STATEMENT OF WORK (SOW)

RELOCATE CANOPIES FROM RANDOLPH TO SEGUIN AIRFIELD

PART 1

GENERAL INFORMATION

1. G ENERAL: This requirement is for the disassembly, transport, and reassembly of all related components of two (2) Big Top canopies. The requirement includes canopy framing, fabric, chained concrete jersey barriers and all related hardware. The Government shall not exercise any supervision or control over contractor personnel or subcontractor personnel during the disassembly, transport, and reassembly process.

Contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government. Contractors shall be responsible for ensuring all supplies provided in support of this requirement are in accordance with the specifications provided in the Schedule and this SOW.

1.1. D escription of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, other items, and non-personal services necessary to perform the work described herein. The contractor shall disassemble, transport to Seguin Airfield, and reassemble two (2) Big Top canopies, with related components.

1.2. P eriod of Performance: The period of performance shall be 30 days, inclusive of product ordering lead time and/or delivery.

1.3. General Information

1.3.1. Contract Surveillance and Inspection/Acceptance.

1.3.1.1. The Contracting Office will retain surveillance authority over this requirement. The contractor shall communicate to the Contracting Officer (CO) through the contract administrator for any matters that arise in relation to this contract action.

1.3.1.2. The government will inspect each installation location prior to acceptance of work. Payment will be made after all locations under this SOW are inspected and accepted.

1.3.2. Recognized Holidays:

1.3.3. H ours of Operation: The Contractor is responsible for conducting business between the hours of 6:00 am to 6:00 pm CT, Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this SOW when the Government facility is not closed for the above reasons.

1.3.4. P lace of Performance: The work to be performed under this contract will be performed at JBSA-Randolph, Texas, on the West Ramp and at JBSA-Seguin Airfield, Texas, on the Main Ramp.

1.3.5. Security Requirements: Contractor personnel performing work under this contract are not required to have a security clearance.

1.3.5.1. Physical Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use.

1.3.5.2. Installation Access: The contractor is subject to JBSA Installation access requirements. Some travel on and off JBSA installations will be limited at times due to JBSA controlled gate openings and closures. Unscheduled gate closures may occur at any time, and the personnel entering or exiting the installation may experience some delays. Privately owned vehicles of Contractor personnel are subject to being searched pursuant to applicable regulations.

The award of this contract does not create a right to have access to any military installation. Any violation of an installation regulation or of a state or federal statute may result in the termination of the privilege to enter any JBSA installation, or to provide transportation under the SOW.

1.3.6. Special Qualifications: N/A

1.3.7. C ontractor POC: The contractor shall provide a POC to be responsible for the performance of work under this contract. The POC shall have full authority to act for the contractor on all contract matters relating to any issues that may arise during work performance.

The POC shall be available between 6:00 am to 6:00 pm, Monday thru Friday except Federal holidays or when the government facility is closed for administrative reasons.

1.3.8. I dentification of Contractor Employees: Contractors shall identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials.

PART 2

DEFINITIONS & ACRONYMS

2. DEFINITIONS AND ACRONYMS:

2.1. D EFINITIONS:

2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.

2.1.3. DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.

2.1.4. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.

2.1.5. POINTS OF CONTACT (CONTRACTOR). Those individuals identified, in writing by the contractor, with authority to act on behalf of the contractor with regard to this contract.

2.1.6. SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES

3. GOVERNMENT FURNISHED ITEMS AND SERVICES:

3.1. The Government will not provide utilities at the specified locations.

3.2. The Government will provide a staging area for the Contractor’s materials and equipment. This location will be provided after award.

3.3. The Government will provide flightline driver training. This will be coordinated by a 12th Maintenance Group representative after award.

3.4. Miscellaneous: If other services are required, the contractor shall notify the Contracting Office for coordination with the 502d Civil Engineering Squadron to ensure availability of requested service.

PART 4

CONTRACTOR FURNISHED ITEMS AND SERVICES

4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:

4.1. General. The Contractor shall furnish all supplies, tools, equipment, facilities, transportation (delivery, unloading and loading) and services required to perform work under this contract that are not listed under Section 3 of this SOW.

4.2. Materials. The Contractor shall provide the following materials to be installed under the terms of this contract identified by location on JBSA-Seguin Airfield. Fabric shall be tensioned over the framework, weather tight, neat finished appearance, and free of repairs.

4.2.1. Big Top Canopy:

4.2.1.1. Contractor shall re-install four (4) canopy fabric top covers, and sixteen (16) fabric side panels and related accessory components. All new hardware is required to be used during the reassembly (i.e. new nuts, bolts, cables, turnbuckles, thimbles, lacing, etc.). Total Dimensions:

72 ft. W x 80 ft. L x 38 ft. H. Note: The contractor is responsible for verifying the dimensions.

4.2.1.2. Canopies are anchored to Jersey barriers. Twelve (12) Jersey barriers along with thirty-six (36) pieces of dunnage will need to be transport to Seguin Airfield for reassembly. The canopies are to be anchored to the Jersey barriers via chain and binders.

4.2.1.3. Installation of a new lightning preventor/grounding system is required. Any existing ground rods will need to be cut off flush with the existing slab on grade.

4.2.1.4. The contractor shall provide a one (1) year warranty for the reassembly of the canopies.

4.3. The Contractor shall provide a portable lavatory for workers on site.

4.3.1 The Contractor shall be responsible for lavatory servicing during contract performance and removal upon completion of performance.

Note: Restroom facilities will not be available nor provided by the Government.

PART 5

SPECIFIC TASKS

5. Specific Tasks:

5.1. Removal Services. N/A

5.2. Re-installation Services. The contractor shall provide all tools, equipment, personnel and materials necessary to re-install four (4) canopy fabric top covers, sixteen (16) fabric side panels, and related accessory components at the identified location as specified in Part 4 of the SOW. Re-installation shall be inclusive of any related components that will restore the original intended function.

5.3. Clean-up and Refuse Removal. The contractor shall ensure that the location be kept in such a manner as to not pose a safety risk or impede traffic while work is being performed. All contractor-generated refuse and waste shall be removed daily by the contractor to a disposal site located outside the physical boundaries of the installation.
