Statement of Work

This is a statement of work for replacement of all steam condensate lines in the 1304-1306 greenhouse complex located at 1301 Ditto Avenue, Fort Detrick, MD 21702.

The greenhouses are essential for maintenance of critical plant research material of the US Department of Agriculture, Agricultural Research Service, Foreign Disease-Weed Science Research Unit. During the cooler months, greenhouse temperatures are maintained using steam as the heat source. Fort Detrick Directorate of Public Works has indicated that the current condition of the steam condensate lines could lead to a partial or complete breakdown of the heating system throughout the greenhouse complex when the steam is turned on this fall which would result in a loss of the critical plant research material. The steam system is typically turned on in mid- to late-October, based upon forecasted temperatures.

Contractor Requirements:

Replacement of all steam condensate lines in 1304, 1305, and 1306 greenhouses and associated greenhouse hallways with Sch 80 black iron pipe of same size as existing from downstream of the steam traps to welded fitting to where condensate line enters trench to leave greenhouses. Total length of pipe to be replaced is approximately 1200 linear feet.

Condensate pipes that are under the concrete at the doorways (Hartford loops) must be insulated to prevent corrosion. Pipe running through the hallway between Bldgs 1305 and 1304 (approximately 200 feet) shall also be insulated with 1” fiberglass.

At the Hartford loops, where the condensate line runs under the concrete floor, the contractor shall be responsible for removal and restoration/patching of the concrete flooring.

Contractor shall visually inspect the tie-in point to ensure that the existing line is not clogged. These locations might be right inside of the greenhouses under the floor, or they might be right outside the greenhouses under the ground. If the line is clogged, contact COR and provide change order information to remedy the issue which may be to replace more pipe to a point where the pipe is clear.

Work timing/schedules should be in accordance with the terms and conditions of the award.

If work cannot be completed by first frost, then steam may be isolated to allow for work in one greenhouse range while the other two ranges remain heated.

Order of priority: Range 1304 followed by 1305 then 1306.

The contractor must comply with all current USDA covid pandemic protocols. As of this writing, current protocols are:

Masks must be worn at all times while inside the building and greenhouses.

Daily health checks must be completed (hard copies of form to be provided by USDA).

Vaccine attestation forms must be completed by each worker and shown to the USDA point of contact (form to be provided by USDA).

Personnel who are not vaccinated must provide evidence of a negative covid-19 test from a sample collected no more than 72 hours prior to coming on site. (Note: A sample collected Monday will only be good through Thursday and a new test will be necessary to reenter the site on Friday.)

These protocols for USDA and Fort Detrick are subject to change.
