechanized cutting equipment, cut/masticate trees and bush as designated in each BPA call. Examples of work include, but are not limited to, understory mowing or mastication for woodlands maintenance, precommercial thinning, sanitation cutting to remove insect-infested trees, crop tree release treatments, etc. Specific type of treatment and other work requirements will be provided on each BPA call. Other specific work requirements will be provided in each BPA call.
If outlined in the specific BPA call, dozers, anchor chaining, or similar methods may be used to knockdown snags and underbrush for site preparation. Spot raking and piling may be required in some stands with significant amounts of fuel on the ground. Specific type of treatment, equipment specifics, and other work requirements will be provided in each BPA call.
1.3 – Tree Planting and Grass/Forb Planting Requirements:
Tree planting will use manual methods (hand planting) or machine planting. Tree planting can range from planting Shortleaf pine, Loblolly Pine, Slash Pine, and Longleaf Pine seedlings. The seedlings may be provided by the Forest Service or contractor may be required to provide the seedlings. Seedlings may be containerized or bare root stock. Seedling type, planting spacing, and other work requirements will be specified on the BPA call.
Grass/Forb planting will use manual methods. Plants may be plugs or in containers of various size. Plant type, spacing, and other work requirements will be specified in each BPA call.
1.4 – Tree Seeding and Grass/Forb Seeding Requirements:
Tree seeding will use mechanical methods. Seeding rates per acre, equipment, and other work requirements will be specified on each BPA call.
Grass/Forb seeding will use manual or mechanical methods. Seed may be provided by the Forest Service or contractor may be required to provide specifics will be outlined in each BPA call.
Sites may be prepped by the Forest service or require contractor to conduct soil preparation.
Plant type, site preparation, seed rate, and other work requirements will be specified in each BPA call.
The specific application method, herbicide mixture, timing, and other specifics will be provided in each BPA call.
1.5 – Manual Cutting Timber Stand Improvement Requirements:
Using a chainsaw and/or other cutting hand tools, cut trees and brush as designated in each BPA call.
Examples of work include, but are not limited to, precommercial thinning, sanitation cutting to remove insect-infested trees, crop tree release treatments, etc. Specific type of treatment and other work requirements will be provided on each BPA call.
1.6 Mechanized Cutting Timber Stand Improvement Requirements:
Using tree felling, mastication, or other mechanized cutting equipment, cut/masticate trees as designated in each BPA call. Examples of work include, but are not limited to, understory mastication for woodlands maintenance, precommercial thinning, sanitation cutting to remove insect-infested trees, crop tree release treatments, etc. Specific type of treatment and other work requirements will be provided on each BPA call.
Non-Native Invasive Plants
1.7 - Non-Native Invasive Species (NNIS) Treatment Requirements:
Using chemical, mechanical, or manual methods to treat NNIS as designated in each BPA call.
Examples of work included, but not limited to, broadcast application, direct foliar spray, wicking/wiping, basal bark treatment, frill, hack and squirt, stem injection, cut-stump application, hand pulling, etc. Specific type of treatment and other work requirements will be provided in each call.
