Specification for battery powered rescue tools

Anniston Army Depot Fire & Emergency Services

04/29/2021

1. Scope

This specification establishes a requirement to purchase battery operated vehicle extrication rescue tools. The tools needed under this specification are a cutter, spreader, combination tool, and a ram. These tools will meet the requirements of NFPA

1936 and all specifications stated below. All equipment shall be new and of current design. Used or refurbished equipment is unacceptable.

2. Tool specifications

a. Specifications that apply to all tools below

i. Powered by a 60 volt 9 amp hour lithium ion battery that is available commercially off of the shelf. This battery will also be capable of powering 20 volt tools and lights that are available commercially off of the shelf.

ii. Two batteries and a charger will be provided with each tool purchased

iii. Tools shall have an all metal body

iv. All tools, excluding the ram, shall have LED lights built into the handle for night time operations

v. Tools shall have a 4 stage pump that is powered by a 2 horse power

1500 watt motor

b. Cutter specifications

i. NFPA 1936 cutter rating shall be: A7/B8/C7/D9/E8/F5

ii. Rotating handle

iii. Cutter opening shall be 7 inches

iv. Cutter dimensions shall be

1. Length: 33.7 inches

2. Width: 8.7 inches

3. Height: 11.6 inches

c. Spreader specifications

i. Tips of spreader must be interchangeable and offer the option to use extended reach tips

ii. Extended reach tips are not to be included as a part of this contract

iii. Max spreading distance: 31.9 inches

iv. Max spreading distance with extended reach tips: 39.1 inches

v. Highest spreading force: 15,100 lbs

vi. Lowest spreading force: 10,530 lbs

vii. Max spreading force: 39,500 lbs

viii. Highest pulling force: 11,500 lbs

ix. Lowest pulling force: 7,500 lbs

x. Spreader dimensions shall be

1. Length: 38.1 inches

2. Width: 11.1 inches

3. Height: 11.6 inches

d. Combination tool specifications

i. NFPA 1936 cutter rating shall be: A7/B8/C7/D9/E8/F5

ii. Tips of combination tool shall be removable

iii. Rotating handle

iv. Max spreading distance: 15.6 inches

v. Highest spreading force: 7,830 lbs

vi. Lowest spreading force: 6,460 lbs

vii. Max spreading force: 320,000 lbs

viii. Cutter opening: 13.8 inches

ix. Combination tool dimensions shall be:

1. Length: 36 inches

2. Width: 8.7 inches

3. Height: 11.6 inches

e. Ram tool

i. Ram shall come with extensions that allows a maximum extended length of 49.6 inches. Three extensions shall be included:

1. 10 inches

2. 18 inches

3. 27 inches

ii. Length of ram retracted shall be 11.4 inches

iii. Length of ram extended without extensions shall be 22.6 inches

iv. Highest spreading force of ram: 48,360 lbs

v. Lowest spreading force of ram: 17,170 lbs

vi. Ram tool dimensions shall be:

1. Length: 17.8 inches

2. Width: 7.3 inches

3. 11.4 inches

3. Warranty

a. All tools will come with at least a ten year manufacturer’s warranty

b. All batteries will come with at least a three year manufacturer’s warranty

4. Delivery

The contractor shall deliver items to the person and address below within 30 days of request.
